TUESDAY, SEPTEMBER 28, 2010
The Franklin County Commissioners met Tuesday, September 28, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
The minutes of September 21, 2010 and September 23, 2010 meetings were

read. September 23 minutes need further review. September 21 minutes will be
approved Thursday, September 30, 2010.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, September 30, 2010.
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the Workers’ Compensation Self-Insurance Renewal Application to
the Pennsylvania Bureau of Workers’ Compensation for an application cost of $100.00
for the period of December 1, 2010 through December 1, 2011.
The Board reviewed additional Risk Management matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the Safety Program Renewal Application to the
Pennsylvania Department of Labor and Industry, Health and Safety Division for the
Accident and Illness Prevention Program for the period of December 1, 2010 through
December 1, 2011.
John Hart, Chief Clerk/County Administrator informed the Board of the following
items: Executive session to discuss real estate matters.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
to enter an executive session at 9:11 a.m. this date for the
unanimously approved
purpose to review real estate matters. The Board reconvened into regular session at
9:50 a.m.
David Donohue, Emergency Services Director and members of the
Emergency Services Alliance were present to provide an update on the progress of
the radio system and flash upgrades. Testing will begin next week. There will be
383 radios upgraded throughout fire departments, police and EMS. Cost will be
$415,214.00 to upgrade of which $325,000 is available to help with the flash
upgrades. The County will pay Motorola and then be reimbursed by the
municipalities and departments. The Board discussed paying for everything to help
alleviate the cost to the departments that are already struggling. The Board was
thanked by some in attendance for agreeing to pay total cost.
On a motion by Robert
G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to authorize staff
to do necessary budget adjustments to allocate funds to cover cost of upgrades.
