FRANKLIN COUNTY COMMISSIONERS MEETING/PRISON BOARD MINUTES
Franklin County Administration Building
October 1, 2025
Present:
Dean Horst, Commissioner John Flannery, Commissioner
Bob Ziobrowski, Commissioner Harold Wissinger, Controller
I. The Prison Board portion of the meeting was called to order by Commissioner Horst at 10:05am.
II. Public Comment = Valerie Jordan asked if the jail was fully staffed and Commissioner Horst replied that
it was not. Ms. Jordan said she wished they were. Kim Wertz asked what it would take to be fully staffed
and County Administrator Carrie Gray answered 96 full-time officers.
III. Commissioner Ziobrowski moved for approval of all jail vouchers, Commissioner Flannery seconded
the motion, and the vouchers were unanimously approved.
IV. Comnmissioner Ziobrowski moved to adjourn the Prison Board portion of the meeting, Commissioner
Flannery seconded the motion, and the Prison Board portion was adjourned.
