Shawn Meyers, President Judge Harold Wissinger, Controller Ben Sites, Sheriff Carrie Gray, County Administrator Doug Wilburne, Probation Chief John Thierwechter, Asst County Administrator Heather Franzoni, Warden Geoffrey Willet, Probation Deputy Chief Ellen Eckert, Pre-Release Supervisor Michelle Weller, FCJ Deputy Warden Jeffrey Scott, FCJ Deputy Warden David Sunderland, FCJ Deputy Warden Kayla Stoner, Probation Supervisor Tiffany Bloyer, HR Director Michael Miller, Attorney Sheena Baker, Communications Coordinator Rebekah Reigner, Court Administrator I. The meeting was called to order by Commissioner Flannery at 8:30 AM. II. Judge Meyers introduced Rebekah Reigner as the new Court Administrator. III. Public Comment A. There was no public comment IV. Minutes for the September 2025 meetings were discussed. A. Commissioner Ziobrowski moved to accept the minutes, Judge Meyers seconded the motion and the minutes were unanimously approved. V. Warden’s Report A. There were 108 commitments and 139 discharges in September. B. The average daily population was 267 with 230 males and it was 37 females C. The recidivism rate for all commitments was 42%. The recidivism rate for only those committed on new charges was 38%. D. A snapshot look at the jail’s numbers on October 1, 2025 showed there were 87 sentenced and 175 unsentenced inmates. There were six inmates being held for other counties and three federal inmates. There were two inmates on approved temporary absences to other facilities and nine awaiting transport to the state institution. E. There was $1,495.37 in revenue from Room & Board fees and $4,259.53 collected from Central Booking fees. F. The average length of stay for those released in September was 71.9 days. The average length of stay for the year was 55.6 days. G. There were no inmates held in other county jails. H. Three inmates from other agencies were housed at FCJ in September, for a total of $7,425. I. PrimeCare’s medical report was presented. There were 1237 sick calls. There were 11 trips to the ER and three hospital admissions for nine days. There were 728 mental health contacts. There were no inmates at Torrance State Hospital and two awaiting transfer. There were two inmates on constant observation. There were 75 in the Medication Assisted Therapy (MAT) program. There were 141 on the MH caseload and an additional 28 with SMI diagnoses. There were 28 commitments placed on detox protocol. There were four pregnant inmates. J. August’s expenditures and budget were discussed. K. Controller Wissinger moved to accept the Warden’s report, Commissioner Horst seconded the motion and the report was unanimously approved. VI. Intermediate Punishment report A. The Pre-Release department received 34 intakes in September and processed 49 discharges B. There were 11 inmates placed into employment. C. There were 1268 hours of community service completed. D. The Drug and Alcohol RIP/DCIP program had 76 offenders. There were nine successful discharges in September. E. The Pre-Trial Supervision program had 61 offenders. F. The Sex Offender Program had 42. G. There were 34 offenders on the Mental Health caseload. H. The Electronic Monitoring Program had eight offenders. I. There were 19 participants in the Good Wolf Treatment Court. J. There were seven offenders detained and there were 14 that were given alternative sanctions. K. There were 151 daily jail bed days saved by using the alternative sanctions of electronic monitoring (240 days), DCIP/D&A RIP (2280 days), intensive supervision (150 days) and pre-trial release (1847 days). L. The Work Release program collected $23,824.75 in September and the Probation Department collected $188,104.87. VII. Jail Expenses A. Judge Meyers moved that the jail’s current bills be paid, Controller Wissinger seconded the motion and the motion was unanimously approved. VIII. Old Business A. Warden Franzoni provided a staffing update. There are 52 FT officer positions filled with one pending, and two PT officers. B. Warden Franzoni gave a facilities update. The kitchen equipment has been installed. Jail administration is working with the Food Service department on addressing food complaints. IX. New Business = None X. Executive Session = The jail went into Executive Session to discuss personnel. Controller Wissinger moved to go into Executive Session, Commissioner Horst seconded the motion, and the meeting went into Executive Session. At the conclusion, Commissioner Ziobrowski moved to end the session, Controller Wissinger seconded the motion, and the Executive Session was ended. IX. The next meeting is scheduled for Nov 12, 2025 at 8:30AM at the Franklin County Jail. Commissioner Ziobrowski moved to end the meeting, Controller Wissinger seconded the motion, and the meeting was adjourned.
