AGENCY BUDGETS Line Item Details for: Franklin County Commissioners PERSONNEL Justification: Increase on County pay scale for attorneys in Public Defender's office: All attorneys in the public defender's office will be increased 1 grade on the County Pay scale, which will amount to a one time 5% increase for all current staff as well as increase the starting rate for new hires. Increase on County pay scale for Investigator in the Public Defender's office: The Investigator in the Public Defender's office will be increased 2 grades on the County pay scale, amounting to a 7% increase for current staff as well as increase the starting rate if new hire is needed to fill any vacancy. Retention Bonuses for attorneys in public defender's office: In addition to increasing the attorney wages on the County pay scale, $863 quarterly retention bonuses will be added during all 6 quarters of the grant. ----------------------------- 4/14/2025 Update: Adding another 6 quarters of bonuses to the grant, using the same calculations as above. This will be paid out of the additional funds that were offered. Adding Forensic Case Manager position. Calculated at midpoint of Grade 16 of the County Pay Scale. ----------------------------- 6/26/2025 Update: Wages: Adjusting to match projections and moving budget to support 2026 bonuses that were approved in PMR #3. -------------------------- 10/15/2025 Update: Adding personnel names to the two vacant Assistant Public Defender positions. -------------------------- 4/13/2026 Update: - Changing Wages/Benefits budgets to match actual expenses. Wage increase lines are no longer used, so they are being trued up to finalize budget. Also adjusting Forensic Case Manager and Retention Bonus lines to support needed funds through end of Supplemental Funding period (6/30/2027). - Adding line item for Temporary Paralegal. This individual will cover the full time paralegal in the Public Defender's office while she is on maternity leave. Franklin County uses an employment agency for temporary employees, which charges the County the employee's base rate + a 39% fee to cover their benefits.
