Franklin County Planning Commission

Addressing
As 2023 continues,staff will review the addressing policy as needed and continue coordination with the
municipalities.Greene Township remains the sole municipality to deny acceptance of the Road Naming
&Addressing Policy,as documented in County files.Antrim Township,pending staffing updates,and the
Borough of Chambersburg are the two remaining municipalities that have not yet submitted approval
documentation.All other municipalities have approved of the policy.Planning and GIS Departments will
continue to work in tandem in an effort to receive approval from all remaining municipalities.
Agricultural Preservation
The program currently has 149 preserved farms totaling 18,719 acres.

Community Development Block Grant (CDBG)
1.The FY 2022 CDBG application was submitted in October of 2022 to DCED.Funding for each of
the following projects remain under review and should be fiscally allocated during Summer
2023,pending approval.There has been a delay in receiving an itemized budget regarding the
Courthouse project.Once submitted to Franklin County,DCED will immediately receive a copy
and begin review of the FY 2022 application.Following approval,the expected total amount
allocated by DCED is $362,131.00 for the following projects:
○Borough of Greencastle -ADA Curb Ramp/Sidewalk project:$224,153.00
○WCHS -Nursing Program:In-home medical care of Senior Citizens:$10,845.00
○Franklin County Courthouse -ADA renovations for equitable services:$61,949.42
2.The CDBG program is continuing to move forward with FY 2021 projects having cleared all
required Environmental Reviews.The WCHS -Nursing Program and CONTACT Helpline projects
have proceeded to implementation.The Borough of Greencastle is processing modifications to
its project,which will then move forward following revision and approval.DCED awarded a total
allocation of $128,000 (excluding admin fee)for the following projects:
○Borough of Greencastle –ADA Curb Ramp project:$110,000.00
○WCHS –Nursing Program:$9,000.00
○CONTACT Helpline:$9,000.00
3.General updates on other CDBG program years:
○2020 CDBG-CV
■Franklin County Senior Centers,SCCAP,and WCHS Projects:All projects have
been completed.However,contracts remain open through 5/31/2024 due to the
Senior Center extension pending delivery of AED machines.
○FY 2019 and 2020 Projects:
■Quincy Township Projects:Franklin County Planning Department,Quincy
Township,and Keller Engineering have been in continuous contact regarding
each fiscal year’s funding and project scope.FY 2019 funds allocated to Quincy
Township’s waterline project are now attempting to be reallocated to the
Borough of Greencastle for ADA curb ramps.Due to various roadblocks and
ineligibilities,the FY 2019 project will not be able to be completed.As such,
funds will be reallocated to the best ability to utilize as much funding as possible
prior to contract expiration.FY 2020 funding for the final leg of the multi-year
project will have a final determination by October 2023 via Township discussion.
If found ineligible as well,funds will also be reallocated to maximize usage and
beneficiaries throughout various communities.

Comprehensive Plan
Over the Spring and Summer months,the consultant team at Michael Baker International continued
narrowing and refining the draft plan elements for the “Imagine Franklin 2035”comprehensive plan
update.
Meetings with municipal representatives occurred in early May to discuss their views on future land use
within their respective jurisdictions and preview the Character Area Map.On May 19,2023,the steering
committee met for their seventh and final meeting.The main focus of the meeting was to discuss the
following information:
●3-Year Implementation Strategy
●Policy Reports Rough Draft
●Comp Plan Website Updates
●Updates to the Character Area Map
DRAFT:Vision,Mission,and Goals for Imagine Franklin 2035:
Pending Planning Commission review and approval of the draft plan,the current goal is for the plan to be
adopted in mid to late September.
Housing
HOME Grant -Waynesboro
●The homes are in the process of being sold in Waynesboro and once finalized,the County will be
working with Luminest to close out the grant.
Mosquito and Tick-Borne Disease Control Program
●Mosquitoes:The months of June and July produced some of the lowest adult and larval
mosquito numbers ever recorded in Franklin County.Dry weather and a low water table are
responsible for this phenomenon.
●Ticks:Deer Tick nymphs are being collected.Physical numbers are average while rates of
pathogens have increased by a few percent.
●Educational Events:Nine educational events took place in the months of May and June,reaching
roughly 700 children,60 adults,and 75 senior citizens.
Transportation
●Long Range Transportation Plan (LRTP):Federal agency review of the LRTP should be nearing
completion.The adopted plan is available for viewing in both PDF and HTML on the FCMPO page
of the county’s website.
●2025-2028 Transportation Improvement Program (TIP)Development:Meetings with interested
municipalities have all been completed to discuss potential projects for inclusion in the 2025
update to the FCMPO’s TIP.Development of all TIP documentation and elements will be ongoing
over the next year.
●I-81 Prioritization:Work on the I-81 prioritization study is well underway.The FCMPO’s
consultant,Michael Baker Intl.,has been reviewing engineering and planning level data to work
through timelines and fiscal constraints for projects along the corridor.A draft of the plan is
anticipated to be released in early fall for review.
●County Bridge Projects:Bridges 26 and 63 are currently under contract for engineering.
Preconstruction activities should be complete by this summer.The projects are anticipated to be
put out for bid in August.Administrative tasks for bridge replacement projects on bridges 130
and 131,which are funded through the MPOs TIP,have begun.Preconstruction activities are
anticipated to begin later this Summer.
