I.Welcome and Introductions:
The meeting was called to order by the chair,Stacie Horvath at 9:31 AM.
●Stacie introduced the new voting member for Housing/Homelessness,Scott Graham.
●Voting Members,Lorna Blanchard,Greg Colbert,Kim Crider,Sherri Sullivan and Bruce
Levy were unable to attend this meeting.
●Lorna Blanchard asked Stacie to proxy for her vote.
II.Review of Meeting Minutes and approval:
Upon a motion by voting member Kim Wertz,and a second by voting member Mike Straley,with
and all in favor,the minutes of the February 2,2024 meeting were approved along with the
addendum.Addendum to meeting minutes that happened on March 27,2024.An email vote that
took place which was approved.The email vote count includes 10 Yes (in support);0 No;1
absent.They were seeking approval to transfer $27,000 in funds to help offset costs to Leah’s
Legacy for the purchase of a 10-passenger transport van for ongoing transportation needs for
their program.
III.Discussion:Voting Committee Members:One (1)for recommendation vote to serve an
additional 2 year term;One (1)not seeking another term at this time.
●There were two members whose terms were up April 1,2024.
1.A need for a motion to approve Sherri Sullivan for a second term.Mike Straley
made the motion followed by Kim Wertz who seconded the motion for another
two year term.All in Favor with 8 Yes (in support),0 Absent,and 0 No.The new
term will run from May 1,2024 -May 31,2026.
2.Doug Wilburne has respectfully declined the renewal of his position on the Block
Grant Voting Committee Member.He will finish out his term until August 31,
2024.
IV.FY 2024-2025 Human Services Block Grant Plan Submission /PowerPoint Presentation
and Plan Discussion:
PowerPoint Presentation:
Purpose of the PowerPoint:Provides an overview of items that need to be brought to the public
and the Commissioners.The narrative is huge,so the PowerPoint will provide an overview to give
the key points to the Commissioners for items/planning that need to be brought to their attention.
DRAFTBackground:The Block grant was established in FY 12/13 as a pilot program.Franklin County is
one of the original 20 counties who accepted.FY 17/18 Children and Youth Services was
removed from the Block Grant.They did have another change in FY 17/18,the carry over was
changed from 3%to 5%.To date Franklin County has reinvested $1,795,000 back into the
community,which includes $151,562 carry over from FY 22-23.In addition term limits were
established in FY 17-18 along with member roles,voting capability/requirements.They do have a
formal member request form that is still used to this date.
Plan guidelines and template were released on Friday,June 14th 2024.The first public hearing
was set for Wednesday,July 24th,2024.The public notification was published on the website and
in the newspaper Wednesday,July 10th,2024.A Public Hearing will be held at the
Commissioners’Meeting on August 8.At Commissioners’Meeting on August 8th,Final Draft will
be reviewed and signatured.The final plan will be sent to the State Monday,August 12th,2024.
Stacy Rowe stated the Human Services Block Grant monies are categorical and have to be used
for a specific purpose and do have restrictions as to how the money can be used.The categories
are:Mental Health Community Based Funded Services,Behavioral Health Services initiative,
Intellectual &Developmental Disabilities (IDD)Community Based Funded Services,Act 152 Drug
and Alcohol Services (D&A),Homeless Assistance Program Funding,Human Services
Development Funds (HSDF).
Stacy Rowe stated the graph on the PowerPoint shows where almost 1.8 million has been spent
over the years.The largest piece of reinvested funds have been used for Mental Health Services
at 24%.Drug and Alcohol Services is second at 21%.Housing Services is at 19%.Aging
Services at 10%.IDD Services at 7%.Followed by Children’s Services,I&R/Outreach,and
Military Share all of those services fall at 5%.Children’s Services is 5%,while the Children and
Youth Special Grants Program is no longer in the Block Grant.The HSDF funds do have the
ability to serve children under that category.The Block Grant has provided additional support with
children’s evidence-based programs,foster care recruitment,and start-up costs for the Children's
Advocacy Center.The last category was at 4%for Professional Development.
Community Investments FY 2023-2024 covered by Stacie Horvath
Leah’s Legacy was able to purchase a 10 -passenger transport van.They had received $27,000
in funding from the Human Services Block Grant to assist with transportation of the women in
their program to different vital services needed.Some of those services may be events for
women in recovery,transportation to treatment facilities,transportation to doctor's appointments
the list continues.This purchase was vital in assisting the females in their program to continue
services offered for the females to help rebuild their lives in recovery.This vehicle purchase has
helped save the costs of transporting with two vehicles,they now only have to use the van to
transport and no longer need two vehicles as a reliable way of transportation.
*This is an example of repurposed Block Grant funds.If these funds were not used,they would
have gone back to the state and not helped so many lives,families,and community members of
Franklin County.

Stacy Rowe Community Investment:Total budget allocation has been flat since FY 12/13.
Base allocation has been a little over 6.0 million.With the 6.0 million dollar budget it is estimated
8,491 individuals across Franklin County Human Services Departments will be served.The
breakdown of individuals is as follows:6,937 Mental Health Services,166 Intellectual Disabilities
Services,497 Substance Use Disorder Services,380 Homeless Assistance Services,and 511
Human Services Development Funds.
Homeless Assistance Program -Additional funding to assist the program due to associated costs
related to required program monitoring which took place in early 2024.$9,055.
True North Supported Living Program -Facilities renovation and expansion.$44,408.
Occupational Services,Inc (OSI)-Transportation program for participants $10,000.
Kidz Therapy Zone -Respite Program $30,000.
Military Share Food Share Program -$22,000.
VA Transportation Program with Rabbit Transit -$24,000.
Department Program Highlights July 2023 -June 2024:
Veterans Affairs Program highlights:
The Military Share Program has been really successful.The number of individuals living within
the households has increased by 7.8%a total of 1140 being served in June 2024 compared to
numbers of July 2023 at 1055.The total number of households served has increased by 8%,a
total number of 736 households being served in June 2024 compared to July 2023 with a total
number of 689 being served.
Drug and Alcohol Program highlights:
Recovery Oriented Systems of Care (ROSC)Specialist position was filled in February 2024.Joe
Bailey filled the position and has done a fantastic job so far.
Jail Programs:CRS groups and Overdose Support and Awareness life (OSAL)training have
been provided at the Franklin County Jail with 39 individuals participating.
Case Management Community Outreach:Conducted 107 outreach visits to disseminate
resources,engage with individuals who use substances,distribute naloxone,and offer naloxone
training.
Prevention:Too Good for Drugs (TGFD):Funded by the Franklin Fulton Drug &Alcohol,this
program was presented to 1,324 students from grades K-12.
MH/IDD/EI Program highlights:
DRAFTMentalHealthCrisisInterventionCommunityResponse.The process began in February 2024
after the first visit by two consultants from Recovery Innovations (RI),a crisis consultant provider.
They were contracted by the department and paid via a state grant.The purpose of the visit was
to take a deep look at the current crisis system in both Franklin and Fulton Counties.In June
2024,the consultant was able to provide a draft to Franklin County.Franklin County asked the
Consultant to provide a summary of the 100 plus page draft that was presented.Once the
department receives the summary of the draft plan they will be able to share that with the
stakeholders and interested parties.
KIDZ Therapy Zone,expanded their offered respite services.This program offers caregivers a
scheduled amount of time to do different tasks without having to keep a constant eye on their
child or children.This program can allow for the adult to go shopping,clean their house,go to
doctors appointments,anything they may not be able to do and focus their full attention on while
having their child or children present.This is great for both the adult and child.The adult is able to
get tasks done or even take some time for themselves,while the child or children are being cared
for in a safe environment.The adult can come back refreshed when it’s time to pick up the child
or children.The child or children can recroup from being in the house,or just being able to play
with other children that are outside of the home.This is a great service that has been offered and
this service keeps growing.They are able to serve 16 new children from July 2023 until May of
2024.July 2023 until May 2024 they were able to serve 384 children with the 3 hour respite
service.January 2-24 until May 2024 they were able to serve 39 children with the 12 hours
respite service.
The IDD program had received 15 additional Community Living Waivers and 5 additional
Consolidated waivers,the Office of Developmental Programs (ODP)had only granted emergency
requests as needed.
Jessica and Friends based out of York is a new provider of the IDD Community Nurse Program.
This has expanded into the Community Participation Supports (CPS)program and will open an
adult Intellectual Developmental Disability (IDD)day program newly located in Franklin County,
set to possibly open in the fall of this year.
Stacie Horvath asked for a recommendation to move forward to provide the presentation to the
Commissioners with some adjustments to the slides.Kim Wertz made the motion to approve.
Gayle Brown seconded the motion.All in Favor with 8 Yes (in support),0 Absent,and 0 No.
V.Fiscal Review Update (Current 2023-2024 FY):
Stacy Rowe stated the fiscal powerpoint that has been provided the numbers were originally
through April 20,2024.Stacy stated the County is waiting on the state to approve the funded
expenditures for Fiscal Year 22/23 that are pending.They are working on finalizing the numbers
for Fiscal Year 23/24.The Fiscal Year for 24/25 has officially started as of July 1,2024.The state
budget was recently passed.They are waiting on the allocations,there is a slight increase in the
HSDF and in Mental Health.They are still waiting to see what those increases are in both of
those areas.The allocations from FY 23/24 are $6,019,296.They are expecting to project
$5,835,527.The projected carry-over funds have been estimated at $183,769.The County is
required to contribute 2.7%on all State funded expenditures.Which is estimated to be $150,000
DRAFTforFY23/24.For FY 24/25 they have to make a plan of how the funds that have been carried
over will be spent.Stacy put a chart together for an estimate on how those proposed retained
revenue project funds will be utilized and broken down.
True North Supported Living Program -Facilities renovation and expansion.$44,408,serving 18

VA Transportation Program with Rabbit Transit -$24,000,serving 7 individuals per trip per week.
The total dollar amount is calculated to be $147,908 and estimated to serve 1,911 individuals.
This leaves $35,861 out of the $183,769 dollar carryover amount available for additional projects.
Funds need to be fully expended by June 30,2025.
The Homeless Assistance Program (HAP)does require a vote to allocate a minimum of $9,055 of
FY 23-24 funding to cover the program monitoring.Stacie Horvath asked for a recommendation
to propose to allocate funding from FY 23-24 to cover the overage.Mike Straley made the motion
to approve.Kim Wertz seconded the motion.All in Favor with 8 Yes (in support),0 Absent,and 0
No.

Narrative Draft for FY 24-25 to the commissioners.Kim Wertz made the motion to approve.Scott

VI.Human Services Program(s)Review:
Stacie Horvath informed the departments will be speaking about any updates and crucial
information going on.This is to keep the public and the Block Grant Members informed.
Franklin/Fulton SCA Drug &Alcohol:Administrator James Eagler and Deputy Administrator
Tobin Kercheval.
August 2nd DDAP Secretary will be visiting Franklin County.They have several events planned
for that day.They will be doing a provider visit.Visiting Gracie’s Place for an activity.Leah’s
Legacy will also be attending and providing bags for the females in their facility.Mike Straley is
honored to be a part of the DDAP secretary visit and is very thankful for the support of Franklin
Fulton Drug and Alcohol Program.
DRAFTTheywillbehavingaStakeholdersmeetingonTuesday,August 6,2024.They are working on
overdose awareness day on Saturday,August 31,2024.Recovery month starts September 1,
2024.They have a lot of events they are working on for September 2024.Rock for Recovery is a
carnival theme this year being held in Renfrew park on September 7th from 3-7pm.Opioid
Remediation Grant in Pennsylvania that will be issued on August 1st.This will free up some funds
to help out the community in a few different areas like prevention,harm reduction,recovery,warm
handoff expansions,recovery supports for individuals in or seeking recovery along with families,
and providing services for pregnant women in postpartum care or services.
Mental Health,Intellectual Developmental Disabilities,and Early Intervention with Mental
Health Housing (MH/IDD/EI):Stacey Brookens Administrator:
They are happy to announce the newest member of their team Becky Weaver as the IDD
Program Specialists.There will be an IDD day program opening soon.They have received more
waivers.
Jenn Hutchinson with the Mental Health Housing is working on her SOAR Certification.This
certification will help aid in her day to day daily tasks and her outreach into the community.
Cori Seilhamer spoke on behalf of the Mental Health:
Cumberland /Perry County,Franklin Fulton put out an RFP for a forensic long term struction
resident plan.The plans were due on Monday,July 22nd.They have received two proposals and
hope to move forward.
They are working on the Crisis system.They have received the review back and are asking for a
summary to share with their Stakeholders.
Tuscarora Managed Care Alliance:Missy Wileman Director:
During the pandemic Medicaid folks did not have to redetermine.Post pandemic the state
required that everyone had to redetermine.Pennsylvania submitted a plan for redetermination in
June 2023.TMCA had seen about a 24%decrease in those who are Medicaid eligible.With the
24%some of those numbers have been individuals who no longer qualify or those who had not
submitted the information necessary to redetermine.
Catya Bookhamer spoke on behalf of Reinvestment Program with TMCA:
Two largest programs are the Community Navigator Program and the Housing Program.
The Community Navigator Programs are through SCCAP and CCA in Fulton Family Partnership.
The Housing Program is through MHA.Both programs are doing well.The newest program is still
underway,they are hoping to start that in 2025.This is the Transition Aged Youth Housing
Program.This program will be serviced through MHA as well.
Human Services Resources and LINK Access:Nicole Smith:
They have the opportunity through the Chambersburg Chronicles paper to promote the services
LINK offers.
DRAFTTheCountyoffersgranthandsontrainingtohavestafftrainedinemergencies.Nicole was able to
take a CPR training,Stop the Bleed training,and QPR Suicide training (Question Persuade and
Refer).These training opportunities will help aid Nicole in day to day tasks helping the
community.There are a few events coming up that she will be attending to help spread resources
to the community like the Summer Bash,National Night out,and the Senior Fair.
Ombudsman:Tressia Day
Tressia was able to get another volunteer this will be the 8th volunteer with the Ombudsman
program.These volunteers offer assistance to do site visits.This will allow more time for Tressia
to work on cases and the major visits with the homes.
Franklin County Departments /Program updates:
Adult Probation:Doug Wilburne Chief Probation Officer with Adult Probation:
They are moving and received notice the move may start in about 4 weeks.They are working on
consolidating records,disposing of old furniture,or equipment.With the move they will be able to
update some of the technology they are currently using.The new space will allow for meeting
space,training space,they will now have seven interview rooms.Act 44 went into effect the
probation reform bill.The legislation is making the courts come up with a new plan per the
individual instead of a one size fits all.They will be able to take a look at the person and their
records to help aid the community.
Grants/CJAB:Melodie Hoff Director:
They had recently submitted a Franklin County Jail based grant Vivitrol Program they are waiting
to hear from PCCD if this has been awarded in the amount of $110,536.They were awarded a
grant to assist with the Public Defenders.They have been awarded another grant for a family
advocate and are working with Over the Rainbow.
