WEDNESDAY, August 13, 2025
The Franklin County Commissioners met on Wednesday, August 13, 2025, with the
following members present: Dean A. Horst, John T. Flannery and Robert G. Ziobrowski.
Commissioner Horst presided and after calling the meeting to order, a Moment of Silence, and
the Pledge of Allegiance, proceeded with the business of the day.
County Administrator Carrie Gray asked for the Salary Board action for Veteran Affairs
regarding additional compensation in the amount of $800 for the Full-Time Veteran Affairs
Coordinator be removed. On a motion by Robert G. Ziobrowski; seconded by John T. Flannery;
the Board unanimously approved to adopt the amended agenda.
The minutes of the August 6, 2025 meeting were reviewed. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; the Board unanimously approved the minutes.
department patrolling. She believes the only way this will happen is by putting a bug in the ears
of legislators. This would create a cost savings to the State Police to use on other programs.
She also asked that all correction officers at the Jail get a pay raise because she sees them
getting trained here and moving to a different county.
Valerie Jordan stated her support for the agreement between the County of Franklin and
the County of Perry - Perry County Prison. She then read a statement which is attached and
made apart of these minutes. She also spoke about paying all county employees better to avoid
homelessness.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; the Board
unanimously approved all consent agenda items to include:
All bills presented and ordered paid in the amount of $2,248,893.81
Agreement between the County of Franklin and Mont Alto Vol Fire Company to use the
Mont Alto Carnival Grounds on October 03, 2025 for a Franklin County Senior Center Fall
Festival, open to all participants from the eight Franklin County Senior Centers at a cost of
$150.00. This will be paid by PDA Aging Block Grant.
Lease agreement between the County of Franklin and Neidlinger Management LLC for
the HUD Permanent Supportive Housing Lease Program that covers total rent plus any
landlord-covered utilities at a cost of $12,675.00 for the period of August 1, 2025 through
August 1, 2026. The County holds the lease with the landlord and the participant subleases
from the County. Program participants are responsible for any utilities not included in the lease
rent, up to 30% of their adjusted gross income. Participants are linked with supportive services
and case management to assist them with maintaining permanent stable housing. This will be
paid from the HUD grant.
Amendment to the agreement between the County of Franklin and Acadia Healthcare,
White Deer Run, LLC (No. 3 of original 10-1-2022 contract) extends the ending date of the
original contract to September 30, 2026. This amendment does not change the encumbrance of
$15,000.00. Acadia Healthcare, White Deer Run, LLC, provides inpatient substance use
disorder treatment, required by the Good Wolf Treatment Court. This will be paid for by the
Federal Adult Drug Court Discretionary Grant and no additional General Funds are needed.
Amendment to the agreement between the County of Franklin and Chambers'
Apothecary (No. 2 of the original 10-1-2023 contract) between the County of Franklin, PA and
Chambers' Apothecary will extend the contract to September 30, 2026. This amendment does
not change the encumbrance of $3,500.00. Chambers' Apothecary provides professional
services, specifically medication coverage and dispensing services, for individuals with
substance use/co-occurring disorders for the Good Wolf Treatment Court. This will be paid for
by the Federal Adult Drug Court Discretionary Grant and no additional General Funds are
needed.
Amendment to the agreement between the County of Franklin and Noah's House (No. 3
of the original 10-1-2022 contract) will extend the contract to September 30, 2026. This
amendment also increases the contracted amount by $35,000 for a total maximum
encumbrance of $110,000. Noah's House provides professional services for the Good Wolf
Treatment Court. This will be paid for by the Federal Adult Drug Court Discretionary Grant and
no additional General Funds are needed.
Amendment to the agreement between the County of Franklin and Pyramid Healthcare,
Inc. (No. 5 of the original 10-1-2022 contract) will extend the contract to September 30, 2026.
This amendment does not change the encumbrance of $60,000.00. Pyramid Healthcare, Inc.,
provides Mental Health and Substance Use Disorder services to Good Wolf Treatment Court
participants. This will be paid for by the Federal Adult Drug Court Discretionary Grant and no
additional General Funds are needed.
Agreement between the County of Franklin and the County of Perry - Perry County
Prison to house Franklin County inmates at the Perry County Prison. This agreement is based
upon availability of bed space per the County of Perry. Perry County Prison is PREA certified
and abides by all PA Title 37 regulations. The cost per inmate includes housing and meals at
$99.00 per inmate per day. This will be paid by the General Fund.
Memorandum of Understanding between Cumberland and Perry Counties (MH.IDD) and
Franklin and Fulton Counties (MH/IDD/EI) for a joint long-term structured residence (LTSR)
project to provide treatment and rehabilitation services to adults with serious mental illnesses
who were justice involved or incompetent to stand trial. The MOU memorializes the respective
responsibilities between and among the Counties with respect to administering the grant funds
and the services to be provided through use of the grant funds. The MOU shall become
effective on the date last approved by Counties and shall end upon all grant closeout
requirements have been met. This is MOU has been updated/revised from the previous MOU
executed.
Agreement between the County of Franklin and Gabriel, Roeder, Smith & Company
The actuary services will include but not be limited to various annual reporting as well as
employee retirement calculations at a cost of $12,810.00. This will be paid by the Retirement
Plan.
The Board reviewed regular agenda items. Ms. Gray provided a high-level overview of
each of the actions.
On-Call contractual agreement between Franklin County Metropolitan Planning
Organization (MPO) and Larson Design Group for the provision of qualified consultant
resources to support the MPO planning process, ongoing responsibilities, and analyses that
may be required to advance the MPO work program. Annual cost of work is not to exceed
$200,000. Roughly 12% of costs are estimated to come from the General Fund. Planning
Director Quentin Clapper stated that the agreement was a two-year fixed cost guaranteed with
possible two one-year extensions at the end. On a motion by Robert G. Ziobrowski; seconded
by John T. Flannery; the Board unanimously approved the agreement.
The Board conducted a bid awarding for Sheriff Mid-Size SUV. Ms. Gray introduced
Director of Procurement Robin Harmon to present the recommendation for the award.
Ms. Harmon stated that last week we received four bids. The two lowest bids were deemed
unresponsive due to including parts marked as confidential. They are recommending Bonner
Chevrolet $59,787.00 in Kingston PA as the lowest responsive bidder. On a motion by Robert
G. Ziobrowski; seconded by John T. Flannery; the Board unanimously approved the
recommendation.
Ms. Gray introduced Director of Archives and Records Management Stefanie Basalik to
present the Archives and Records Management program to keep everyone well acquainted with
the different programs with their emerging trends, topics of interest and any concerns they may
have. Her presentation was made a part of these minutes. Commissioner Horst asked what
were the oldest documents that the county has. Ms. Basalik explained that they have
documents dating back to before the county was established. She believes the oldest are from
the 1760s.Commissioner Ziobrowski was delighted that senior citizen automobile musings are
now referred to as oral history, but his question was that a lot of the stuff they do that is not their
primary responsibility, the public likes it, but knows there are a lot of records we have to keep,
some of them forever and some for a certain time period. He asked her to explain that
responsibility. Ms. Basalik stated they follow the guildelines from the state of Pennsylvania. The
Historic and Museum Commission has a specific records retention schedule that they outline in
the county records manual that all Pennsylvania counties are required to follow. Since they work
with the courts they also follow AOPC guidelines for records retention as well to make sure
everything they are keeping

period of time to have for departments to have access to them. They try not to keep anything
longer than needed unless kept for historic record or for administration purposes. Commissioner
Ziobrowski stated available and

tremendous commitment from the commissioners, department heads, and elected officials to
give up those records.

from researchers who come from all around the country and they say that we have the most
organized facility, the most well-trained and helpful team.Commissioner Flannery stated he had
no questions but mentioned that a few months ago the commissioners toured the facility, and it
is immaculate, well-kept, and he is not that well organized. She and her staff do a great job.
Commissioner Horstcommented that they are glad she is here. The passionthat she exudes for
her job makes it interesting.

Probation Chief Douglas Wilburne, Juvenile Probation Chief Angie Mackley, Director of Tax
Services Jodi Martin, Director of Veteran Affairs Josh Curry, Public Defender Casey Bogner,
Planning Director Quentin Clapper, MH/IDD/EI Administrator Stacey Brookens, Warden Heather
Franzoni, and Human Resources Director Tiffany Bloyerfor Salary Board matters.
The Board approved the job description for the Community Connections Housing
Programs Assistant.
The Board approved the job description fortheCorrectional Security Supervisor
(Captain).
The Board approved the job description for the Deputy Chief Clerk / Election Director.
The Board approved the job description for the Housing Navigation Coordinator.
The Board approved the job description fortheOpen Records, Legal and Office
Administrator.
