I. Welcome and Introductions:
The meeting was called to order by the chair, Stacie Horvath at 9:30 AM.
● Stacie Horvath introduced all to the meeting for roll call.
● Voting Members, Kim Crider, Kim Wertz, Gayle Brown, and Greg Colbert were unable to
attend this meeting.
● Kim Crider asked Stacie Horvath to proxy her vote.
● Kim Wertz asked for a voting member to proxy on her behalf, Mike Straley stepped up as
proxy.
● Stacie Horvath stated that there is one open seat on the Block Grant Committee for the
Criminal Justice Representative.
II. Review of Meeting Minutes and approval:
Upon a motion by voting member Zachary McCauley, and a second by voting member Lorna
Blanchard. All in favor. 9 Yes (in support), 0 No, and 0 Abstain. The minutes of the July 24, 2024
meeting were approved. Addendum to meeting minutes that happened on August 15, 2024. An
email vote that took place which was in support of transferring $75,000.00 in funds from Drug &
Alcohol to Mental health for Crisis Intervention Services. The email vote count includes 11 Yes (in
support); 0 No; 1 abstention.
III. FY 2023-2024 Human Services Block Grant Plan Retained Earnings / PowerPoint
Presentation and Projects / Planning Discussion:
Stacy Rowe:
Assistant Fiscal Director for Human Services Stacy Rowe presented to the committee, the
Human Services Block Grant Fiscal Report, from November 25, 2024. FY 23-24 allocation
remained flat. Total allocation for FY 23-24, including fiscal year 22-23 retained revenue of
$151,562.00, was $6,019,296. Total expenditure through June 30, 2024 was $5,825,404, which
gave us eligible retained earnings to carry over into FY 24-25 of $193,892. The County is
required to contribute 2.7% on all State Funded expenditures. County Match for FY 23-24 is
$150,021.
The proposed retained revenue plan included $193,892.00, estimated to serve 2,846 individuals.
The programs within the retained revenue program are as follows:
1. Housing Assistance Program - Rental Assistance ($95,000)
2. Housing Assistance Program - Program Monitoring ($4,500)
3. Human Services Development Fund - Information and Referral ($15,000)
4. Human Services Development Fund - Aging Services - Personal Care ($37,392)
5. Human Services Development Fund - Military Share Program ($22,000)
6. Human Services Development Fund - Veterans Transportation Program ($20,000)
Voting:
1. Upon a motion by Mike Straley, to approve the reallocation of funding to Rental Assistance in
the amount of $95,000.. Mike Straley to move and a second by Scott Graham. All in favor. 9 Yes
(in support), 0 No, and 0 Abstain.
2. Upon a motion by Scott Graham, to approve the reallocation of funding to Program Monitoring
in the amount of $4,500.. Scott Graham to move and a second by Sherri Sullivan.
All in favor. 9 Yes (in support), 0 No, and 0 Abstain.
3. Upon a motion by Zachary McCauley, to approve the reallocation of funding to Information and
Referral in the amount of $15,000.. Zachary McCauley to move and a second by Bruce Levy. All
in favor. 9 Yes (in support), 0 No, and 0 Abstain.
4. Upon a motion by Lorna Blanchard, to approve the reallocation of funding to Aging Services in
the amount of $37,392.. Lorna Blanchard to move and a second by Scott Graham. All in favor. 9
Yes (in support), 0 No, and 0 Abstain.
5. Upon a motion by Mike Straley, to approve the reallocation of funding to the Military Share
Program in the amount of $22,000.. Mike Straley to move and a second by Lorna Blanchard. All
in favor. 9 Yes (in support), 0 No, and 0 Abstain.
6. Upon a motion by Lorna Blanchard, to approve the reallocation of funding to the Veterans
Transportation Program in the amount of $20,000.. Lorna Blanchard to move and a second by
Zachary McCauley. All in favor. 9 Yes (in support), 0 No, and 0 Abstain.
IV. Fiscal Review Update (2024-2025 FY):
Ms. Stacy Rowe reported to the committee the 24/25 Fiscal update as follows:
1. Mental Health received additional Federal Community Mental Health Services Block
Grant (CMHSBG) funding totaling $84,475.
2. Mental Health received additional State Non-Human Services Block Grant funding
totaling $397,000.
3. Homeless Assistance Program received a State Human Services Block Grant increase of
$30,725
4. The Fiscal Year 24/25 is projected to exceed allowable carry-over. Maximum allowable
carry-over is 5% of State Funding, projected to be $283,868.
Stacie Horvath asked for a vote to move allocations of $29,750 of FY 24/25 funding to the
Criminal Justice Advisory Board (CJAB) required SAMHSA’s Sequential Intercept Model (SIM).
The Gains quote of $29,750 is good through December 31, 2025. The training will be expected to
take place in 2025. The company does require a 25% non refundable deposit. Upon a motion by
Lorna Blanchard, to approve the reallocation of funding to the CJAB in the amount of $29,750..
Lorna Blanchard to move and a second by Mike Straley. All in favor. 9 Yes (in support), 0 No,
and 0 Abstain.
V. Human Services Program Department Review:
Stacie Horvath informed the departments will be speaking about any updates and crucial
information going on. This is to keep the public and the Block Grant Members informed.
Mental Health, Intellectual & Developmental Disabilities, and Early Intervention with Mental
Health Housing (MH/IDD/EI): Stacey Brookens
Erin Nye spoke on behalf of the MH/IDD/EI department along with Jane Cline and Cori
Seilhamer.
Erin Nye: Deputy Administrator spoke on the Mental Health Programs - Franklin/Fulton Mental
Health contracted with a consultant, Recovery Innovations (RI) who took a look at the crisis
systems for both Franklin and Fulton counties. That project is now complete. They were provided
with the recommendations and are looking at the recommendations internally to move forward.
Forensic Long Term Structured Residence (LTSR) - contract was signed by New Visions and
property has been purchased.
Cori Seilhamer: Mental Health Program Specialist - Crisis Intervention Team (CIT) has filmed an
8 minute video that will hopefully be released soon. This video will be geared towards training and
promoting the CIT program.
Jane Cline: Intellectual & Developmental Disabilities Program Specialist - IDD was able to bring in
another provider to support case management, Expert Community Care Management (ECCM).
They were able to send out letters to all of the individuals and families receiving IDD case
management to see if they wanted to stay or switch to the new supports coordination organization
(SCO).
ODP was able to provide one consolidated waiver and six (6) new community living waivers.
Jessica and Friends is opening a day program. They had their open house in September, but do
not have an official opening date yet. They have the building and referrals but do not have the
staff to open the day program.
Franklin/Fulton SCA Drug & Alcohol: Administrator James Eagler
Tobin Kercheval spoke on behalf of the D&A department.
DDAP Secretary meeting went very well. Mike Straley with Leah’s Legacy who was in
attendance to this meeting was also present that day.
Case Management data from October 2024. They are funding about 100 individuals for
treatment services. They are servicing about 151 individuals for case management.
They are in the process of hiring a Certified Recovery Specialists (CRS) who will work with
clients at the Franklin County Jail.
Children and Youth Services (C&Y): Minnie Goshorn
They have seen a 29% increase in referrals since school started in August. The placement
numbers have increased due to mental health and needs not being met.
Tuscarora Managed Care Alliance (TMCA): Missy Wileman
Catya Bookhamer spoke on behalf of TMCA.
Reinvestment programs - Current submission they have received feedback for the mobile crisis
unit. This is in the final stages of approval. The housing reinvestment program has been
resubmitted with edits. They have received approval for a joint effort with Fulton County to match
the Arc Inspire grant that will provide recovery services and employment connections. These are
just three plans they have submitted in addition to the five they already have in process.
Human Services Resources and LINK Access: Nicole Smith
Letterkenny Army Depot hosted Nicole to do a presentation for National Employee Disability
Awareness Month. This event was widely attended. Letterkenny Army Depot has requested more
information on all of the Human Services departments and would like to learn more about what
Human Services does.
Where to Turn Guides are in the process of being updated.
Grants / CJAB Review: Melodie Hoff
CJAB brought in a facilitator in October to help them write the new strategic plan for PCCD that
will be in effect 2025-2028.
They are currently working on a Military Share Veterans trust fund grant. They will also be
requesting funds for Military Share and Save a Vet, Save a Pet.

Sherri Sullivan with Chambersburg Area School District - Sherri Sullican stated they are
starting a bocce team after the holidays. This will be a cross between special education and
regular education students. They will be having matches with other local school districts.
