Welcome and Introduction – Sam Cressler – Sam calls the meeting to order at 10:00 am, and thanks everyone in attendance for coming. II. Moment of Silence III. Pledge of Allegiance IV. Approval of Meeting Minutes – May 15, 2025, and August 21, 2025 – Motion to approve May 15th and August 21st meeting minutes made by David Mackley, seconded by Robert Ziobrowski. Passed unanimously V. Business a. 2025-2028 TIP Modifications – Quentin Clapper/Matthew Romero/Jeff Puher outlines that the provided modifications represent a standard increase/decrease to given project phases, as well as movement of funds from later programmed years into 2025 and 2026 to align with current let dates. Utility funds for Exit 12 have been moved as part of the construction bid, and $90k has been added to the Hykes Road Preliminary phase for completion of the H&H report, waterway permit, and NPDES permit. Funds have been advanced from 2027 and 2028 to 2025 for the West King Street Bridge and the PA997/SR2015 intersection projects following August redistribution. b. 2026 Safety Target Setting Letter – Quentin discusses priorities and trends. Ted/Nabeela requests that questions concerning the calculations for the PM1 Safety Target Letter be forward to the PennDOT Safety Management Department. i. Sam- wants to coordinate safety data with traffic data Motion to approve made by Robert Ziobrowski, seconded by Sharon Coffman. Motion passed unanimously. DRAFT c. Future MPO Policy Board Dates – Quentin/Matt presents prospective meeting dates for next year. Same schedule. Motion to approve made by David Mackley, seconded by Carey Mullins. Motion passed unanimously. d. Metropolitan Transit Planning Memorandum of Understanding – Quentin/Matt explains that due to federal statute requiring the establishment of a written Memorandum of Understanding (MOU) between local MPOs, PennDOT, and regional transit providers, this document was drafted to act in that capacity between the FCMPO, PennDOT, and Susquehanna Regional Transportation Authority (SRTA), and would act as a codification of current existing practice. Sus. will continue analysis and fleet. Beth Nidham confirms that is a standard agreement with Rabbittransit. Ted Sheehe explains that we must have a written agreement. He also thanks the planning staff for their work in the development process. Motion to approve made by David Mackley, seconded by Sharon Coffman. Motion passes. e. 2027-2030 TIP Development – Quentin/Matt share that work on the TIP update continues to be underway. Staff has followed up with Municipalities for candidate projects; final review for the 2027 TIP will take place on December 22nd. Thus far, elements of note for the current TIP update includes approximately $862,500 in PROTECT grant funding for Buchanan Trail retaining wall improvement in Peters Township, Spike NHPP funding for Exit 12 Interchange construction to the tune of $20 million for 2027 and $10 million for 2028, and Transportation Alternatives Program (TAP) funding programmed for 2027 for the Cumberland Valley Rail Trail extension to West Shippensburg ($1.264 million) and Southgate pedestrian improvements ($735,000). VI. Partner Updates a. Commute PA Update – Matt Boyer relays feedback from Commute PA’s regional congestion management tool, and shared updates of their work in the region, including traveling to events. 10k trips were made in October. b. Rabbittransit Update – Beth Nidham confirms that inhouse reporting is completed. c. PennDOT Update – Jeff Puher/Carey Mullins provides a breakdown of current project updates. At present there are railroad and utility delays on the West King Street Bridge project that have led to related relocations not yet being completed, with there also being difficulty securing tree trimming services from those with permitting to work within Norfolk Southern ROW. The PA997/SR2015 intersection project is running ahead of schedule, with work currently being conducted on drainage, grading, and asphalt paving on Orchard Road. Miscellaneous work will be carried out on the I-81 re-pavement project to mile marker six before winter shutdown and is currently on schedule. No physical work will be conducted on the Fort Loudon Road Resurfacing project this year – work beginning in 2026 or 2027 will depend on if Columbia Gas completes gas line work through a large portion of the project ahead of schedule. Physical work for Phase 2 of the Chambersburg signals improvement project is anticipated to start in Spring 2026. d. FHWA Update - No Updates e. State/Federal Legislative Update – Rebecca Countess of Senator Fetterman’s confirms that they received Sam Cressler’s letter and would love to meet. f. Director’s Report – Quentin Clapper –TIP at a glance. Quentin highlights that the new planning tool for digital plan submissions is anticipated to be introduced by the end of this year/beginning of next year. He reiterates ongoing development of the 2027-2030 TIP and the aim to introduce a final draft at the end of January. He announces that the Long-Range Transportation Plan (LRTP) DRAFT has begun with a kick-off meeting between MPO staff, PennDOT, and FHWA taking place on October 23rd – staff are currently consorting with Larson Design Group to develop a project scope. g. Staff Report – Matthew Romero – Matt relays that collection and submission of Highway Performance Monitoring System data samples have been recorded and submitted to PennDOT as of October 30th. Work is continuing on the TIP update as well as a related TIP-at-a-Glance document for 2027-2030 as updates are introduced. A List of Obligated Projects for FFY2025 is finishing development and will soon be released for a 30-day public review and comment period. Staff has also met with PennDOT representatives and representatives from Tri-County MPO to learn further about currently available data tools that can be utilized for better decision making and greater transparency for the public. SUMMARY Task V - Increasing Safe and Accessible Transportation Options (ISATO) This task is focused on implementing new activities as enacted in the BlL/llJA for ISATO to advance complete streets standards or policies or develop transportation plans that create or improve connections for all users of the transportation system. 1.Coordinate with municipalities and other stakeholders to identify needs and goals for bike/ped network connectivity. 2.Evaluate existing conditions for cyclists and pedestrians within identified study area(s). 3.Develop plan(s) toward improving conditions or connections of bike/ped facilities. 4.Categorize and inventory existing bicycle and pedestrian networks to identify potential gaps in connectivitythat can have a real and/or perceived impact on safety.5.Utilize current and future data on bicycle and pedestrian network gaps to develop land developmentrecommendations, inform future TIS/HOP reviewing, and inform and advocate on behalf of localmunicipalities to help improve regional safety connectivity. 6.Conduct road safety audits on corridors and intersections to identify low-cost, near-term improvements for bicyclist and pedestrian safety. Original Contract Value $12,877,625.31 NTP date 12/9/2024 Original Completion Date 11/14/2028 Project Scope This project consists of a bridge replacement on SR 0011 (West King Street) over Norfolk Southern Railroad and other miscellaneous construction, all as indicated on the approved drawings included in the Bid Package for STATE ROUTE 0011, SECTION 095, in FRANKLIN COUNTY, SOUTHAMPTON TOWNSHIP and SHIPPENSBURG BOROUGH, from Segment 0540 Offset 3134 to Segment 0560 Offset 0111, for an overall project length of 1,164.00 linear feet (0.306 mile). Previous Update RAILROAD AND UTILITY DELAYS. Prior utility relocations have not been completed. Tree trimming needs performed within Norfolk Southern(NS) Right-of-Way prior to utility moves but project is having significant difficulty finding anyone willing and permitted to perform tree trimming within NS Right-of-Way. Still awaiting agreement to secure railroad flagging services. Project Update RAILROAD AND UTILITY DELAYS. Coordination efforts are still on going with Norfolk Southern Railroad and very little progress has been made. Right of entry agreement has been completed but still do not have a railroad flagging agreement. Utility coordination and relocations have begun. New utility poles have been installed and some aerial lines have been transferred. Tree trimming within Norfolk Southern Right-of- way needs performed prior to the remaining aerial relocations. Project is currently working through an avenue to clear trees within NS ROW. Physical work on bridge expected to start in Spring 2026. The built-in one year coordination period expired in December 2025. Franklin MPO Meeting Project Updates February 2026 Meeting 1 Project Description PA997 & SR2015 Intersection ECMS #106709 SR-Section 997-037 Contractor Mitchell Knorr dba Mitchell Knorr Contracting Original Contract Value $6,224,217.92 NTP date 3/3/2025 Original Completion Date 8/22/2028 Project Scope This project is for roadway widening, roundabout construction, ADA curb ramps, drainage improvements, stormwater management, lighting, and other miscellaneous construction, all as indicated on the approved drawings included in the Bid Package for STATE ROUTE 0997, SECTION 037, and for STATE ROUTE 2015, SECTION 009, in FRANKLIN COUNTY, WASHINGTON TOWNSHIP, from 800 feet south of SR 2015 (Orchard Road/Tomstown Road) at Segment 0100 Offset 0098 to 1500 feet north of SR 2015 (Orchard Road/Tomstown Road) at Segment 0110 Offset 0676. Previous Update Overhead utilities have finally cleared. Contractor working on installing drainage systems, grading roadways and placing some asphalt paving on Orchard Road. Electrical Subcontractor expected on site in the near future to start working on the lighting system: installing underground conduits, placing junction boxes and constructing light pole foundations. Concrete splitter island and curb work expected to start in Spring 2026. Project is ahead of schedule with no major overruns. Project Update Project is currently in winter shutdown expected to resume in mid-March. Progress so far includes large quantities of excavation for stormwater control features, installation of drainage pipes, grading for new roadway and concrete curbs, widening existing roadway and base course paving on Orchard Road and 997. Project is on schedule with no major overruns or delays. 2 Project Description I-81 Maryland to Mile 6 ECMS #92006 SR-Section 81-099 Contractor New Enterprise Stone and Lime Co. Inc. Original Contract Value $17,840,777.77 NTP date 3/24/2025 Original Completion Date 7/16/2027 Project Scope This project consists of milling, concrete patching, asphalt resurfacing, guiderail updates, signage, and pavement markings on I-81 Northbound and Southbound from the Maryland State Line to Milepost 6, all as indicated on the approved drawings included in the Bid Package for STATE ROUTE 0081, SECTION 099, in FRANKLIN COUNTY, ANTRIM TOWNSHIP, from Segment 0002 Offset 0000 and Segment 0003 Offset 0000 to Segment 0060 Offset 1831 and Segment 0061 Offset 1831, including adjacent interchange ramps SR 8001, SR 8003, and SR 8005, for an overall project length of 33,543.00 linear feet (6.35 miles). Previous Update Contractor finished placing stone matrix asphalt wearing course on North and South 81 from mile marker 3 to mile marker 6. Some miscellaneous work remains to be completed this year before winter shutdown. Pavement markings will be placed in early November. Saw and seal work to be completed yet this Fall. Concrete patching is ongoing at the exit 5 ramps. In Spring 2026, Contractor will resume milling operations, concrete patching, and asphalt paving from State Line to mile marker 3 on north and south 81. Project is on schedule and currently no major overruns. Milling and paving quantities will be monitored to mitigate the potential for significant overruns. Project Update Project is currently shutdown for the winter. This past construction season, Contractor completed stone matrix asphalt wearing course on North and South 81 from mile marker 3 to mile marker 6. In 2026, work will take place at the Maryland state line to mile marker 3 on North and South 81. Contractor will mill off existing asphalt down to the underlying concrete then build back up with concrete repairs, binder course and wearing course. All guide rail, edge line rumble strips and final pavement markings will be placed after completion of all paving work. Project is on schedule with no major overruns. Milling and paving quantities will be monitored to mitigate the potential for significant overruns. 3 Project Description Fort Loudon Rd Resurface 2 ECMS #90995 SR-Section 75-014 Contractor Cottle's Asphalt Maintenance, Inc. Original Contract Value $2,290,908.74 NTP date 8/4/2025 Original Completion Date 8/13/2027 Project Scope This project consists of work on SR 0075-014 with resurfacing the existing roadway and shoulder using Superpave wearing and scratch courses, milling in curbed areas and near structures, base replacement, minor drainage improvements, and guide rail replacement along with other miscellaneous construction, as indicated on the approved drawings included in the bid package for STATE ROUTE 0075, SECTION 014, in FRANKLIN COUNTY, MONTGOMERY TOWNSHIP and MERCERSBURG BOROUGH, from SR 0995, Welsh Run Road at Segment 0070 Offset 0541 in Montgomery Township to Buchanan Trail W in Mercersburg Borough at Segment 0160 Offset 1427, for an overall project length of 21,879.66 linear feet (4.14 miles). Previous Update Pre-construction meeting held Monday August 4, 2025. No physical work expected to start this year. Columbia Gas will be performing significant gas line work in 2026 through a large portion of the project. If Columbia Gas finishes their work early, Contractor may elect to perform some work in 2026. If not, all work will be performed in 2027. Contract does contain provisions prohibiting Contractor from working through this area before March 1, 2027 without prior approval from the Department. No major overruns or delays at this time. Project Update Columbia Gas has started their restrictive gas line work within the project limits. Work is expected to last for a few months. A detour is in place during work hours. Contractor's start date is yet to be determined pending completion of gas line work.
