• TIP/STIP Memorandum of Understanding – Motion to approve the Memorandum
introduced by Commissioner Ziobrowski, seconded by Commissioner Flannery,
motion passes unanimously.
• 2027-2030 Draft Transportation Improvement Program Adoption – Motion to adopt the
2027-2030 TIP introduced by Sharon Coffman, seconded by David Mackley, motion
passes unanimously.
• MPO Self-Certification – Quentin Clapper confirmed that the stipulations followed in the
document are those we currently follow. Motion to approve the self-certification
introduced by Commissioner Ziobrowski, seconded by Commissioner Horst, motion
passes unanimously.
b. 2025-2028 TIP Modifications – Humaira Nabeela gives a breakdown of the modifications
introduced for the 2025-2028 TIP, including modifications to microtransit funding to fiscally
support project timing. David Mackley indicates that the listed Exit 12 let date had said May
21st, but that actual let date was for July 16th.
VI. Partner Updates
a. Commute PA Update – Matt Boyer gives a breakdown of Commute PA activities in recent
months, including April’s Earth Day Earthapalooza, May being National Bike Month, promotion
for Bike Bash, and promotion for Skip the Pump event in July/August. Reports 225 new app
members and 10,000 new trips with 194,000 miles taken off road.
b. Rabbittransit Update – No updates, but Beth indicates that peak ridership has been increasing
over the last two years to new record-setting levels.
c. PennDOT Update – Jeff Puher provides current status for MPO projects. Carey Mullins adds
that the Annual Legislative Briefing between Franklin County and Adams County took place on
April 30th, and to contact Franklin County staff with any inquiry.
d. FHWA Update – No update.
e. State/Federal Legislative Update – Sue Fahnestock of Representative Joyce’s Office outlined that
the Housing and Urban Development Appropriations Committee, as well as the Transportation
Appropriations Committee met to determine funding, with a goal of having an appropriations
bill drafted by June 2026. Sue outlines that Representative Joyce continues to push for and
request federal funding, including for the ongoing Southgate project. The America 250 Act,
which would serve as a five-year transportation reauthorization bill is currently in the works to
determine funding and considerations. The Red Tape Act, which would serve to remove
duplication authorization for EPA projects, passed with bipartisan support.
f. Director’s Report – Quentin Clapper explained that the Planning Department is currently
issuing surveys for the Imagine Franklin 2035 Comprehensive Plan’s three-year implementation
plan conclusion, and that it is currently available on the Franklin County Planning website until
July 2nd. Quentin further explains that the Board of Commissioners has adopted the proposed
County ordinance regarding data centers, and that the Planning Department will work with
local municipalities to help develop their own ordinances/SALDOs.
g. Staff Report – Matthew Romero outlines that following passage of the 2027-2030 TIP at today’s
meeting, it will be submitted to PennDOT and FHWA for review and approval before enactment
on October 1st. An accompanying TIP-at-a-Glance document breaking down the new TIP is also
being finalized and will be available with the approved 2027-2030 TIP on the Franklin County
MPO website. Work is also continuing on the LRTP to gather regional data, with the first
Steering Committee meeting happening virtually on June 30th.

and PNDI expiration along with bat assessments. This project consists of a new interchange
(Exit 12) on I-81 at Guilford Springs Road overpass, Franklin County. Guilford Springs Road
is a township road and the bridge over I-81 is a state-owned bridge. This project has a current
estimated let date of July 16, 2026.

Project Scope This project consists of a bridge replacement on SR 0011 (West King Street)
over Norfolk Southern Railroad and other miscellaneous construction, all as indicated on the approved drawings included in the Bid Package for STATE
ROUTE 0011, SECTION 095, in FRANKLIN COUNTY, SOUTHAMPTON
TOWNSHIP and SHIPPENSBURG BOROUGH, from Segment 0540 Offset 3134
to Segment 0560 Offset 0111, for an overall project length of 1,164.00 linear
requested updates and relocation meetings. Tree trimming was performed
and aerial relocations are underway. Coordination with Norfolk Southern
Railroad is ongoing. Hopefully project will receive the green light to begin
construction in the coming weeks. Project is currently six months behind.
Project team is working diligently with Contractor to mitigate all potential delay costs.
Project Update • Utility relocations are complete.

Project Scope This project is for roadway widening, roundabout construction, ADA curb ramps, drainage improvements, stormwater management, lighting, and other
miscellaneous construction, all as indicated on the approved drawings
included in the Bid Package for STATE ROUTE 0997, SECTION 037, and for
STATE ROUTE 2015, SECTION 009, in FRANKLIN COUNTY, WASHINGTON
TOWNSHIP, from 800 feet south of SR 2015 (Orchard Road/Tomstown Road)
at Segment 0100 Offset 0098 to 1500 feet north of SR 2015 (Orchard
stage two sequence where it will remain for several months. Contractor is
currently placing concrete for curb islands and gutters. Roadway grading is
also taking place. Contractor working on subgrade, subbase and base course installation. No significant overruns or delays.
Project Update • Contractor is working diligently on constructing both
roundabouts. Each roundabout is about half finished.
• Approximately half of the concrete curb, sidewalk and splitter
islands are in place.
• Base and binder asphalt layers have been placed throughout portions of each roundabout.
• Temporary traffic signals are in place but will be removed in
the very near future as project is getting ready for the next stage.

Southbound from the Maryland State Line to Milepost 6, all as indicated on the approved drawings included in the Bid Package for STATE ROUTE 0081,
SECTION 099, in FRANKLIN COUNTY, ANTRIM TOWNSHIP, from Segment
0002 Offset 0000 and Segment 0003 Offset 0000 to Segment 0060 Offset
1831 and Segment 0061 Offset 1831, including adjacent interchange ramps SR 8001, SR 8003, and SR 8005, for an overall project length of 33,543.00
Previous Update Contractor has begun milling and paving operations on Interstate 81 North and South from Maryland State Line to mile marker 3. This pavement section
is the worst within project limits. Extensive full and partial depth concrete
repairs have been encountered southbound. Large quantity overruns will be
needed to repair concrete prior to placing asphalt binder course. Additional
quantity of asphalt binder course will also be needed due to unexpected
depths through superelevated sections. Project is on track to be finished by
original completion date but Project Team is working diligently with
Contractor to mitigate overruns and explore viable alternatives.
Project Update • Contractor continues milling and paving operations on
Interstate 81 North and South from Maryland State Line to mile marker 3.
• Extensive full and partial depth concrete repairs were
completed.
• Crews are working to place binder course followed by stone matrix asphalt wearing course.
• Contractor indicated they are ahead of schedule and expect to
finish project by the end of this year.

improvements, and guide rail replacement along with other miscellaneous construction, as indicated on the approved drawings included in the bid
package for STATE ROUTE 0075, SECTION 014, in FRANKLIN COUNTY,
MONTGOMERY TOWNSHIP and MERCERSBURG BOROUGH, from SR 0995,
Welsh Run Road at Segment 0070 Offset 0541 in Montgomery Township to Buchanan Trail W in Mercersburg Borough at Segment 0160 Offset 1427, for
project limits. A detour is in place during work hours. Contractor's start date
is yet to be determined pending completion of gas line work. Contractor has
indicated they may start work as early as late summer 2026 depending on their workload this season. No delays or overruns at this time.
Project Update • Columbia Gas completed their restrictive gas line work within
project limits.

0011, SECTION 125, in FRANKLIN COUNTY, CHAMBERSBURG BOROUGH and
GREENE, HAMILTON, & GUILFORD TOWNSHIPS, from Segment 0220 Offset
Existing cabinets at several intersections cannot be modified as shown on
plans due to outdated equipment. Project Team working through resolving
the matter and potentially updating several cabinets.
Project Update • Traffic signal controller cabinets that were added to the project are subject to an estimated manufacturer lead time of
eight to ten weeks.
• Contractor is working to complete all contract work that is not directly impacted by the added controller cabinets by the
contract completion date of July 28, 2026.
• Contractor submitted and was granted a time extension of 114 calendar days to procure and install controller cabinets.
This extension consists of 70 calendar days to accommodate
the ten week lead time for delivery of the controller cabinets, 14 calendar days for installation, and a 30-day operational test period following installation.
