WEDNESDAY, January 7, 2026
The Franklin County Commissioners met on Wednesday, January 7, 2026, with the
following members present: John T. Flannery and Robert G. Ziobrowski. Commissioner
Flannery stated that Commissioner Horst would not be joining today as he had a prior
commitment. He then presided and after calling the meeting to order, a Moment of Silence, and
the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; Seconded by John T. Flannery; the Board
unanimously approved to adopt the agenda.
The minutes of the January 5, 2026 meeting were reviewed. On a motion by Robert G.
Ziobrowski; Seconded by John T. Flannery; the Board unanimously approved the minutes.
On a motion by Robert G. Ziobrowski; Seconded by John T. Flannery; the Board
unanimously approved to adopt the consent agenda to include:
Vouchers in the amount of $747,793.52.
Amendment to the agreement between the County of Franklin and Maid2Clean4U to
continue cleanings at the Waynesboro Senior Activity Center. The purpose of this amendment is
to extend the outlined janitorial services, which were to end on Dec. 31, 2025. The fee for the
cleaning services at the Waynesboro Senior Activity Center are $110.00 per cleaning and the
cleanings will be performed twice weekly as outlined in the contract. This will be paid by the
PDA Aging Block Grant.
Memorandum of Understanding between the Pennsylvania Children and Youth
Administration (PCYA) and the Franklin County Commissioners for more enhanced virtual
reality training program offered through Accenture. PCYA will hold the contract and do a
weighted bill based on number of county's participating and class size for the county. Franklin
County will be billed $4,932 for the program annually. There is a one-time fee of $1,500 for the
purchase of a headset and this will be paid through a Caseworker Visitation Grant.
Agreement between the County of Franklin and Black and Davison PC for an extension
of the solicitor engagement agreement, dated January 28, 2020. The parties are desirous of
extending the Agreement for an additional year. The rate of pay remains $10,180.51 per month
for a total of $122,166.12 annually. This will be paid by the General Fund.
The Board reviewed regular agenda items. County Administrator Carrie Gray provided a
high-level overview of each of the actions.
Ms. Gray introduced Human Resources Generalist Chuck Martin to present the
Employee of the Month for November. The Franklin County Commissioners, on behalf of the
STAR (Special Thanks And Recognition) Committee proudly presents the Employee of the
Month award to Stacey Parson. Ms. Parson has been employed with Franklin County since May
of 2001. She currently serves as an Adult Probation Officer III in the Adult Probation
department. The selection for the December 2025 Employee of the Month was determined by
the STAR Committee. There were 11 nominations, three of which were for Stacey. Mr. Martin
read the nomination forms which are attached to these minutes. Ms. Parson expressed her
gratitude for being recognized as the Employee of the Month. She mentioned that it was an
honor to be nominated and selected, and she felt truly honored and humbled. She also
acknowledged the support and camaraderie of her colleagues at the adult probation
department, stating that she couldn't ask for a better group to work with.
Commissioner Flannery acknowledged the frequent use of the word "positive" in the description
in her line of work. He also expressed appreciation for her teamwork, noting that team players
make everyone's job easier and thanking her for her contributions to Franklin County.
Commissioner Ziobrowski said that sometimes people think you need to perform extraordinary
acts, like delivering a baby or saving a life, to be recognized as Employee of the Month.
However, he emphasized that true professionalism and consistent dedication, as demonstrated
by Ms. Parson, are highly appreciated and valued. Chief Wilburne stated that she was very
deserving of the recognition.
The Commissioners presented a check to John B. McCrae, President of Little Daisy's
Closet, for the employee dress down fundraiser that was held in December. Keri Kenney, HR
Coordinator, said this was the first time the County supported them. They are a nonprofit, no
cost Christian based community outreach program that utilizes all the generosity from the
community to create fair and equitable access to clothing, to diminish food insecurities and to
assist families in the disrupting cycle of poverty. Their passion is to offer hope and support to
those struggling to attain a better life. Their core values also spell service like ours, so there's
service, excellence, respect, virtue, integrity, compassion and empowerment. The name little
Daisy does come from the dog the founders rescued one year prior to opening. Ms. Kenney
continued stating we raised $660.00 from a total of 133 employees from 24 different
departments. Over $17,000.00 was donated in total for 2025 to the community. Mr. McCrae
thanked the county employees for their hard work and the Commissioners for their ongoing
support. He highlighted that in the previous year, Little Daisy's Closet provided over
$900,000.00 worth of basic needs to the community at no charge, with volunteers contributing
close to 10,000 hours and assisting 3,243 individual families. Mr. McCrae mentioned their plans
for more life-changing events in 2026 and introduced Ms. Carly Ferguson as the new Executive
Director to help propel their efforts further. He expressed their commitment to making Franklin
County a better place and appreciated the support received. Ms. Ferguson introduced herself,
mentioning that it was her first week in the role. She expressed her admiration for Little Daisy's
Closet and her positive impression of Franklin County. Ms. Ferguson appreciated the efforts of
everyone involved and looked forward to meeting and working with them in the future.
Commissioner Flannery congratulated Ms. Ferguson on her new position and expressed
without a script. He shared his realization of the extensive human services needs in the county
and acknowledged the significant contributions of organizations like Little Daisy's Closet in
addressing these needs. Commissioner Ziobrowskiwas

The Franklin County Commissioners on behalf of the STAR Committee (Special Thanks And Recognition)
proudly presents the Employee of the Month award to Stacey Parson.
Ms. Parson has been employed with Franklin County since Mayof 2001. She currently serves as an Adult
Probation Officer III in the Adult Probation department. The selection for the December 2025 Employee of
the Month was determined by the STAR Committee. There were elevennominations, three of which were for
Stacey.
The STAR nomination form asks what recent event or occurrence made you select Stacey and the answer
stated:
Officer Stacey Parson has devoted many years of exceptional service to the Adult Probation Department and
has consistently proven herself to be an invaluable resource to both her colleagues and the Courts. Since the
beginning of her career with Franklin County, she has played an integral role in the Probation Department
and the court system. Her knowledge, experience, and willingness to assist others make her someone that
staff, attorneys, and judges regularly turn to for guidance and support.
Stacey has successfully transitioned into a senior court officer role and has become a key leader within the
courtroom. She recently assumed responsibility for training two new court officers, demonstrating patience,
consistency, and professionalism. She takes the time to thoroughly explain court procedures, sentencing
practices, and expectations, while leading by example in court. Her guidance allowed new staff to gain
confidence quickly, resulting in minimal disruption to court operations during recent vacancies.
In addition to her leadership and training responsibilities, Stacey is always willing to set aside her own
workload to assist others. She is frequently relied upon for resentencing recommendations and routinely
supports fellow officers with violation matters. Her deep knowledge and practical experience in probation
court and sentencing practices have made her a trusted and highly respected resource within the department.
Stacey plays a vital role in the overall court process, with her expertise regularly sought by district attorneys,
defense attorneys, and judges, particularly regarding sentencing practices and procedural matters. Her
professionalism and knowledge consistently reflect positively on Adult Probation and contribute to the
smooth and effective operation of the courts.

works with, from judges to newly hired clerks and officers on their first day. Known for her organization,
reliability, and professionalism, she consistently goes above and beyond her daily responsibilities to ensure
work is completed accurately. Her positive attitude, strong work ethic, and genuine concern for her
¢®¶®±ª¤±² ¡±¨¦ ®´³ ³§¤ ¡¤²³ ¨ ³§®²¤ ±®´£ §¤±ȁ 3³ ¢¤¸Ȍ² ¢®¬¬¨³¬¤³ ³® ²¤±µ¨¢¤Ǿ ³¤ ¬¶®±ªǾ £ ¤·¢¤««¤¢¤
makes her one of the most valued employees in Adult Probation and a tremendous asset to the department,
the courts, and the county.

employees and residents of Franklin County.
