AND THE CHAMBERSBURG SCHOOL DISTRICT FOR
THE SCHOOL-BASED JUVENILE PROBATION PROGRAM 2026-2027
The Chambersburg School District agrees to provide $69,544.80 to the County of
Franklin to assist in funding the School-Based Juvenile Probation Program for the
2026-2027 school year.
This Agreement is based on the conditions set forth below:
1. Juvenile Probation Officers assigned to the Chambersburg School District buildings
will be Franklin County employees and shall not be considered employees of the
District. Additionally, Juvenile Probation Officers will supervise only with students
assigned by the Franklin County Juvenile Probation Office.
2. Franklin County will carry liability insurance for its employees and the School-Based
Juvenile Probation Program.
3. Franklin County will assign two (2) full-time Juvenile Probation Officers to provide
service to the Chambersburg School District.
4. The District will provide the Juvenile Probation Officer with appropriate office space,
telephone use, and access to copy and computer printing machines.
5. Franklin County will fund office supplies and staff development opportunities for the
Juvenile Probation Officers. Juvenile Probation Officers will be encouraged to
participate, at no cost, in relevant District sponsored staff development opportunities.
6. Upon request, the District and Franklin County will coordinate on designing an
appropriate evaluation of the School Based Probation Program. Juvenile Probation
will make available any relevant evaluation components developed for other entities.
7. The District and Franklin County Juvenile Probation staff agrees to cooperate
concerning students’ programs, assuming such cooperation occurs within
appropriate legal frameworks. Juvenile Probation Officer participation, as may be
relevant, in processes such as the Student Assistant Program (SAP) will be
encouraged. School Based Probation Officers will act as liaisons for the District and
the Probation Department to improve communication and coordination of services.
8. Franklin County warrants that all employees assigned to work in the Chambersburg
Area School District School-Based Probation Program shall be required to notify
the County if they are charged, or convicted, of any criminal activity or child abuse.
9. The requirement set forth in paragraph number 1 of this Agreement shall be provided,
in writing, to each employee assigned to the Chambersburg Area School District
School-Based Probation Program.
10. Franklin County agrees that it shall notify Chambersburg Area School District in
writing should any such employee be charged, or convicted, as mentioned above.
Term of Agreement
The term of this Agreement shall be for a period of one (1) school year, beginning on
August 19, 2026, and ending on or about June 1, 2027. This Agreement is contingent
on the availability of funds.
Payment Schedule
The Chambersburg School District agrees to provide Franklin County with $69,544.80
in two (2) equal installments of $34,772.40, payable upon receipt of invoice.
