6.What Capacity Enhancement Area are you requesting funding for?
Improving the Neighbor Experience
7.The amount of funds requested: Largest Cart cost is around $3600.00. We would
be asking for half of that if the grant is 50% match.
8.Project Description: Describe the project you are requesting funding for:
a. Safety improvements for distribution site. Better temperature control of
delivered products, more visible and clear traffic control devices to reduce injury
and accident risk during mobile distribution, protection of food product during
inclement weather to reduce risk of delays or cancelation of distribution efforts.
9.Statement of Need: What are the key challenges or barriers your agency currently
faces in regard to serving neighbors? How will these funds assist in overcoming
these barriers?
a. The distribution site lacks industrial refrigeration facilities and is subject to
environmental temperature fluctuations. Food delivered must be maintained at
appropriate temperatures until distribution window closes. Better temperature
control tools such as freezer blankets designed to complete envelop pallets will
help maintain proper temperature of food items and reduce risk of spoilage and
waste. Weatherproof tarping will protect product that must be staged outside, not
under cover. The program has a high volume of participants. As of September 14,
2026, there are 473 households enrolled in the program. Mobile distribution is
facilitated through a drive through where distributions are loaded into participants
vehicles. High visibility signage such as stop and slow signs as well as traffic speed
control devices like speed bumps will increase safety and reduce accident and
injury risk, ensuring a better experience for participants and volunteers.
10.Commitment to Serving Neighbors: Highlight strengths or opportunities of your
organization. Include information about your distribution
(days/hours/frequency/client choice method).
a. Franklin County Military Share is a program offered to Veteran / Military
families. Franklin County is estimated to have 10,400 veteran’s living within the
county. Franklin County’s Military Share is operated by the County Veteran’s Affairs
office. The office provides a direct link to individuals served by the program and
allows for more immediate identification of those at risk for food insecurity in the
Veteran population, education on program requirements and direct enrollment in
the program. The county office also works in conjunction with other Human
Services Division agencies within the county. Through collaboration with these other
departments, veterans identified as at risk through these other agencies are
directed to the county VA office for cross department support. Through this process
additional veterans are assessed and offered enrollment in this program.
Additionally, Franklin County Veteran’s Affairs office participates in community
outreach and information events where further education can occur with the target
group of participants. Distribution at the site takes place on the first Thursday and
second Tuesday of each month from 10am – 12pm. Participants are provided a
schedule of distribution dates at enrollment and provided email reminders of
upcoming distribution dates. Arrival and pickup rate for participants is at 90% in the
past 6 months. Participants are asked to notify the office a week prior to distribution
if they know they will not be able to make their pick-up as to reduce food waste and
overordering.
11.Impact: How will this grant improve your ability to serve neighbors?
a. This grant will allow the site to make broad improvements, impacting
safety of distribution. A distribution site with a decreased risk assessment provides
for a more enjoyable experience, better quality of food and protects participants and
volunteers from the potential of injury or illness.
12.Capacity: Do you have the necessary space, utilities, and infrastructure to
implement and sustain this request?
a. Franklin County Military Share has space reserved to store purchased
safety items. A space has been reserved within a county building for storage of these
supplies. There are no concerns about the ability to implement this request. A
portion of the monies requested will be utilized to procure additional shelving to
store these items.
13.Project Budget: Have you identified any other sources of funding for the
remaining cost?
a. Block Grant funds allocated to Military Share
b. Donations to the Franklin County Veterans Affairs Outreach Fund.
14.Sustainability: Describe the overall financial sustainability of your organization.
How do you ensure your organization is sustainable for future needs of the
community?
a. The organization is a county run entity required under PA Consolidated
Statutes. Funds for the Military Food Share Program are allocated through grants
and community donations.
