HomeMy WebLinkAboutTIP Amendment 3 Franklin County Planning Department 272 North Second Street Chambersburg, PA 17201 Phone: 717-261-3855 Fax: 717-264-8667 Email: planning@franklincountypa.gov Notice of Review and Comment Period for Amendment of the 2023-2026 Transportation Improvement Program for Franklin County, Pennsylvania The Franklin County Metropolitan Planning Organization (FCMPO) is currently accepting public comment on a proposed amendment to the Federal Fiscal Year 2023-2026 Transportation Improvement Program (TIP). The TIP is the planning document that outlines the highway and transit projects programmed to receive federal funding for Franklin County. Details on the proposed amendments can be found on the MPO webpage at https://www.franklincountypa.gov/index.php?section=planning_fcmpo or by visiting the Franklin County Planning Department at 272 N. Second St., Chambersburg, PA 17201. The public comment period closes Wednesday, August 14th, 2024 at 4:30 PM. The FCMPO will be considering the amendment at their next regularly scheduled public meeting on August 15th at 10:00a.m. Written comments must be received by the close of the comment period to be included at the meeting. Comments may be sent by mail to Franklin County Planning Department, 272 N. Second Street, Chambersburg, PA 17201 or by email to planning@franklincountypa.gov. If you believe you have been denied participation opportunities, or otherwise discriminated against in relation to the programs or activities administered by these groups, you may file a complaint using the procedures provided in our complaint process document HOW TO READ THE TIP MODIFICATION REPORT The enclosed report identifies specific projects and provides details regarding the changes in funding that is being proposed on those projects. The following is an explanation of the items in this report: •"Project Title" provides the project title as it appears in MPMS •“MPMS” is the project identification number in the multi-modal project management system (MPMS). •“Ph” is the project phases that is being adjusted on that line. •“Prog" shows whether the funding on that row is indicative of funding levels before the change, after the change, or as the proposed change. •"Funds - Fed" indicates the type of federal funding being adjusted on that row. Funding abbreviations are as follows: NHPP - National Highway Performance Program STP - Surface Transportation Program BRIP - Bridge Improvement Program BOF - Bridge Off-System •"Funds - Sta." indicates the type of state funding being adjusted on that row. Funding abbreviations are as follows: 185 - State Bridge Construction 581 - Highway Construction, State Infrastructure, Etc. •The next four columns are the dollars as they are or would be programmed on the TIP for each project sorted by TIP year and source of funding as Federal, State, or Local. •"FFY 2027- FFY 2031" indicates funding that is being moved beyond the current 4- year TIP and is anticipated for programming in future TIP updates. •"Remarks" provides a brief description for the purpose of the amendment of each project or project phase • FFY 2023-2026 TIP MODIFICATIONS FORM Date: 8/6/2024 Page 1 of 2 Project Title MPMS Ph Prog Fed Sta.Fed.Sta.Loc.Fed.Sta.Loc.Fed.Sta.Loc.Fed.Sta.Loc. The ID is PA769. Remaining balances will be carried onto the 2025 Draft TIP. This project consists of a new Road overpass, Franklin County. Guilford Springs Road is a township road and the bridge over I-81 is a state-owned bridge. The estimated let date of this project is 6/26/2025. 93055 UTL Informed Coordinating Committee: 8/15/24 Informed Technical Committee: Amendment- Highway Funds FFY > Remarks 1 Decreasing the CON phase of I-81 New Interchange (Exit 12) for $1,820,215 in FFY 2024. This phase has been carried onto the 2025 Draft TIP. This project phase is fully funded on the 2025 Draft TIP. This project consists of a new interchange (Exit 12) on I-81 at Guilford Springs Road overpass, Franklin County. Guilford Springs Road is a township road and the bridge over I-81 is a state-owned bridge.
