The Franklin County Commissioners met on Wednesday, August 21, 2025, with the
following members present: Dean A. Horst, John T. Flannery and Robert G. Ziobrowski.
Commissioner Horst presided and after calling the meeting to order, a Moment of Silence, and
the Pledge of Allegiance, proceeded with the business of the day. Commissioner Horst thanked
the School Board for allowing the Commissioners to visit.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; the Board
unanimously approved to adopt the agenda.
The minutes of the August 13, 2025 meeting were reviewed. On a motion by Robert G.
Ziobrowski; seconded by John T. Flannery; the Board unanimously approved the minutes.
On a motion by Robert G. Ziobrowski; seconded by John T. Flannery; the Board
unanimously approved all consent agenda items to include:
All bills presented and ordered paid in the amount of $399,544.96.
Agreement between the County of Franklin and the Commonwealth of Pennsylvania that
was previously signed on April 9, 2025 by Chairman Horst. The State made a mistake regarding
the maximum amount on Page 2 (was $1,250.00 and is now $1,514.00). This is a payment
made to the County/FCAAA for distribution of the 2025 Senior Farmers' Market Nutrition
Program vouchers. Also, the name listed in the agreement on Page 8 did not match what is
registered with the State (was Franklin County Area Agency on Aging and is now Franklin
County).
Quarterly Contract Listing for C&Y from 04.01.2025 through 06.30.2025.
Amendment to the agreement between the County of Franklin and Gaudenzia, Inc. (No.
3 of the original 10-1-2022 contract) will extend the contract to September 30, 2026. This
amendment does not change the encumbrance of $15,000.00. Gaudenzia Inc., provides
professional services to Good Wolf Treatment Court participants. This will be paid for by the
Federal Adult Drug Court Discretionary Grant and no additional General Funds are needed.
Amendment to the agreement between the County of Franklin and Spherion to assist the
County with temporary staffing as needed. We reviewed the contract and contacted the vendor
to explore the possibility of securing lower rates and we were successful. The contract was
updated to reflect the changes. There is only a cost when services are utilized and funds will
come from vacant positions if it is needed.
Amendment to the agreement between the County of Franklin and Prime Care Medical,
Inc. is made in connection with the Comprehensive Health Service Agreement dated January
11, 2023, and pertains specifically to the Community Treatment Program. Under this
agreement, the Company will provide non-vivitrol medication-assisted treatment (MAT) to
eligible participants within the facility through May 30, 2026. These services will also be
available to other qualifying inmates housed at the facility. The agreement includes the
purchase and reimbursement for the use of buprenorphine in all forms, as well as methadone,
administered by the company providing health care services to eligible inmates. Additionally,
all necessary medical care associated with the administration of non-vivitrol MAT will be
provided. All other terms and conditions of the original Comprehensive Health Service
Agreement remain unchanged and in full effect. Vivitrol is covered by Pennsylvania Commission
on Crime and Delinquency (PCCD) grant funding and non-vivitrol is covered by Opioid
Settlement funds.
Renewal of the Memorandum of Understanding between the Franklin County
Conservation District and the Franklin County Commissioners outlining district operations,
functions, and responsibilities.
Amendment to the agreement between the County of Franklin and the Borough of
Greencastle as the county has identified under-utilized CDBG funds from fiscal years 2010,
2011, and 2013 in the amount of $42,532.82 which will be allocated to Greencastle's FY 2019
activity of ADA curb ramps, bringing their total award to $310,546.82.
The Board reviewed regular agenda items. County Administrator Carrie Gray provided a
high-level overview of each of the actions.
Agreement between the County of Franklin and Franklin Advisory to provide professional
advisory services to encompass strategic support and master planning at a cost of $500 per
week for each week worked and billed. This will be paid by the General Fund. Commissioner
Horst asked how many weeks a year he would be working. Ms. Gray stated that it would be 30
weeks out of the year. Commissioner Ziobrowski stated that Mr. Boozer is a gem and thinks that
he is competent and the County will rely on him heavy. He asked if this can be described as a
retainer. Ms. Gray stated yes. Commissioner Ziobrowski continued that he has done great work
for the County throughout the building projects. On a motion by Robert G. Ziobrowski; seconded
by John T. Flannery; the Board unanimously approved the contract.
Grant application with the PA Department of Agriculture for the State Food Purchase
Program (SFPP) provides funds to purchase and distribute food among partner food pantries.
The funding amount will be determined once awarded. Grants Director Melodie Hoff stated that
since 1982 South Central Community Action Program (SCCAP) has applied as the agency for
this grant but this year the rules changed so the County has to apply and then the funds will be
passed through to SCCAP. Last year SCCAP received about $200,000.00 and this year
application says $0.00 until we get the awarded amount. Ms. Gray explained that SCCAP
stands for South Central Community Action Program and they work within the communities and
the closest one to the school would be the Lurgan food bank and work with them with a
distribution of funding where there is food exchanged with The Emergency Food Assistance
Program (TEFAP). Commissioner Horst asked if they work with all food banks. Ms. Hoffstated
that last year they worked with SCCAP Chambersburg Food Pantry, St Thomas Untied
Methodist Church, St Paul Evangelical Lutheran Church, Greencastle-Antrim Food Pantry,
Lurgan United Brethren Church and the Waynesboro Community and Human Serices. Ms. Gray
stated this year grant funding will also include Shippensburg. Commissioner Horst then asked if
there is an application process that the pantry's have to go through. Ms. Hoff replied that there
is and they work directly with SCCAP. Commissioner Horst thinks its a great program and
anytimewe can help folks out is a good thing. Commissioner Ziobrowski mentioned that even
though the food pantry (Shippensburg Produce and Outreach Food Pantry) lies within
Cumberland County, 30 to 35% of those they help are Franklin County folks. On a motion by
Robert G. Ziobrowski; seconded by John T. Flannery; the Board unanimously approved the
grant application.
There was public comment from DebbieEaton who stated that she was disappointed in
the turnout at this meeting but the comments she heard was the residents of Path Valley felt

want to hear from the residents.
There was also public comment from Jim Metcalfe about the solar farms with weeds
higher then the fences and worried about who is responsible if there is a fire.Commissioner
Horst responded that he assumed that with it being a land use issue, if there is an ordnanceon
the books about weeds, it would be a township supervisor issue. Mr. Metcalfe then asked about
the taxes assessed to the solar farms. The land is taxed very little as its the structures that are
taxed.He asked aboutthe tax base becausethe township has very little tax baseand the
school district would benefit if it was taxed as commercial. Commissioner Ziobrowski stated that
it is a change in land use and the amount of the leasethat the solar farms pay the farmers is not
disclosedto the Countyand the tax department has to make an estimate of what is being paid.
Ms. Eaton asked if the County was going to share a portion of what they get from solar back
with the community. Commissioner Flannery statedthat they do indirectly. Commissioner
Ziobrowski stated that the money goes into the General Fund and is used for the County as a
whole.
Kim Wertz had a question about the Franklin Advisory contract and if it was only as a
consultantor doing work. Ms. Gray statedhe will be only a consultant and in the eventit is
needed,to putproposals together. He might help acquirethe goods and services butwould not
provide them directly.

Commissioner Horst stated they would have to contact SCCAPif they are not on the donation
part and can sign up and go through the process.
The meeting was adjourned at 7:02p.m. on a motion by Robert G. Ziobrowski,
seconded by John T. Flannery.
