Franklin County Planning Commission

Addressing
With the development of Next Gen 911,new standards are being put out for road naming and
addressing.Matthew Romero has taken responsibility for road naming and addressing procedures on the
planning department side and the department is coordinating closely with GIS to work these new
standards into our general workflow.
Agricultural Preservation
The program currently has 153 preserved farms totaling over 19,163 acres.

Community Development Block Grant (CDBG)
●The County has applied to fund the following projects for the 2023 CDBG funding year:
○Borough of Greencastle -Baltimore Street Crossing Signal -$50,000
○Scotland Youth Baseball League Park Accessibility Upgrades -$25,000
○St Thomas PTA -Park and Playground Accessibility Upgrades -$5,000
○WCHS -Community Health Nursing Program -$10,845
○Zullinger Community Center -Accessibility Upgrades -$3,925
●The FY 2022 CDBG application was submitted in October of 2022 to DCED.Approval to move
forward with the projects below was received in August of 2023.These projects have been set
up and have received notices to proceed:
○Borough of Greencastle -ADA Curb Ramp/Sidewalk project:$286,103
○WCHS -Nursing Program:In-home medical care of Senior Citizens:$10,845
●The CDBG program is continuing to move forward with FY 2021 projects having cleared all
required Environmental Reviews.The WCHS -Nursing Program is open and moving forward.
CONTACT Helpline has expended all of its available funding serving 1,464 individuals.The
Borough of Greencastle has received a notice to proceed and is under contract with a paving
company.DCED awarded a total allocation of $128,000 (excluding admin fee)for the following
projects:
○Borough of Greencastle –ADA Curb Ramp project:$110,000
○WCHS –Nursing Program:$9,000
○CONTACT Helpline:$9,000
●General updates on other CDBG program years:
○FY 2019 and 2020 Projects:
■Quincy Township Projects:Due to the available timeline to expend the funds,a
modification was approved by DCED reallocating to further expand ADA
accessibility in the Borough of Greencastle.
Comprehensive Plan
Imagine Franklin 2035 was adopted by the Franklin County Commissioners on September 27,2023.The
plan is now available in a web format at compplan.franklincountypa.gov.The department is working on
creating metrics and tracking progress is being made toward the goals outlined in the plan.Most data is
only available on an annual basis and will be reflected in the annual reports rather than updated at
quarterly meetings.
Mosquito and Tick-Borne Disease Control Program
●Mosquitoes:
○The 2024 grant has been approved and we are gearing up for another mosquito season.
Annetta is returning for another season and a new technician,Shannon,is scheduled to
start later in the season.
●Ticks:
○Fall collection has been completed for 2023 in Franklin,Fulton,Huntingdon,and Bedford
counties.The state-wide Lyme Disease rate for the 2022 season was Nymphs 30%and
Adults 60%.This is an increase from 2021 where Nymphs were 25%and Adults were
50%.
Transportation
●2024-2025 Unified Planning Work Program (UPWP):The UPWP has received a single-year
update.This program outlines the work that staff will be performing with Federal and State
planning funds.The draft 2024-2025 UPWP was reviewed for public comment from January 10
to February 14,2024 before being adopted by FCMPO Policy Board on February 15,2024.
●2025-2028 Transportation Improvement Program (TIP)Development:Draft TIP has been
developed and released for a 30-day public comment period that started on April 10 and will last
until May 10.A Technical Advisory Committee meeting was held on April 18 which discussed the
TIP,and a public meeting was held on April 25 to discuss the TIP and the Air Quality Conformity
Analysis report.Adoption of the 2025-2028 TIP is anticipated at the May 16 Policy Board
meeting.
●Carbon Reduction Program (CRP)Guidance Development:A CRP guidance and accompanying
scoring matrix has been developed to measure the eligibility of projects to receive funding and
their contribution to reduce carbon emissions in the county.Franklin County is currently allotted
$678,000 in total CRP funds for each federal fiscal year of the 2025-2028 TIP.Adoption of the
CRP guidance is anticipated at the May 16 Policy Board meeting.
●Public Participation Plan (PPP)/Title VI Updates:Updates to the existing PPP and Title VI Plan
has been completed,and has been released for a 45-day public comment period which started
on March 27 and will last May 11.Statistical information for the county has been updated,as
well as facets regarding how the public can receive resources and information,potential access
for LEP communities,and where members of the public can address grievances and concerns.
Adoption of the PPP and Title VI updates are anticipated at the May 16 Policy Board meeting.
●County Bridge Projects:The Bridge 26 and 63 replacement project has been awarded and
construction may proceed.These projects are expected to be completed during the 2024
construction season.Administrative tasks for bridge replacement projects on bridges 130 and
131,which are funded through the MPOs TIP,have begun.Agreements are awaiting PennDOT
approval and preliminary engineering will begin once the necessary signatures are obtained.An
updated Capital Improvement Plan is anticipated in the coming weeks,and will outline upcoming
anticipated needs for additional replacements or maintenance work.
Solid Waste Plan
Quotes have been received for consultant work on a Solid Waste Plan.Staff are working on
identifying potential members for a Solid Waste Advisory Committee to guide plan
development.Staff will also be working to submit a grant application to DEP to cover a large
share of plan development.
