FRANKLIN COUNTY PRISON BOARD MINUTES

I. The meeting was called to order by Commissioner Flannery at 8:30 AM.
II. Public Comment
A. There was no public comment
III. Minutes for the June 2025 meetings were discussed.
A. Commissioner Horst moved to accept the minutes, Commissioner Ziobrowski seconded
the motion and the minutes were unanimously approved.
IV. Warden’s Report
A. There were 129 commitments and 124 discharges in June.
B. The average daily population was 222.5 males and it was 56 females
C. The recidivism rate for all commitments was 38%. The recidivism rate for only those committed on
new charges was 34%.
D. A snapshot look at the jail’s numbers on July 1, 20205 showed there were 117 sentenced and 162
unsentenced inmates. There were three inmates being held for other counties. There were three
inmates on approved temporary absences to other facilities and six awaiting transport to the state
institution.
E. There was $2157.68 in revenue from Room & Board fees and $2365.90 collected from Central
Booking fees.
F. The average length of stay for those released in June was 70 days. The average length of stay for the
year was 54.6 days.
G. There were three juveniles held in other county jails in June, with a total of $9,900 in expenses.
H. Four inmates from other agencies were housed at FCJ in June, for a total of $3,978.
I. A breakdown of the demographic statistics for June indicated that males made up 75% of the
population, 68% of the population were white, 33% of the population was between the ages of 25-34,
72% were single and 84% had at least their high school diploma.
J. PrimeCare’s medical report was presented. There were 1126 sick calls. There were 14 trips to the ER
and one hospital admission for two days. There were 830 mental health contacts. There were no
inmates at Torrance State Hospital and one awaiting transfer. There were 3 inmates on constant
observation. There were 66 in the Medication Assisted Therapy (MAT) program. There were 180 on
the MH caseload and an additional 37 with SMI diagnoses. There were 33 commitments placed on
detox protocol. Three were four pregnant inmates.
K. May’s expenditures and budget were discussed.
L. Commissioner Ziobrowski moved to accept the Warden’s report, Sheriff Sites seconded the motion
and the report was unanimously approved.
V. Intermediate Punishment report
A. The Pre-Release department received 58 intakes in June and processed 46 discharges
B. There were five inmates placed into employment.
C. There were 924 hours of community service completed.
D. The Drug and Alcohol RIP/DCIP program had 83 offenders. There were three successful discharges in
June.
E. The Pre-Trial Supervision program had 53 offenders.
F. The Sex Offender Program had 42.
G. There were 32 offenders on the Mental Health caseload.
H. The Electronic Monitoring Program had 11 offenders.
I. There were 20 participants in the Good Wolf Treatment Court.
J. There were 12 offenders detained and there were 18 that were given alternative sanctions.
K. There were 153 daily jail bed days saved by using the alternative sanctions of electronic monitoring
(331 days), DCIP/D&A RIP (2525 days), intensive supervision (112 days) and pre-trial release (1622
days).
L. The Work Release program collected $12,139.91 in June and the Probation Department collected
$188,165.13.
VI. Jail Expenses
A. Sheriff Sites moved that the jail’s current bills be paid, Commissioner Ziobrowski seconded the motion
and the motion was unanimously approved.
VII. Old Business
A. Warden Franzoni provided a staffing update. There are 53 FT officer positions filled with five
pending, and one PT officer position with one pending. The Board discussed and agreed to hold an
Executive Session at next month’s meeting to discuss staffing.
B. Warden Franzoni gave a facilities update. The replacement of kitchen equipment and HVAC system is
in procurement phase. The renovation of staff office flooring is still in progress.
C. It was discussed that the Federal Communications Commission’s new cap on jail phone/video visit
commissions has been delayed until 2027.

IX. The next meeting is scheduled for August 12, 2025 at 8:30AM at the Franklin County Jail. Commissioner Horst
moved to end the meeting, Commissioner Ziobrowski seconded the motion and the meeting was adjourned.
