THE FRANKLIN COUNTY DEPARTMENT OF EMERGENCY SERVICES
QUESTIONS & ANSWERS
Q: I would formally like to request to make a substitution for the Riello Sentryum listed in
the UPS Requirements. We would like to offer a Schneider Galaxy VS 20 kVA / 20 kW unit.
Our solution would include all the 13 minutes of runtime, wall mount bypass panel, and 2
year warranty with 24/7/365 Onsite Emergency Support.
A: Yes this is acceptable as an approved equal.
Q: What is the make and model of the UPS to be removed and disposed of? We would like
an idea of the size and weight.
A: See Addendum 1.
Q: Is there an elevator that can be used to bring the UPS to the ground level?
A: Yes, see the Delivery & Start Up section of the Bid Specifications section of the bid
document.
Q: Does the building have a loading dock?
A: No.
Q: If there is not loading dock, does are there any steps or curbs getting to the parking lot.
A: Yes, depending on the entry door selected, there are steps or curbs. The Lincoln Way
East Entrance on the south side of the building has 3 steps inside the building. The east
Emergency door is currently not available. There is a sally port that that can be used to
access the building from the west side. That would then require the units being brought
through an office area with cubicles to/from the elevator.
Q: Regarding the Question and Answer Period, as it appears there are two different dates
listed as the deadline within the IFB. Is the Q & A period deadline August 15, 2025 at 4:00
PM as listed under the Introduction - Section 4. Time Requirements, or was the deadline
4:00 PM Monday, August 11, 2025, as listed under the Question and Answer Period -
Section 10.1?
A: The deadline is August 15, 2025 at 4:00 PM.
Q: We propose the Vertiv™ Liebert® EXS 20kVA model as an equivalent. This model
includes a wall-mounted bypass and 2-year UPS & battery warranty included.
A: Yes this is acceptable as an approved equal.
Q: Is the 20KVA Xtreme Power M90U Series UPS an acceptable alternate.
A: Yes the 20KVA is an approved equal.
Q: Can the existing External Maint Bypass switch be used to reduce cost?
A: There is no existing external bypass.
Q: Request for pre-approval to substitute the equivalent Eaton 9355 20kVA/18kW UPS
(Neutral Required) and 18 min runtime at full load with 3 Breaker Wall mounted MBP
(30kVA 125A).
A: Yes.
Q: Since electrical and installation will be by the county's selected EC, will the EC also
provide removal and disposal of the old UPS ?
A: No, the removal and disposal of the current UPS system is part of this bid.
*Clarification – by removal we mean removing it physically from the building and disposing
of it. Any electrical work to detach it from our system will be done by a County provided
electrician.
