Members present Nicole Scott, Chairperson, Jacqueline Berkstresser, Kerry Watson, other participants Andrew J. Benchoff, Esq., and Lesa Stouffer, CPE, Chief Assessor. 2. The meeting was called to order by Nicole Scott, at 8:57 a.m. 3. Motion to approve meeting minutes of October 14, 2025. Motion made by Nicole Scott, seconded by Kerry Watson, approved 3-0. 4. No public comment 5. Hear Tax Assessment (Exemption) Appeal Hearings (Starting at Approximately 9:00 a.m.): 6. Executive Session to Deliberate on Daily Hearings and Discuss Any Other Appropriate Board Matters, such as Pending Court of Common Pleas Litigation. 7. Old Business: Andrew Benchoff, Esq., informed BART that the Frick Co. c/o York Int'l. Co v. Franklin Co. BART and the CASD v. Franklin Co. BART/Atremento Properties, LLC is stil in negotiations. 8. New Business or Matters for Daily Action: Andrew Benchoff, Esq., was granted authority to participate in the settlement of Chambersburg Commons LLC v. Franklin Co. BART. Motion by Nicole Scott and seconded by Kerry Watson, approved 3-0. 9. The meeting was adjourned at 12:04 p.m with a motion by Kerry Watson, seconded by Jacqueline Berkstresser, approved 3-0.
