WEDNESDAY, August 27, 2025
The Franklin County Commissioners met on Wednesday, August 27, 2025, with the
following members present: Dean A. Horst and Robert G. Ziobrowski. Commissioner Horst
announced that Commissioner Flannery would not be joining today. He then presided and after
calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with
the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Dean A. Horst; the Board
unanimously approved to adopt the agenda.
The minutes of the August 21, 2025 meeting were reviewed. On a motion by Robert G.
Ziobrowski; seconded by Dean A. Horst; the Board unanimously approved the minutes.
Chairman Horst called Prison Board to order at 10:02AM. Prison Board was adjourned
at 10:03AM.
On a motion by Robert G. Ziobrowski; seconded by Dean A. Horst; the Board
unanimously approved all consent agenda items to include:
All bills presented and ordered paid in the amount of $2,028,394.28.
Amendment to the agreement between the County of Franklin and Green Rental
Company, LLC to extend the settlement date for the sale of real estate at 440 Walker Road and
due diligence dates for up to 30 days.
Lease agreement between the County of Franklin and Rodney C. Mose & Cindee L.
Mose for the HUD Permanent Supportive Housing Lease Program that covers total rent plus
any landlord-covered utilities at a cost of $10,200.00 for the period of September 1, 2025
through September 1, 2026. The County holds the lease with the landlord and the participant
subleases from the County. Program participants are responsible for any utilities not included in
the lease rent, up to 30% of their adjusted gross income. Participants are linked with supportive
services and case management to assist them with maintaining permanent stable housing. This
will be paid from the HUD grant.
Project Modification Request (PMR) #4 to the agreement between the County of Franklin
and Pennsylvania Commission on Crime and Delinquency for a 12-month no-cost extension.
This PMR will extend the grant through September 30, 2026.
Agreement between the County of Franklin and the County of Indiana - Indiana County
Jail to house Franklin County inmates at the Indiana County Jail. This agreement is based upon
availability of bed space. Indiana County Jail is PREA certified and abides by all PA Title 37
regulations. The cost per inmate includes housing and meals at $75.00 per inmate per day. This
will be paid by the General Fund.
The Board appointed Chris Ardinger to the Franklin County Housing Authority Board.
The Board reviewed regular agenda items. County Administrator Carrie Gray provided a
high-level overview of each of the actions.
The Board conducted a bid opening for Department of Emergency Services UPS
Backup system. The following bidders submitted UPS
Backup system Trusted Power of Wayne Pennsylvania for $26,750.00, ORE Power LLC of
Lakewood Colorado or Califon New Jersey for $24,673.25, and Mission Critical Supply of
Hayesville North Carolina for $41,671.43. Procurement Director Robin Harmon stated this is for
the uninterruptable power supply for the back up 911 center to replace the current one that took
a power spike and protected everything but now needs replaced. There is an insurance claim in
to help compensate the county for the loss of the old one and help pay for the replacement.
Commissioner Horst asked if the claim was approved? Human Resource Director Tiffany
Bloyer stated they are working on it. He then asked what the deductible was. Ms. Gray stated
$5,000.00. Commissioner Horst asked when staff would have a recommendation. Ms. Gray
confirmed with Ms. Harmon that they can come back in one week with a recommendation.
Ms. Gray introduced Human Resources Director Tiffany Bloyer to present the Employee
of the Month for August. The Franklin County Commissioners, on behalf of the STAR
Committee (Special Thanks And Recognition) proudly presents the Employee of the Month
award to Giana Johnson. Ms. Johnson has been employed with Franklin County since January
of 2024. She currently serves as a Caseworker I Ongoing in the Children & Youth Services.
The selection for the August 2025 Employee of the Month was determined by the STAR
Committee. There were 23 nominations, seven of which were for Giana. Human Resources
Director Tiffany Bloyer read the nomination forms which are attached to these minutes.
Commissioner Horst stated that working in Children and Youth is a stressful job anyways and
on that side of things he wanted to thank her for her dedication and how she works and helps
the children of the county out. She is doing a great job there and the county could use a couple
more like her. On this incident, remaining claim in those types of situations is nine tenths of the
battle. Commissioner Ziobrowskistatedthat the ability to keep a cool head under pressure and
be so empathetic towards her clients, families are not mutually exclusive qualities, but when
team as her. Ms. Johnson thanked everyone for the opportunity and her wonderful admin
been patient and teaching her the ropes and for keeping her levelheaded and in the moment
seeing the good side of every situation.
Ms. Gray introduced Fiscal Director Janelle Friese and CFO Teresa Beckner to provide
and made a part of the minutes.Commissioner Horst asked since Commissioner Flannery
attendance how we are doing. Ms. Beckner stated the County is right on target.
On a motion by Robert G. Ziobrowski, seconded by Dean A. Horst; unanimously
approved to enter an executive session at 10:32 a.m. for the purpose of reviewing tax appeals
and personnel. There will be no action required after the executive session.
On a motion by Robert G. Ziobrowski, seconded by Dean A. Horst;the Board
unanimously approved to reconvene into regular session at 11:43a.m.
The meeting was adjourned at 11:44a.m. on a motion by Robert G. Ziobrowski,
seconded by Dean A. Horst.

The Franklin County Commissioners on behalf of the STAR Committee (Special Thanks And Recognition)
proudly presents the Employee of the Month award to Giana Johnson.
Ms. Johnson has been employed with Franklin County since January of 2024. She currently serves as a
Caseworker I – Ongoing in the Children & Youth Services. The selection for the August 2025 Employee of the
Month was determined by the STAR Committee. There were twenty-three nominations, seven of which were
for Giana.
The STAR nomination form asks what recent event or occurrence made you select Giana and the answer
stated:
Giana had a client make a serious threat against the agency. Giana followed protocol and quickly notified
department management. Giana kept a cool head and was able to provide clear, concise, and factual
information with an outcome that assured the safety of numerous county employees. She was complimented
by county department heads, state police, and members of the Sheriffs office for her knowledge and quick
thinking.”
The event from July 31st where Giana had a difficult situation arise in the form of a threat from one of her
cases toward the agency and swiftly handled it by notifying supervisors and the proper authorities. Her swift
response allowed us to maintain safety and communication as a department. Giana demonstrated that under
an intense situation, she maintains strong judgement and decision-making skills in the best interest of the
agency as well as her colleagues.
Giana kept a cool head and was able to provide clear, concise, and factual information with an outcome that
assured the safety of numerous county employees. She was complimented by county department heads, state
police, and members of the Sheriffs office for her knowledge and quick thinking.
The Agency had a threat on 7/31/25 and Giana was able to think quickly on her feet once she had received
the information and notifiedAdministrative staff about the situation. Giana was very calm throughoutthe
whole ordeal. When the Sherriff officers and the State Police came to her to ask questions Giana knowing her
cases was able to give the officers all the detailed information that they needed. Her ability to recall the
information for law enforcement was incredibly helpful in the moment. It was obvious she is very in touch
with her cases and clients.
Giana has shown how working at Children and Youth Services can be done with the interest of the children at
heart. Giana interacts well with her families, understands their needs, and seeks to assist families while
keeping the Agency's guidelines in mind. Giana's thorough and detailed understanding of her cases helps to
ensure that deadlines are met, appointments kept, and everything flows smoothly.
Giana is a levelheaded individual. Ever since I met Giana, she has been very determined. In working with her, I
see how she supports the families on her caseloads, and I admire her commitment. She is thorough, friendly
and open-minded. She treats everyone with kindness and respect. Compassionate with her peers and
resourceful.

She is a hard worker and continues to help out families in need. She helped her fellow co-workers out and
kept them from panicking during the crisis. Giana shows why she deserves to be chosen as she comes in daily
and goes above and beyond in her work each day.
Ms. Johnson’s outstanding characteristics are attributes that have not gone unnoticed by her peers. Those
who work alongside Giana used numerous positive words to describe her. These included focused,
professional, knowledgeable, hard worker, resilient, caring and helpful, calm under stressful situation,
conscientious, dependable, remarkable, courageous, trusting, funny and unique, goes above and beyond for
each person, maintains a professional attitude even during crisis, hardworking and goal oriented.
We are so grateful to Ms. Johnson as she exudes a high standard of knowledge, leadership and excellence to
the employees and residents of Franklin County.
