Project Description West King Street Bridge

Project Scope This project consists of a bridge replacement on SR 0011 (West King
Street) over Norfolk Southern Railroad and other miscellaneous
construction, all as indicated on the approved drawings included in the
Bid Package for STATE ROUTE 0011, SECTION 095, in FRANKLIN
COUNTY, SOUTHAMPTON TOWNSHIP and SHIPPENSBURG BOROUGH,
from Segment 0540 Offset 3134 to Segment 0560 Offset 0111, for an
overall project length of 1,164.00 linear feet (0.306 mile).
Previous Update • We are still coordinating with Norfolk Southern Railroad to
begin work.
• Utility coordination meetings have begun and Brightspeed has
not started any of their prior work.
• Contractor wishes to start Spring/Summer of 2025 if all Utilities
and Railroad cooperate.
• Without Railroad coordination and utility relocations, physical
work will begin in Spring 2026.
Project Update • Coordination efforts are still on going with Norfolk
Southern Railroad and very little progress has been
made.
• Utility coordination has begun. Brightspeed installed
new utility poles. Tree trimming needs performed prior
to aerial relocations but currently no one has
permission to perform any work on Railroad right-of-
way.
• Physical work on bridge expected to start in Spring
2026.
• Project is just past the half- way mark of the built-in
one year coordination period at the beginning of the
project.

Project Scope
This project is for roadway widening, roundabout construction, ADA
curb ramps, drainage improvements, stormwater management,
lighting, and other miscellaneous construction, all as indicated on the
approved drawings included in the Bid Package for STATE ROUTE
0997, SECTION 037, and for STATE ROUTE 2015, SECTION 009, in
FRANKLIN COUNTY, WASHINGTON TOWNSHIP, from 800 feet south of
SR 2015 (Orchard Road/Tomstown Road) at Segment 0100 Offset
0098 to 1500 feet north of SR 2015 (Orchard Road/Tomstown Road) at
Segment 0110 Offset 0676.
Previous Update • Contractor started excavating for Post-Construction Stormwater
Control Measures, vegetated swales and drainage pipes.
• Temporary concrete barrier has been installed along SR997.
• Utilities have begun their relocations.
• Contractor plans to implement detour to Tomstown Road (local
road) in the near future.
• No project delays or overruns at this time.
Project Update • Contractor excavated for Post-Construction
Stormwater Control Measures, vegetated swales
and drainage pipes.
• Utilities remain to be relocated but are
progressing.
• Contractor is able to avoid delays and inefficiencies
while staying busy with various contract work items
until all utility relocations are completed.
• Tomstown Road (local road) remains closed and has
provided a safety improvement by reducing the
intersection from four legs down to three.
• Project has not experienced any major overruns or delays at this time.
Project Description I-81 Maryland to Mile 6

Project Scope This project consists of milling, concrete patching, asphalt resurfacing,
guiderail updates, signage, and pavement markings on I-81
Northbound and Southbound from the Maryland State Line to Milepost
6, all as indicated on the approved drawings included in the Bid
Package for STATE ROUTE 0081, SECTION 099, in FRANKLIN COUNTY,
ANTRIM TOWNSHIP, from Segment 0002 Offset 0000 and Segment
0003 Offset 0000 to Segment 0060 Offset 1831 and Segment 0061
Offset 1831, including adjacent interchange ramps SR 8001, SR 8003,
and SR 8005, for an overall project length of 33,543.00 linear feet (6.35
miles).
Previous Update • Contractor scheduled to begin work Sunday evening May 11,
2025.
• Milling and removal of existing blacktop will take place first
followed by full and partial depth concrete patching and then
placement of asphalt binder course and stone matrix asphalt
wearing course.
• Nightly lane closures will take place from 7PM to 6AM Sunday
night through Thursday night with Friday night as a rain
makeup.
• Work this year will be from mile markers 3 to 6 Northbound and
Southbound.
• Work at Maryland state line will take place next year from state
line to mile marker 3 North and South.
• Contractor has requested and received permission to reduce
speed limit from 65MPH to 55MPH during work hours.
• State Police and Automated Work Zone Speed Enforcement will
be utilized.
Project Update • Contractor has placed 19mm asphalt binder course on
travel lanes southbound from mile marker 6 to mile
marker 3.
• Sunday evening August 3, 2025, concrete crews began
full and partial depth patching on northbound side from
mile marker 3 to mile marker 6.
• Project is moving along as planned except for rain and
weather delays. No significant overruns or delays at
this time.
Project Description Fort Loudon Rd Resurface 2

Project Scope This project consists of work on SR 0075-014 with resurfacing the
existing roadway and shoulder using Superpave wearing and scratch
courses, milling in curbed areas and near structures, base replacement,
minor drainage improvements, and guide rail replacement along with
other miscellaneous construction, as indicated on the approved
drawings included in the bid package for STATE ROUTE 0075,
SECTION 014, in FRANKLIN COUNTY, MONTGOMERY TOWNSHIP and
MERCERSBURG BOROUGH, from SR 0995, Welsh Run Road at
Segment 0070 Offset 0541 in Montgomery Township to Buchanan Trail
W in Mercersburg Borough at Segment 0160 Offset 1427, for an overall
project length of 21,879.66 linear feet (4.14 miles).
Project Update • Pre-construction meeting was on Monday August 4,
2025.
• No physical work expected to start this year.

upgrades of signals and interconnect improvements at 65 signalized
intersections in Chambersburg Borough, Guilford and Hamilton Townships,
Franklin County. These signal timing improvements aim to reduce vehicle
stops and delays, reduce congestion, and improve air quality. This project
