FRANKLIN COUNTY COMMISSIONERS MEETING/PRISON BOARD MINUTES
Franklin County Administration Building
April 8, 2026
Present:
Dean Horst, Commissioner John Flannery, Commissioner
Bob Ziobrowski, Commissioner Harold Wissinger, Controller
I. The Prison Board portion of the meeting was called to order by Commissioner Horst at 10:05AM.
II. Public Comment = Valerie Jordan stated the county should not sell the jail because it needs cash and that
privatization is not an option. Commissioner Flannery stated that the county does not intend to sell the jail,
and this was affirmed by Commissioner Ziobrowski.
III. Commissioner Flannery moved for approval of all jail vouchers, Controller Wissinger seconded the
motion, and the vouchers were unanimously approved.
IV. Controller Wissinger moved to adjourn the Prison Board portion of the meeting, Commissioner
Ziobrowski seconded the motion, and the Prison Board portion was adjourned.
