Minutes
Voting Members in Attendance: Sam Cressler, Bob Ziobrowski, Carey Mullins, David Mackley,
Humaira Nabeela(v), Phil Wolgemuth
Staff in Attendance: Quentin Clapper, Colleen Tidd and Matthew Romero
I.Welcome and Introduction – Sam Cressler – Sam calls the meeting to order at 10:02am, and
thanks everyone in attendance for coming.
II.Moment of Silence
III.Pledge of Allegiance
IV.Approval of Meeting Minutes – May 15, 2025 – Meeting unable to reach quorum – May 15th and
August 20th minutes will be held for motion at the November meeting.
V.Business
a.2025-2028 TIP Modifications – Quentin Clapper outlined that the 2025-2028 TIP modifications
included in the packet represent a standards increase/decrease in given project phases, and to
refer questions to him should any arise.
b.2027-2030 TIP Development – Quentin reported that the TIP is in development, including the
new Tip at a Glance format. Staff have reached out to Municipalities for candidate projects and
will be working with PennDOT to program projects based on funding availability.
c.MPO On-Call Consultant RFP – Quentin announced that Larson Design Group has been
selected for the new On Call contract. Whereas LDG will be the main consultant, they will
coordinate with other subconsultants from Martin and Martin, WSP, Drive Engineering, and
Imperial Traffic & Data Collection for their expertise on specific tasks.
d.TASA Update – Nabeela provided an update on TASA – this program is part of the federal
service transportation program established to enhance user connectivity, sidewalk conditions,
the Safe Routes to School program, and preservation efforts for transportation structures. Draft
applications for eligible projects will be accepted through September 5, with final applications
due by October 31. The selection committee will then meet in March.
VI.Partner Updates
a.Commute PA Update – Matt Boyer shared updates of their work in Franklin County, including
a new partnership with Franklin County Housing Authority. He also announces several
upcoming events to promote alternative transportation. He also stated that the regional
congestion management project was finalized as of June, allowing Franklin County and otherDRAFT
member MPOs to have access to the related data through the hub portal.
Quentin asked for an explanation of what partnership with Commute means.
Matt Boyer explained that Commute PA works with employers and community members of any
size. FCHA was signed on as a community partner, which is listed on the Commute PA website
– such partnerships are established to not only help those without a partner, but also to show
members of the community at large the help that Commute PA can provide.
b. Rabbittransit Update – No update.
c. PennDOT Update – Jeff Puher shared recent press releases for active work. He also shared
updates on projects that are in design and construction phases. Some projects are facing
continued delays due to utility companies and railroads.
David Mackley asked when the new estimated construction let date was for Exit 12, as well as
if Route 16 would be closed during construction on the SR16 project.
Carey Mullins responded that the Exit 12 construction let date is anticipated for December 11
of this year and confirmed that there will be a closure on SR16 during construction, but not
sure currently sure how long it will be. He will coordinate with the project manager about the
concerns brought up about SR 16.
Sam Cressler expressed concerns about I-80 getting widened.
Carey pointed out that the referenced reconstruction project (located in PennDOT District 10,
Jefferson County) maintained 4 lanes as requested by the interstate – the district as result had to
build out to 6, but after striping out, will be down to 4 lanes.
d. FHWA Update –Ronnique Bishop shared that staffing is still thin at FHWA, but that she is
available if we need anything or want her to be a part of any upcoming meetings.
Carey Mullins commented that FTA has supposedly started hiring and asked if FHWA is seeing
any movement toward the same.
Ronnique relayed that she was not sure at the time as to her knowledge they were still under a
hiring freeze but will follow up with leadership.
Sam Cressler mentioned current issues with the need for Franklin County’s I-81 expansion, to
which Ronnique answered that such projects are for the most part the responsibility of each state to
prioritize and not, primarily with federal entities, but they are doing best to support state priorities.
e. State/Federal Legislative Update – Rebecca Countess of Senator Fetterman’s office asked
Ronnique to write to their office about stories regarding highway blockages and other related
issues to contribute to the need to unfreeze federal funds. She relays that Fetterman has supported
the Reinforced Railway Safety Act to protect against trains with hazardous materials and helped
secure funding infrastructure around Pennsylvania. She also mentioned that now would be a good
time to meet to discuss I-81 concerns with a new staff member.
Josh Peters of Representative Reichard’s office stated there was still an impasse on the state
budget at this time and announced the regional Auditor-General will be hosting an event titled DRAFT
“Be Audit Smart” in order to inform constituents on the auditing process and how to go about it
properly.
f. Director’s Report – Quentin Clapper informs members that Melanie Smith has been brought
on for the CDBG position. The COG Breakfast/Municipal Summit will be taking place on
September 5. Work is also currently underway to build a new planning tool for digital plan
submission, which is scheduled for rollout by the end of the year.
g. Staff Report – Matthew Romero says that Traffic Impact Studies and Highway Occupancy
Permit reviews have been continuing as per usual. Following a training for Highway
Performance Monitoring System data collection by PennDOT on July 22, County data sampling
and recording will soon be underway. He also says that coordination will soon begin on the next
Long Range Transportation Plan update.

Dear Planning Partners:
Pursuant to the Code of Federal Regulations (23 CFR § 490) regarding National
Performance Management Measures for the Highway Safety Improvement Program
(HSIP), Pennsylvania has established the 2026 targets for the following Safety
Performance Measures:
1)Number of fatalities
2)Rate of fatalities per 100 million Vehicle Miles Travelled (VMT)
3)Number of serious injuries
4)Rate of serious injuries per 100 million VMT
5)Number of non-motorized fatalities and serious injuries
The Pennsylvania Department of Transportation (PennDOT) is required to
establish these targets by August 31 each year. The 2026 targets found in Table 1 of
the enclosure are based on a data driven trend analysis of the statewide fatality and
suspected serious injury numbers (2 percent annual fatality reduction and maintaining
level suspected serious injuries).
Metropolitan Planning Organization (MPOs) are required to establish targets
within 180 days of PennDOT establishing its targets (by February 27, 2026) either by
agreeing to plan and program projects in support of the PennDOT targets, or by
establishing their own quantifiable targets. For consistency, PennDOT is requesting
Rural Planning Organizations (RPOs) follow the same procedure. Table 2 of the
enclosure reflects values for your MPO/RPO based on the same methodology that was
used at the state level. MPOs/RPOs wishing to establish their own quantifiable targets
are requested to coordinate with PennDOT as early as possible, but no later than
December 31, 2025.
A state is determined to have met or made significant progress toward meeting
established targets if the outcome in 4 of 5 performance measures is better than the
baseline number. For Pennsylvania’s 2024 targets, the Federal Highway Administration
(FHWA) will report this determination by March 31, 2026.

Based on preliminary data, we do not expect Pennsylvania to meet our 2024
targets and anticipate will be subject to the provisions of 23 United States Code § 148
(i). This will require the Department to submit an implementation plan that identifies
gaps, develops strategies, action steps and best practices, and includes a financial and
performance review of all HSIP funded projects. This plan will be due June 30, 2026. In
addition, we will be required to obligate in Federal Fiscal Year (FFY) 2027 an amount
equal to the FFY 2023 HSIP apportionment ($128,666,054).

Transportation Planning Agreement by and between the
Franklin County Metropolitan Planning Organization,
Pennsylvania Department of Transportation, and
Susquehanna Regional Transportation Authority
Part A. Purpose of Agreement
The Franklin County Metropolitan Planning Organization (FCMPO), in cooperation with the Pennsylvania
Department of Transportation (PennDOT) and Susquehanna Regional Transportation Authority (SRTA),
shall undertake a continuing, cooperative, and comprehensive performance‐based multimodal
transportation planning and programming process for the metropolitan planning area (MPA) in
accordance with state and regional goals for metropolitan planning, the provisions of 23 USC 134, 49 USC
5303, and 23 CFR 450, and in accordance with the provisions of this Agreement.
Part B. Responsibilities of Parties
1. The FCMPO shall be the lead agency in carrying out the regional transportation planning
and programming process and shall be responsible for:
a. Convening a forum for cooperative transportation planning and decision‐making that is
informed through a public participation process that ensures reasonable opportunities
for early and continuing involvement of individuals, affected public agencies,
representatives of public transportation, freight shippers, providers of freight
transportation services, private providers of transportation (including intercity bus
operators, employer‐based commuting programs, such as carpool and vanpool programs,
shuttles, or telework programs), representatives of users of public transportation,
representatives of users of pedestrian walkways and bicycle transportation facilities,
representatives of persons with disabilities, and other interested parties in the review and
evaluation of all transportation plans and programs, to include special outreach efforts to
those traditionally underserved by transportation systems.
b. Ensuring the voting membership of the FCMPO policy body consists of:
i. Local elected officials;
ii. Officials of public agencies that administer or operate major modes of
transportation in the metropolitan area, including representation by providers of
public transportation; and
iii. Appropriate State officials.
c. Assembling membership and conducting meetings of a Transportation Coordinating
Committee comprised of representatives from local governments, state agencies, local
public transit agencies, and other relevant organizations to collaborate on the
development of recommendations for the FCMPO policy board.

d. Assemble and maintain an adequate, competent staff with the knowledge and experience
necessary to perform all appropriate FCMPO activities as required by law.
e. Formulating, adopting and periodically reviewing, updating and amending a long‐range
transportation plan (LRTP) for the metropolitan planning area (MPA), which shall conform
to all applicable federal requirements.
f. Formulating and approving a short‐range Transportation Improvement Program (TIP) for
the MPO, which shall cover a period of not less than 4 years and must have 4 years of
projects and may include projects outside the planning area for information only. The TIP
will provide a notice to the public that the public participation process used for its
development meets the public participation requirements for the program of projects
prepared by public transit agencies under 49 U.S.C. 5307.
g. Formulating and approving the Unified Planning Work Program (UPWP), which shall
identify all transportation‐related planning activities to be funded with federal financial
aids and technical assistance.
h. As determined necessary, incorporating and utilizing a Congestion Management Process
(CMP) in the preparation of transportation plans and programs to ensure adequate
consideration of alternative strategies to roadway construction and widening.
i. Working cooperatively with PennDOT and SRTA in the preparation of an annual listing of
obligated transportation projects funded under 23 U.S.C. or 49 U.S.C. Chapter 53.
j. Coordinating with PennDOT, SRTA, and local human services agencies in the preparation
and maintenance of a Coordinated Public Transit – Human Services Transportation Plan
including, but not be limited to, an assessment of available services and transportation
needs, identification of strategies, actions, and projects to address gaps between services
and needs and improve service efficiencies, and identification of priorities for
implementation.
k. Considering and implementing PennDOT guidance on transportation plans and programs,
and the transportation planning process in general, to the fullest extent consistent with
regional and local goals.
l. Making data, assumptions, criteria, methodology, and analyses available to PennDOT,
local public transit agencies, local governments, and other participants in a timely manner.
m. Working with PennDOT and SRTA in the preparation of a financial plan for the LRTP and
TIP, including the cooperative development of estimates of transportation system costs
and funding revenues to support implementation of the plan and program.
n. Cooperatively establishing all federally required MPO performance targets and sharing
performance data.
o. Cooperating with PennDOT in the development of the statewide long‐range
transportation plan pursuant to the provisions of 23 U.S.C. 135.
p. Providing PennDOT and SRTA with copies of all FCMPO transportation plans and programs
and all resolutions concerning their adoption, endorsement, or amendment as necessary

or upon request
q. Providing PennDOT with a periodic self‐certification that the FCMPO’s transportation
planning process conforms to all applicable federal requirements pursuant to 23 CFR 450.
r. Complying with American Disabilities Act of 1990 plan certification procedures as
required in 49 CFR 37. 139.
s. Complying with Title VI of the Civil Rights Act and maintaining a current Title VI Program
as required by Federal Transit Administration’s Title VI Circular 4702.1B.
2. PennDOT shall be responsible for the following transportation planning and programming activities:
a. Actively participating in FCMPO planning and programming activities to represent the
state’s interests and ensure awareness and consideration of state transportation plans,
programs, projects and policies in FCMPO decision‐making.
b. Cooperating in the development and maintenance of the LRTP and TIP as a participating
jurisdiction, providing information requested by the MPO in a timely manner relative to
state‐funded or state‐managed transportation projects and services to be deployed
within the MPA to ensure consideration for inclusion in the LRTP and TIP. This includes
information relative to the availability, or anticipated availability, of federal and state
financial aids for metropolitan transportation improvements and services that fall under
FCMPO or local programming jurisdiction.
c. Developing the statewide long‐range transportation plan and the State Transportation
Improvement Program (STIP) in cooperation with FCMPO, pursuant to the provisions of
23
U.S.C. 135.
d. Incorporating the approved FCMPO TIP without modification into the STIP, directly or by
reference.
e. Cooperating in the development and maintenance of the UPWP as a participating
jurisdiction, providing information requested by the FCMPO in a timely manner related to
state‐funded or state‐managed planning activities or technical assistance being deployed
within the MPA for inclusion in the UPWP. This includes informing the FCMPO to the
availability, or anticipated availability, of federal and state financial aids and technical
assistance for metropolitan transportation planning activities; making all metropolitan
planning funds authorized by 23 U.S.C. 104(f) and 49 U.S.C. 5305(d) available to the MPO
in accordance with a formula developed by PennDOT, in consultation with the MPO, and
approved by USDOT.

f. Working cooperatively with the FCMPO and SRTA in the preparation of an annual listing
of obligated transportation projects funded under 23 U.S.C. or 49 U.S.C. Chapter 53 to
include supplying information about federal obligations of grant funds administrated
through the Federal Highway Administration in a reasonable time following the end of the
federal fiscal year.
g. Coordinating with FCMPO, SRTA, and local human services agencies in the preparation
and maintenance of a Coordinated Public Transit – Human Services Transportation Plan.
h. Prepare system performance reports in coordination with FCMPO and SRTA (based on
FHWA and FTA performance measure final rules publications).
i. Developing and maintaining a regional travel demand modeling program in accordance
with performance specifications developed by PennDOT in cooperation with MPOs.
j. Working with the FCMPO and SRTA in the preparation of a financial plan for the LRTP and
TIP, consistent with 23 CFR 450.324(f), including the cooperative development of
estimates of transportation system costs, inflation rates, and funding revenues to support
implementation of the plan and program.
k. Providing technical support and data and information collected or maintained by
PennDOT that is pertinent to the transportation planning work to be performed by the
FCMPO under this Agreement.
l. Establishing performance standards for regional travel demand modeling in coordination
with MPOs across the Commonwealth. The model shall be developed and reviewed in a
manner consistent with the guidance outlined in the South-Central Travel Demand Model
for the South-Central region of the Commonwealth of Pennsylvania.
m. Coordinating the development of recommendations to reconcile regional transportation
plans and programs with statewide plans and programs as necessary to ensure
connectivity within transportation systems.
n. Upon request and as needed, presenting to the FCMPO policy board an update on
statewide transportation initiatives and priorities that either affect regional
transportation plans and programs or should be considered in their development.
o. Cooperatively selecting and establishing performance targets, sharing performance data
and analysis, supporting monitoring and reporting of system performance in coordination
with the FCMPO and SRTA (based on FHWA and FTA performance measure final rules).
p. Coordinating the development of the schedule and procedures for submittal and
interagency review (including but not limited to FHWA and FTA) and approval of the LRTP,
TIP, and UPWP.
q. Ensure FCMPO compliance with federal or state statutes, policies, regulations and
guidelines, which bear upon metropolitan transportation planning and programming
activities and contractual arrangements.
r. Monitoring the FCMPO's transportation planning process, when such monitoring is
required by federal law or regulation, to ensure compatibility with State and USDOT
Transportation Planning Agreement – XXXX, XX, 2025 5
programs and objectives and compliance with applicable Federal requirements.
3. SRTA shall be responsible for the following transportation planning and programming
activities:
a. Actively participating in FCMPO activities to represent public transit interests and ensure
awareness and consideration of public transit plans, programs, projects, and policies in
FCMPO decision‐making.
b. Cooperating in the development and maintenance of the LRTP and TIP as a participating
jurisdiction, providing information requested by the FCMPO in a timely manner relative
to public transit projects and services to be deployed within the MPA to ensure
consideration for inclusion in the LRTP and TIP. This includes information relative to the
availability, or anticipated availability, of federal and local financial aids for public transit
improvements and services within the MPA.
c. Cooperating in the development and maintenance of the UPWP as a participating
jurisdiction, providing information requested by the FCMPO in a timely manner related to
transit planning activities or technical assistance being deployed within the MPA for
inclusion in the UPWP. This includes informing the FCMPO to the availability, or
anticipated availability, of federal and state financial aids and technical assistance for
public transit planning activities.
d. Working cooperatively with the FCMPO and PennDOT in the preparation of an annual
listing of obligated transportation projects funded under 23 U.S.C. or 49 U.S.C. Chapter
53 to include supplying information about federal obligations of grant funds
administrated through the Federal Transit Administration in a reasonable time following
the end of the federal fiscal year.
e. Cooperating with PennDOT in the development of the statewide long‐range
transportation plan pursuant to the provisions of 23 U.S.C. 135.
f. Coordinating with FCMPO, PennDOT, and local human services agencies in the
preparation and maintenance of a Coordinated Public Transit – Human Services
Transportation Plan.
g. Coordinating with PennDOT and FCMPO on the conduct of short‐range transit plans or
operational analyses that affect or inform regional and statewide transportation plans
and programs.
h. Working with the FCMPO and PennDOT in the preparation of a financial plan for the LRTP
and TIP, particularly related to the cooperative development of estimates of transit
system costs, inflation rates, and funding revenues to support implementation of the plan
and program.
i. Providing data and information collected or maintained related to public transit that is
pertinent to the transportation planning work, such as the TAM plan, to be performed by
the FCMPO under this Agreement.
j. Cooperatively selecting and establishing performance targets, sharing performance data

k. Preparing and submitting applications for federal public transportation capital assistance
grants and state operating assistance grants and administering approved grants.
l. Conducting preliminary engineering and final design studies relating to public
transportation capital facilities, including, but not limited to, transit stations, shelters, bus
stop signs, garages, maintenance buildings, operator buildings, and rolling stock.
m. Conducting detailed operational planning necessary to establish or modify transit services
including, but not limited to: schedules, fares, stop locations, transfer points, vehicle
assignments, and other operating related procedures.
n. Conducting transit marketing activities, including, but not limited to, the conduct of
market surveys, design of user information materials, and the development of transit
promotion programs.
o. Conducting transit management activities, including but not limited to, activities related
to personnel procedures and training programs, maintenance policies, fare collection and
handling procedures, and accounting practices.
p. Collecting data to meet the requirements of 49 U.S.C. 5335 regarding the National Transit
Database.
q. Upon request and as needed, presenting to the FCMPO policy board an update on local
public transit initiatives and priorities that either affect regional transportation plans and
programs or should be considered in their development.
r. Preparing and updating and/or assisting SRTA in transit service plans in conformance with the
Americans with Disabilities Act of 1990,Title VI service standards and other state and
federal regulatory requirements.
Part C. Scope of Work
1. The cooperative metropolitan transportation planning process shall be carried out in accordance
with a UPWP approved by the FCMPO, PennDOT and USDOT, in consultation with appropriate
transportation providers, including budget and cost allocation. The UPWP will be reviewed and
approved at least every two years. The original and all approved subsequent UPWPs during the
terms of this agreement shall be made part of this agreement, which shall constitute the scope of
work to be performed under this Agreement.
2. The Planning Work Program shall set forth a description of the specific metropolitan
transportation planning activities and products to be completed each calendar year, the
corresponding staffing and budgetary requirements, and the allocation of the total costs between
the participating agencies.
3. The cooperative metropolitan transportation planning process to be conducted under this
agreement and governed by the provisions of 23 CFR 450 shall encompass the metropolitan
planning area (MPA), as determined by agreement between the Governor and FCMPO.

Part D. Organization and Administration
1. The FCMPO policy board shall appoint and maintain such advisory committees as deemed
appropriate to effectively carry out the comprehensive transportation planning process under this
Agreement. PennDOT and SRTA shall be represented on such advisory committees.
2. FCMPO may enter into such institutional arrangements, service contracts or agency agreements
as it deems necessary to carry out the scope of work under this Agreement with the understanding
that the FCMPO shall remain accountable for completion of planning products in accordance with
the UPWP.
3. When consultants are to be employed in accomplishing work under this Agreement, all parties
providing funding or technical support for such work shall have the right to review and advise on
basic study methods and procedures and to review and approve subcontracts.
Part E. Work Products
1. PennDOT, the FCMPO and SRTA shall give each other and applicable USDOT agencies reasonable
opportunity to review and comment on their respective reports produced under this Agreement
prior to publication of the final report.
2. All reports and documents published in coordination by all parties under this Agreement shall give
credit to all other parties and to participating USDOT agencies and include appropriate disclaimer
statements regarding representation of USDOT views or policies.
3. All parties and the USDOT shall each have the royalty‐free nonexclusive and irrevocable right to
reproduce, publish, distribute, or otherwise use, and to authorize others to use, the work
produced under this Agreement for government purposes.
Part F. Effective Period
1. The Agreement shall be reviewed as needed, such as when a new transportation funding bill is
passed by the United States Congress, and/or when new federal regulations are published by
FHWA/FTA, but shall remain in effect until any party notifies the others in writing that the
Agreement is no longer suitable. If or when this occurs, the parties agree to meet as soon as
practicable to discuss possible modifications to the Agreement or applicable next steps.
2. This Agreement shall become effective upon the signatures of each party.

Previous Update Coordination efforts are still on going with Norfolk Southern Railroad
and very little progress has been made. Utility coordination has begun.
Brightspeed installed new utility poles. Tree trimming needs
performed prior to aerial relocations but currently no one has
permission to perform any work on Railroad right-of-way. Physical
work on bridge expected to start in Spring 2026. Project is just past
the half-way mark of the built-in one year coordination period at the
beginning of the project.
Project Update There are railroad and utility delays. Prior utility relocations
have not been completed. Tree trimming needs performed
within Norfolk Southern(NS) Right-of-Way prior to utility
moves but project is having significant difficulty finding
anyone willing and permitted to perform tree trimming within
NS Right-of-Way. Still awaiting agreement to secure railroad
flagging services.

Franklin MPO Meeting Project Updates
November 2025 Meeting

Project Scope This project is for roadway widening, roundabout construction, ADA
curb ramps, drainage improvements, stormwater management,
lighting, and other miscellaneous construction, all as indicated on the
approved drawings included in the Bid Package for STATE ROUTE
0997, SECTION 037, and for STATE ROUTE 2015, SECTION 009, in
FRANKLIN COUNTY, WASHINGTON TOWNSHIP, from 800 feet south of
SR 2015 (Orchard Road/Tomstown Road) at Segment 0100 Offset
0098 to 1500 feet north of SR 2015 (Orchard Road/Tomstown Road) at
Segment 0110 Offset 0676.
Previous Update Contractor excavated for Post-Construction Stormwater Control
Measures, vegetated swales and drainage pipes. Utilities remain to be
relocated but are progressing. Contractor is able to avoid delays and
inefficiencies while staying busy with various contract work items until
all utility relocations are completed. Tomstown Road(local road)
remains closed and has provided a safety improvement by reducing the
intersection from four legs down to three. Project has not experienced
any major overruns or delays at this time.
Project Update Overhead utilities have finally cleared. Contractor working on
installing drainage systems, grading roadways and placing
some asphalt paving on Orchard Road. Electrical
Subcontractor expected on site in the near future to start
working on the lighting system: installing underground
conduits, placing junction boxes and constructing light pole
foundations. Concrete splitter island and curb work expected
to start in Spring 2026. Project is ahead of schedule with no
major overruns.

Package for STATE ROUTE 0081, SECTION 099, in FRANKLIN COUNTY,
ANTRIM TOWNSHIP, from Segment 0002 Offset 0000 and Segment
0003 Offset 0000 to Segment 0060 Offset 1831 and Segment 0061
Offset 1831, including adjacent interchange ramps SR 8001, SR 8003,
and SR 8005, for an overall project length of 33,543.00 linear feet
(6.35 miles).
Previous Update Contractor has placed 19mm asphalt binder course on travel lanes
southbound from mile marker 6 to mile marker 3. Starting Sunday
evening August 3, 2025, concrete crews to begin full and partial depth
patching on northbound side from mile marker 3 to mile marker 6.
Project is moving along as planned except for rain and weather delays.
No significant overruns or delays at this time.
Project Update Contractor finished placing stone matrix asphalt wearing
course on North and South 81 from mile marker 3 to mile
marker 6. Some miscellaneous work remains to be completed
this year before winter shutdown. Pavement markings will be
placed in early November. Saw and seal work to be
completed yet this Fall. Concrete patching is ongoing at the
exit 5 ramps. In Spring 2026, Contractor will resume milling
operations, concrete patching, and asphalt paving from State
Line to mile marker 3 on north and south 81. Project is on
schedule and currently no major overruns. Milling and paving
quantities will be monitored to mitigate the potential for
significant overruns.
