HomeMy WebLinkAbout2026-02-04 Commissioner Minutes WEDNESDAY, February 4, 2026 The Franklin County Commissioners met on Wednesday, February 4, 2026, with the following members present: Dean A. Horst and Robert G. Ziobrowski. CommissionerFlannery joined remotely. Commissioner Horst presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert Ziobrowski; Seconded by John T. Flannery; the Board unanimously approved to adopt the agenda. The minutes of the January 28, 2026 meeting were reviewed. On a motion by Robert Ziobrowski; Seconded by John T. Flannery; the Board unanimously approved the minutes. On a motion by Robert Ziobrowski; Seconded by John T. Flannery; the Board unanimously approved to adopt the consent agenda to include: Vouchers in the amount of $373,311.99. Agreement between the County of Franklin and Kulla, Barkdoll and Stewart, P.C. Attorneys at Law to provide legal services to the Clerk of Courts for issues arising under the official duties of the elected office at a cost of $6,044.86. This will be paid by the General fund. Agreement between the County of Franklin and Clinton T. Barkdoll, Esq. to provide legal services to the coroner for issues arising under the official duties of the elected office at a cost of $14,791.00. This will be paid by the General fund. Agreement between the County of Franklin and Elizabeth A. Clark, Esquire to provide legal services to the prothonotary for issues arising under the official duties of the elected office at a cost of $4,092.33. This will be paid by the General fund. Commission on Crime and Delinquency grant. Noah's House Inc. will be utilized for temporary housing and re-entry of male participants at a cost of $27,500.00. This will be grant fundedby the Comprehensive Opioid, Stimulant, and Substance Use Program. There is no cost to the County. Agreement between the County of Franklin and CDW Government LLC for the second- year payment for Microsoft Office and Teams licensing at a cost of $242,203.35. This will be paid by an allocation across all County operations. About 68% is estimated to be paid by the General Fund. Agreement between the County of Franklin and the Office of Developmental Programs (ODP) to perform delegated waiver and operational administrative functions. The 55 Pa. Code Chapter 6100 regulations authorize Department Designees, Administrative Entities (AEs), to perform waiver administrative functions. Each of these public agencies are delegated functions through an AE Operating Agreement. The AE implements these responsibilities and meets the requirements specified in the AE Operating Agreement. There is no cost to the County. The Board reviewed regular agenda items. County Administrator Carrie Gray provided a high-level overview of each of the actions. On a motion by Robert Ziobrowski; Seconded by John T. Flannery; the Board unanimously approved the contract with LingaTech, Inc. to bring a qualified GIS professional into the organization on a contract basis before making a long-term hiring decision. This approach provides the County with flexibility, reduces hiring risk, and ensures the individual is the right fit. Cost will be $67,600.00 for six months (approximately March through August) and will be evaluated at the time. This will be paid by the General Fund when allocations from State available. On a motion by Robert Ziobrowski; Seconded by John T. Flannery; the Board unanimously approved the appointment of Dawn Goshorn to the Franklin/Fulton County Mental Health/Intellectual & Developmental Disabilities/Early Intervention Advisory Board to serve a three-yearterm from March, 2026 until March, 2029. Commissioner Ziobrowski stated, serving as the Commissioner representative on the board, there were a number of people who volunteered that were very qualified and willing to step up and serve. He was very appreciative of that and none of those volunteers should take umbrage at the fact that Ms. Goshorn was selected. Solicitor Elliott Sulcove reviewed the tax appeals docketed to 2020-3445 (Chambersburg Commons LLC) and 2024-4010 (Frick Company C/O York International Corp.) that were discussed last week in executive session. First was Chambersburg Commons LLC. Next is Frick Company C/O York International Corp. Both of the settlements were first arrived at with the school district and were now presented to the county for participation. Commissioner Ziobrowski stated that they were briefed by the solicitor last week during executive session and the Board was very cognizant of the details and the agreements seemed reasonable. Voting as a block, on a motion by Robert Ziobrowski; Seconded by John T. Flannery; the Board unanimously approved the settlements. The Board conducted a bid award for Tax Bills and Mailers. Ms. Gray introduced Procurement Director Robin Harmon to present the recommendation for the award. Ms. Harmon stated the lowest bid was from Mercersburg Printing at $52,036.00 and it is the lowest responsive bid. On a motion by Robert Ziobrowski; Seconded by John T. Flannery; the Board unanimously approved the bid award. Commissioner Horst noted that he was happy that it is a local vendor that received the award. The Commissioners presented a check to Corrine Haupt and Amanda Black, of the Healthy Communities Partnership (HCP), for the employee dress down fundraiser that was held in January. Keri Kenney, HR Coordinator, said we raised $645.00 from a total of 130 employees from 22different departments.Ms. Black, HCP Board President,thanked everyone as they are a nonprofit,and funds are very much appreciated.Commissioner Horst statedthat it is always great to see the community in action and thanked the county employees who are always generous and kindheartedto give to these organizations.Commissioner Flannery thanked Ms. Black and Ms. Haupt for all the work they do in the communityand thanked Ms. Kenney for her work every month. Commissioner Ziobrowskistated that it is always anuphill never a total success he applauds Ms. Black and Ms. Hauptfor continuing to roll the stone up the hill. Ms. Gray introduced Class of 2025 Leadership Development Program graduates Daphne Blair, Christina Hawkins, and Ashlee Misner to present the Leadership Development Project for Signature Pads. Their presentation is attached and made a part of these minutes. Commissioner Horst asked if in the 51% of the signatures needed, how many are outside of Adobe. Ms. Blair explained that out in the field,mostly Human Servicesspecifically Aging,are the ones that have to printto have signed.Commissioner Flannery asked if there is an idea what the upfront cost and how many pads neededand is there any other software needed.Ms. Blair stated the pad comes withits own softwareand the cost is about $130.00 to $140.00per pad. Aging would like to have 10 pads. The group believes that they couldstart with four as these are USB connected to laptops and can be shared as needed in the field. Commissioner Flannery then asked what the return on investment would be to break even know a definitefigurebutbelieved that the cost of printing per page and the shreddingper pound, the pads would pay for themselves within the first six months. Commissioner Ziobrowski expressed concerns about the expenses related to paper signing and document storage, noting that only 20% of the 51% of paper-signed documents are shredded, implying that 40% are stored. He highlighted the inefficiency and disorganization of past document storage methods and the significant investments made over the past 18 years to modernize the archives department. He then emphasized that the cost of storing the 40% of paper documents might outweigh other costs and supported the adoption of signature pads as a long-term solution to improve efficiency and reduce expenses.
