In Attendance:Zak Long,Steve Thomas,Quentin Clapper,Colleen Tidd,Liz Butler,Austin
Rosenbaum,Andy Paszkowski,George Pomeroy,John Poniske,Dave Mackley
I.Welcome and introduction.George Pomeroy welcomes everyone and thanks everyone
for coming.
II.Approval of Minutes –February 1st,2024 -Andy Pacskowski motioned to approve,John
Poniske seconds
III.Public Comment -No public in attendance
IV.Staff Reports
1.Staff Reports as submitted -Quentin reads the staff report to the board.John
Poniske asks Liz about the Ag program and how much we offer for the purchase
of the easement.
John Poniske asks how CDBG is going.Colleen explains the projects they are
working on.
2.Director’s Report and Planning Updates -Steve says they continue to partner with
universities on grants they are going for.Kutztown University is using Franklin
County as a case study for their research on warehouse effects on the local
community.
David Mackley says Claire Jantz is doing a solar study.John Poniske asks if we
have any wind power plans.Steve says we do not have any.
V.New Business
1.Solid Waste Plan -Andy Pazcowksi volunteers to be on the steering committee for
this.
2.Plan Review Process -Quentin explains the new plan review process we are
looking at enacting.
DRAFT3.South Mountain Golf Course –DCNR Resource Management Center -Steve explains
to the board what is going on with the golf course and what the new DCNR visitors
center would be.
4.CVRT -Commissioners approved a contract with Michael Baker to do a feasibility
study for the Cumberland Valley Rail Trail.Steering Committee -George Pomeroy
says he will volunteer for the CVRT steering Committee.

a.February 2024 –April 2024 -Motion to approve made by dave mackley,seconded by
andy Paszkowski
