In attendance:Zak Long,Steve Thomas,Quentin Clapper,Matt Romero,Liz Butler,Bob
Ziobrowski,Dave Mackley,Ron Madson,Austin Rosenbaum,Jack Benhart,John Poniske,Andy
Pacskowski,Rayne (PSU undergrad)
I.Welcome and introduction -Jack benhart welcomes the group and thanks
everyone for coming.
II.Approval of Minutes –July 27,2023 -Dave mackley motions to approve the
minutes,and John Poniske seconds.None opposed
III.Public Comment -No public comment
IV.Staff Reports
a.Staff Reports as submitted -Dave Mackley asks about the whole home
repair program.Steve says Glenda Helman and Bonnie Zehler at Luminest are
working on this now.
b.Director’s Report and Planning Updates
i.Staffing -Steve introduces our new Transportation Planner Matt
Romero to the group.
ii.Cumberland Valley Rail Trail Economic Impact Assessment -Was
completed this year and presented to the commissioners.Feasibility
study should be done next year.
iii.Mercersburg Borough Comprehensive Plan -Working on joint comp
plan.They have submitted MAP grants to DCEP,with no awards yet.
iv.Letterkenny /Lurgan Comprehensive Plan -Working on joint comp
plan.
Steve says the comp plan has been approved by the commissioners,and
the next stage is getting out there and showing it off.
V.New Business
a.FCCD Director Nominations -Vote to recommend FCCD Director Nominations
to the commissioners.Up for nomination is Farmer Director -Paul Witter,and
Program Director -Michael Ross.Andy Pacskowski motions to approve,and Ron
Madson seconds,None Opposed
VI.Subdivisions
a.August –October 2023 Dave mackley motions to approve subdivision
reports,John Poniske seconds.
VII.Remarks
a.Next meeting –Feb 1st,2024.
VIII.Adjournment
Meeting adjourned at 3:48 PM.Motion made by Dave Mackley,seconded by Austin
Rosenbaum.
