and August 21st meeting minutes made by David Mackley, seconded by Robert Ziobrowski. Passed
unanimously
V. Business
a. 2025-2028 TIP Modifications – Quentin Clapper/Matthew Romero/Jeff Puher outlines that the
provided modifications represent a standard increase/decrease to given project phases, as well as
movement of funds from later programmed years into 2025 and 2026 to align with current let
dates. Utility funds for Exit 12 have been moved as part of the construction bid, and $90k has
been added to the Hykes Road Preliminary phase for completion of the H&H report, waterway
permit, and NPDES permit. Funds have been advanced from 2027 and 2028 to 2025 for the West
King Street Bridge and the PA997/SR2015 intersection projects following August redistribution.
b. 2026 Safety Target Setting Letter – Quentin discusses priorities and trends. Ted/Nabeela requests
that questions concerning the calculations for the PM1 Safety Target Letter be forward to the
PennDOT Safety Management Department.
i. Sam- wants to coordinate safety data with traffic data
Motion to approve made by Robert Ziobrowski, seconded by Sharon Coffman. Motion passed
unanimously. DRAFT
c. Future MPO Policy Board Dates – Quentin/Matt presents prospective meeting dates for next
year. Same schedule.
Motion to approve made by David Mackley, seconded by Carey Mullins. Motion passed
unanimously.
d. Metropolitan Transit Planning Memorandum of Understanding – Quentin/Matt explains that due
to federal statute requiring the establishment of a written Memorandum of Understanding
(MOU) between local MPOs, PennDOT, and regional transit providers, this document was
drafted to act in that capacity between the FCMPO, PennDOT, and Susquehanna Regional
Transportation Authority (SRTA), and would act as a codification of current existing practice.
Sus. will continue analysis and fleet. Beth Nidham confirms that is a standard agreement with
Rabbittransit. Ted Sheehe explains that we must have a written agreement. He also thanks the
planning staff for their work in the development process.
Motion to approve made by David Mackley, seconded by Sharon Coffman. Motion passes.
e. 2027-2030 TIP Development – Quentin/Matt share that work on the TIP update continues to be
underway. Staff has followed up with Municipalities for candidate projects; final review for the
2027 TIP will take place on December 22nd. Thus far, elements of note for the current TIP update
includes approximately $862,500 in PROTECT grant funding for Buchanan Trail retaining wall
improvement in Peters Township, Spike NHPP funding for Exit 12 Interchange construction to
the tune of $20 million for 2027 and $10 million for 2028, and Transportation Alternatives
Program (TAP) funding programmed for 2027 for the Cumberland Valley Rail Trail extension to
West Shippensburg ($1.264 million) and Southgate pedestrian improvements ($735,000).
VI. Partner Updates
a. Commute PA Update – Matt Boyer relays feedback from Commute PA’s regional congestion
management tool, and shared updates of their work in the region, including traveling to events.
10k trips were made in October.
b. Rabbittransit Update – Beth Nidham confirms that inhouse reporting is completed.
c. PennDOT Update – Jeff Puher/Carey Mullins provides a breakdown of current project updates.
At present there are railroad and utility delays on the West King Street Bridge project that have
led to related relocations not yet being completed, with there also being difficulty securing tree
trimming services from those with permitting to work within Norfolk Southern ROW. The
PA997/SR2015 intersection project is running ahead of schedule, with work currently being
conducted on drainage, grading, and asphalt paving on Orchard Road. Miscellaneous work will
be carried out on the I-81 re-pavement project to mile marker six before winter shutdown and is
currently on schedule. No physical work will be conducted on the Fort Loudon Road
Resurfacing project this year – work beginning in 2026 or 2027 will depend on if Columbia Gas
completes gas line work through a large portion of the project ahead of schedule. Physical work
for Phase 2 of the Chambersburg signals improvement project is anticipated to start in Spring
2026.
d. FHWA Update - No Updates
e. State/Federal Legislative Update – Rebecca Countess of Senator Fetterman’s confirms that they
received Sam Cressler’s letter and would love to meet.
f. Director’s Report – Quentin Clapper –TIP at a glance. Quentin highlights that the new planning
tool for digital plan submissions is anticipated to be introduced by the end of this year/beginning
of next year. He reiterates ongoing development of the 2027-2030 TIP and the aim to introduce a
final draft at the end of January. He announces that the Long-Range Transportation Plan (LRTP) DRAFT
has begun with a kick-off meeting between MPO staff, PennDOT, and FHWA taking place on
October 23rd – staff are currently consorting with Larson Design Group to develop a project
scope.
g. Staff Report – Matthew Romero – Matt relays that collection and submission of Highway
Performance Monitoring System data samples have been recorded and submitted to PennDOT as
of October 30th. Work is continuing on the TIP update as well as a related TIP-at-a-Glance
document for 2027-2030 as updates are introduced. A List of Obligated Projects for FFY2025 is
finishing development and will soon be released for a 30-day public review and comment period.
Staff has also met with PennDOT representatives and representatives from Tri-County MPO to
learn further about currently available data tools that can be utilized for better decision making
and greater transparency for the public. Kick off meeting for the LRTP with Larson Design
Group.

SAFETY PERFORMANCE MEASURES
REDUCTION BASED ON ANNUAL not 5-YEAR AVG
2% Annual Reduction Based on Most Recent Year’s Actual Data
Take most recent actual crash year and multiply by 0.98 (2% reduction) to calculate the next projected year
Then calculate projected 5-year avg using the 4 most recent actual years and the next projected year.
Sum these 5 years and divide by 5 this is the new 5-year average target goal
This is the Method we are using
2% Reduction on the 5 Year Average
Take the sum of the 5 years of actual data and divide by 5
This is your actual 5-year average
Multiply that by 0.98this is the new 5 year average target goal
Then multiply by 5
Subtract the sum of the 4 most recent actual years
This is your projected year crash target
Not using this method
VEHICLE MILES TRAVELED (VMT)
• First obtain the most recent year’s (2024) daily VMT from PennDOT’s
Highway Statistics website (PennDOT Highway Statistics).
o Statewide VMT: Statewide Measures (Mileage & Travel - 2024 Highway Statistics)
o Planning Partner VMT: County & District Measures (Travel – Jurisdiction)
• Next calculate the annual (2024) VMT by multiplying the Daily VMT x 365.
• Then calculate the next two projected (2025 & 2026) annual VMTs by using
the same number as the 2024 annual VMT as our future VMT is estimated to
hold level over next few years.
• Then calculate the 5-year projected average for 2025 using the four most
recent completed VMT annual years (2021-2024) and first projected year
(2025). Also calculate 5-year projected average for 2026 using the three most
recent completed VMT annual years (2022-2024) and both projected years
(2025-2026). These numbers shall be rounded to 2 decimal places.
NUMBER OF FATALITIES
2% Annual Fatality Reduction
• Take most recent completed crash data year (2024) fatalities and multiply by
0.98 (2% reduction). This will establish next year’s fatality projection. This
number shall be rounded to 1 decimal place.
• Then multiply the first projected year (2025) by 0.98 to establish the following
year (2026) projection. This number shall also be rounded to 1 decimal place.
• Then calculate the 5-year projected average for 2025 using the four most
recent completed crash years (2021-2024) and projected year (2025). Also
calculate 5-year projected average for 2026 using the three most recent
completed crash years (2022-2024) and projected years (2025-2026). These
numbers shall be rounded to 1 decimal place.
•This 5-year projected average (2022-2026) rounded to the tenths (1 decimal
place) is the official performance target for the number of fatalities.
RATE OF FATALITIES PER 100 MILLION VMT
2% Annual Fatality Reduction & Future VMT estimated to hold level
• First calculate the most recent completed crash data year (2024) fatality rate by multiplying 2024 fatalities x 100 million then divide by 2024 annual VMT. This number is rounded to 2 decimal places.
• Then calculate the next year (2025) projected annual rate by multiplying 2025 projected annual fatalities x 100 million then divide by 2025 projected annual VMT (which is the same as 2024 annual VMT after holding level). Then calculate the following year (2026) projected annual rate by using the same process but with 2026 annual fatalities and VMT holding level. These projections are rounded to 2 decimal places.
• Next calculate the 2024 5-year average VMT (average of 2020-2024 annual VMT) and projected 5-year average VMT for 2025 (2021-2025 average) and 2026 (2022-2026)
• Then calculate the 2024 actual 5-year average fatality rate by multiplying 2024 5-year average fatalities x 100 million then divide by 2024 5-year average VMT. This number is rounded to 3 decimal places.
• Finally calculate the projected 5-year average fatality rate for 2025 by multiplying 2025 projected 5-year average fatalities x 100 million then divide by 2025 projected 5-year average VMT. Repeat this process to calculate the 5-year average fatality rate for 2026 using the 2026 numbers.
•The projected 5-year average fatality rate for 2026 (2022-2026) rounded to 3 decimal places is the official performance target for the Rate of Fatalities per 100 million VMT.
NUMBER OF SERIOUS INJURIES
Annual Serious Injuries Holding Level
• Take most recent completed crash data year (2024) serious injuries and use
this same number for the 2025 projection as the serious injury goal is to hold level. This number shall be rounded to 1 decimal place.
• Then use the 2025 projected number for the 2026 projected serious injuries
as the goal is continuing to hold level. This number shall be rounded to 1 decimal place.
• Then calculate the 5-year projected average for 2025 using the four most
recent completed crash years (2021-2024) and projected year (2025). Also calculate 5-year projected average for 2026 using the three most recent completed crash years (2022-2024) and projected years (2025-2026). These numbers shall be rounded to 1 decimal place.
•This 5-year projected average (2022-2026) rounded to the tenths (1 decimal place) is the official performance target for the number of serious injuries.
RATE OF SERIOUS INJURIES PER 100 MILLION VMT
Annual Serious Injuries Holding Level & Future VMT estimated to hold level
• First calculate the most recent completed crash data year (2024) serious injury rate by multiplying 2024 serious injuries x 100 million then divide by 2024 annual VMT. This number is rounded to 2 decimal places.
• Then calculate the next year (2025) projected annual serious injury rate by multiplying 2025 projected annual serious injuries x 100 million then divide by 2025 projected annual VMT (which is the same as 2024 annual VMT after holding level). Then calculate the following year (2026) projected annual rate by using the same process but with 2026 annual serious injuries and VMT holding level. These projections are rounded to 2 decimal places).
• Next calculate the 2024 actual 5-year average serious injury rate by multiplying 2024 5-year average serious injuries x 100 million then divide by 2024 5-year average VMT. This number is rounded to 3 decimal places.
• Finally calculate the projected 5-year average serious injury rate for 2025 by multiplying 2025 projected 5-year average serious injuries x 100 million then divide by 2025 projected 5-year average VMT. Repeat this process to calculate the 5-year average serious injury rate for 2026 using the 2026 numbers.
•The projected 5-year average serious injury rate for 2026 (2022-2026) rounded to 3 decimal places) is the official performance target for the Rate of Serious Injuries per 100 million VMT.
NUMBER OF NON-MOTORIZED FATALITIES & SERIOUS INJURIES
2% Annual Non-Motorized Fatality Reduction & Annual Non-Motorized Serious Injuries Holding Level
• First add together the number of non-motorized fatalities and serious injuries for each year over the last 5 years (2020-2024).
• Then take most recent completed crash data year (2024) and multiply the non-motorized fatalities by 0.98 (2% reduction). Also take the 2024 non-motorized serious injuries and use the same number for next year after holding level. This will establish next year (2025) projections.
• Next multiply the first projected year (2025) non-motorized fatalities by 0.98 to establish the following year’s (2026) projection. Also use the same number for 2026 serious injuries as the previous year (2025) after holding level. Then add both the fatalities and serious injuries together for 2025 and 2026 to establish the annual projections. These numbers are rounded to 1 decimal place.
• Then calculate the 2025 projected 5-year avg for non-motorized fatalities & serious injuries using the four most recent completed crash years (2021-2024) and projected year (2025) totals. Also calculate 5-year projected average for 2026 using the three most recent completed crash years (2022-2024) and projected years (2025-2026). These numbers are rounded to 1 decimal place.
•The 2026 project 5-year average (2022-2026) rounded to the tenths (1 decimal place) is the official performance target for the Number of Non-motorized Fatalities & Non-motorized Serious Injuries.
