The Scope of Services, Schedule and Compensation for this project are based on information included with the request. GENERAL PROJECT DESCRIPTION Franklin County owns 14 “Small Bridges” located throughout the County. A “Small Bridge” is defined as a bridge that has a span length of 8 to 20 feet. PennDOT has determined that a 4-year (48 months) inspection cycle is an appropriate routine bridge inspection cycle for bridges in this category. The County bridges of this category were last inspected in 2020 by C.S. Davidson, Inc. Therefore, based on the appropriate inspection frequency for these bridges, inspections are needed. HRG is providing the following scope of service for the 2026 inspection cycle. As part of these inspections, PennDOT also recommends that all bridges be entered into the PennDOT Bridge Management System 3 (BMS3) with an accompanying load rating analysis. Accordingly, any bridge not having a current load rating analysis should have one completed. Our policy is to render invoices monthly based on the Units completed. COMPLETION The CLIENT and HRG agree that they will endeavor to complete the outlined services within 4 months of receipt of your execution of this AGREEMENT. AUTHORIZATION We have developed this AGREEMENT specifically with your project needs in mind. To execute this AGREEMENT and indicate your acceptance of these terms, and authorize the work to begin, please sign the CLIENT acceptance below and return a copy to our office. This AGREEMENT and all attachments constitute an offer to enter into a contract with you. By having an authorized individual execute this AGREEMENT, you agree that you have read and understand this proposed AGREEMENT and all of its attached Exhibits and that you agree to all of the terms. This AGREEMENT shall remain open and may be accepted by the CLIENT for thirty (30) days from the above date. Acceptance of the AGREEMENT after the end of the 30-day period shall be valid only if HRG elects, in writing, to reaffirm the AGREEMENT and waive its right to reevaluate and resubmit the AGREEMENT. Franklin County 2026 Inspections of Small Bridges August 31, 2026 Page 4 of 5 EXHIBIT 1 SCOPE OF SERVICES In order to meet your needs as outlined in the above paragraph, HRG proposes the following scope of services: Phase 1 – Bridge Inspection PennDOT Coordination – HRG will coordinate with PennDOT to determine which bridges are currently in their Bridge Management System 3 (BMS3), if any. For any bridge identified that was not in BMS3, a new bridge structure form will be completed and submitted to PennDOT. This is required to enter the bridge inspection data into PennDOT’s BMS3. Bridge Inspection – HRG will conduct bridge inspections in accordance with National Bridge Inspection Standards (NBIS) and PennDOT Publication 238. The inspection will be performed by a Certified Bridge Safety Inspector meeting the requirements of a Team Leader and a team member A Team Leader from HRG will assist a team member from Franklin County. The inspectors will provide a condition assessment of all components of the structure in accordance with PennDOT Publication 100A. Soundings will be performed at each waterway opening. During the inspection, the inspectors will also take limited measurements for any bridge that does not have existing plans. HRG will collect the field data utilizing PennDOT’s forms and upload this data to the BMS3 system following the inspection. Location Map – Frankling County will create a location map for each bridge utilizing the location map generated by BMS3. This map will be included in the inspection report. Plan, Elevation & Typical Section – Since this is a small bridge report generated in BMS3, the plan, elevation and typical section will not be included in the report. Inspection Report – Franklin County will create an inspection report for each of the structures. The report will be generated through BMS3. The report will also include a location map, BMS3 inspection data, color photographs, , and any other required supporting data. HRG will review the report and provide any comments to Franklin County to address. The report will be sealed by a Professional Engineer registered in the State of Pennsylvania. Once the report is complete, it will be uploaded to PennDOT’s BMS3 system and provided to the bridge owner. Phase 2 – Load Rating Analysis For any bridge that has plans available or that sufficient field information can be obtained, an analysis rating will be performed if one does not exist or if the current one is not up to date. PennDOT’s Bridge Analysis and Rating (BAR7) will be utilized to perform the load rating analysis. For proposal purposes it is assumed that six (6) of the bridges will utilize this option. Franklin County 2026 Inspections of Small Bridges August 31, 2026 Page 5 of 5 Phase 3 – Engineering Judgement Rating If sufficient information is not available to perform a load rating analysis, PennDOT Publication 238 requirements will be utilized to provide an engineering judgement for the load rating capacity. For proposal purposes, it is assumed that 14 of the bridges will utilize this option.
