FRANKLIN COUNTY PLANNING COMMISSION MEETING
November 7, 2024 - 3:00 PM

- MINUTES –
I. Welcome and introduction - George Pomeroy welcomes the board
and congratulates Quentin Clapper on his promotion to Director of Planning.
II. Approval of Minutes – Aug. 1, 2024 Motion to approve minutes made
John Poniske, seconded by Andy Paszkowksi
III. Public Comment - None in attendance
IV. Staff Reports
a. Staff Reports as submitted
b. Staffing and Planning Updates - Quentin Clapper is the new Director of
Planning. The senior Planner position is currently posted and open for
applications.
V. Old Business
a. Solar Development - This was asked to be added to the agenda this
meeting. Quentin Clapper shared that 8 out of 22 municipalities have
implemented a solar ordinance. There have been no new solar
developments proposed since 2022 but the department is anticipating new
solar plans from multiple municipalities. There are two research reports
published by the center for rural PA emphasizing policy changes at the
state level. Offered to have staff continue to provide resources for
municipalities
Austin Rosenbaum mentions trying to think creatively to prevent solar
farms being placed on prime farm land.
VI. New Business
a. Franklin County Conservation District Appointment - Nelson Egolf’s term
is expiring and has expressed interest in coming back. Motion to
recommend the reappointment of Nelson Egolf to the Conservation District
Board made by andy p, seconded by Ronald Madison.
b. Planning Commission Vacancies - 2 vacancies on the board. George
Pomeroy suggested Dave Keller with Luminest or maybe someone from
Agriculture. The board will be sending recommendations to Quentin before
the 15th with any ideas for good candidates for the PC vacancies.
c. Comprehensive Plan Review - Quentin encouraged commission
members to share any contacts or organizations that may be helpful in
implementing the goals and actions of the plan.
VII. Subdivisions
a. August 2024 – October 2024 - motion to approve made by Dave
Mackley, seconded by John Poniske.
