Franklin County Planning Commission

Addressing
As 2023 continues,staff will review the addressing policy as needed and continue coordination with the
municipalities.Greene Township remains the sole municipality to deny acceptance of the Road Naming
&Addressing Policy,as documented in County files.Antrim Township,pending staffing updates,and the
Borough of Chambersburg are the two remaining municipalities that have not yet submitted approval
documentation.All other municipalities have approved of the policy.Planning and GIS Departments will
continue to work in tandem in an effort to receive approval from all remaining municipalities.
Agricultural Preservation
The program currently has 149 preserved farms totaling over 18,900 acres.

Community Development Block Grant (CDBG)
●The Commissioners are considering the following projects for the 2023 application for CDBG
funding:
○Borough of Greencastle -Baltimore Street Crossing Signal -$50,000
○Scotland Youth Baseball League Park Accessibility Upgrades -$25,000
○St Thomas PTA -Park and Playground Accessbility Upgrades -$5,000
○WCHS -Community Health Nursing Program -$10,845
○Zullinger Community Center -Accessibility Upgrades -$3,925
●The FY 2022 CDBG application was submitted in October of 2022 to DCED.Approval to move
forward with the projects below was received in August of 2023.These projects will be set up in
the coming months and begin work in 2024:
○Borough of Greencastle -ADA Curb Ramp/Sidewalk project:$286,103
○WCHS -Nursing Program:In-home medical care of Senior Citizens:$10,845
●The CDBG program is continuing to move forward with FY 2021 projects having cleared all
required Environmental Reviews.The WCHS -Nursing Program and CONTACT Helpline projects
have proceeded to implementation.The Borough of Greencastle is processing modifications to
its project,which will then move forward following revision and approval.DCED awarded a total
allocation of $128,000 (excluding admin fee)for the following projects:
○Borough of Greencastle –ADA Curb Ramp project:$110,000
○WCHS –Nursing Program:$9,000
○CONTACT Helpline:$9,000
●General updates on other CDBG program years:
○2020 CDBG-CV
■Franklin County Senior Centers,SCCAP,and WCHS Projects:All projects have
been completed and closeout documents have been submitted to DCED.
○FY 2019 and 2020 Projects:
■Quincy Township Projects:Franklin County Planning Department,Quincy
Township,and Keller Engineering have been in continuous contact regarding
each fiscal year’s funding and project scope.Due to various roadblocks,FY 2019
funds allocated to Quincy Township’s waterline project are now in the process of
being reallocated to the Borough of Greencastle for ADA curb ramps.FY 2020
funding for the final leg of the multi-year project will have a final determination
by October 2023 via Township discussion.If found ineligible as well,funds will
also be reallocated to maximize usage and beneficiaries throughout various
communities.

●This project has been completed and approved.
Comprehensive Plan
Imagine Franklin 2035 was adopted by the Franklin County Commissioners on September 27,2023.The
plan website is still under development by our GIS department.In the meantime the plan is available to
the public on the Franklin County website.Department staff will look to begin promoting and pursuing
actions in the plans in the coming months.
Housing
HOME Grant -Waynesboro
●The HOME Grant has officially been closed out.Two manufactured homes were able to be built
and sold to qualifying homeowners in place of two blighted properties in the Borough of
Waynesboro.
Housing Trust Fund Grants
●Habitat for Humanity was awarded $85,000 for building a new house in St.Thomas and
Greencastle.
●Noah’s House,Inc.was awarded $13,000 to bring their facilities up to new DDAP licensing
standards.
●$100,000 was committed to Luminest over 2 years as a match for a PHFA Grant application for
improvements to 22 houses in the Valley Terrace community.
Mosquito and Tick-Borne Disease Control Program
●Mosquitoes:
○We ended the season with 37 pools of mosquitoes testing positive for West Nile Virus.
This is a moderate virus rate and combined with the well below average overall number
of mosquitoes,there was not a large health concern.
○Jamestown Canyon Virus,a mosquito borne disease,was discovered in a population of
mosquitoes in Pennsylvania for the first time ever this summer.
●Ticks:Fall collections for adult black legged ticks are underway.
Transportation
●Long Range Transportation Plan (LRTP):Federal agency review of the LRTP should be nearing
completion.The adopted plan is available for viewing in both PDF and HTML on the FCMPO page
of the county’s website.
●2024-2025 Unified Planning Work Program (UPWP):The UPWP is receiving a single year update.
This program outlines the work that staff will be performing with Federal and State planning
funds.Studies or data collection recommendations from the Planning Commission are welcome
and can look to be incorporated into the work program as it is finalized over the next couple of
weeks.
●2025-2028 Transportation Improvement Program (TIP)Development:Meetings with interested
municipalities have all been completed to discuss potential projects for inclusion in the 2025
update to the FCMPO’s TIP.Staff have held coordination meetings with PennDOT to ensure
fiscally constraint and will look to have draft projects locked in by the end of the year.The TIP
will be available for public review and comment around Spring 2024.
●I-81 Prioritization:A survey was available from September 12 to October 12 for input on public
perceptions of the corridor as well as input on project priorities.Staff will be getting a draft
report in the coming weeks,which is to be provided to the MPO Policy Board at their November
16th meeting.Projects will be divided between the local TIP and the Interstate TIP and will be
used to help direct spending at the MPO level and as a tool for advocacy with PennDOT’s
Interstate Steering Committee.
●Washington/Waynesboro Bike/Ped Connector:The intersection of 16 and Welty Road are being
analyzed for better bicycle and pedestrian accommodations,which will allow for greater
connectivity to the schools and parks west of Renfrew Park as well as a tie in to the Washington
Township Boulevard trail.
●County Bridge Projects:Bridges 26 and 63 are currently available for construction bidding.
Administrative tasks for bridge replacement projects on bridges 130 and 131,which are funded
through the MPOs TIP,have begun.Agreements are awaiting PennDOT approval and preliminary
engineering will begin once the necessary signatures are obtained.
