TUESDAY, OCTOBER 26, 2010
The Franklin County Commissioners met Tuesday, October 26, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to amend the agenda to include an executive session to discuss
personnel and real estate matters.
Mr. Bill Landis from Mercersburg wants to know why the Commissioners have
not addressed questions about the facilities project from the start? Commissioner Keller
responded that a lot of questions have been addressed throughout process and will
address every single question. A lot of input received from public and will continue to
receive from public. Solution will be developed through public input and will be
presented in public. Mr. Landis asked if there was a cost analysis done on night court?
Commissioner Keller said that a formal cost study has not been done. Board has said in
past that night court solution, holding court or second shift is a very personnel intense
process but when said and done, facility would be inadequate and would not make
sense to engage in night court. Commissioner Thomas said that there have been
accusations made but there has not been anything that has happened that has not been
in this meeting room. Headlines in paper try to steer away and make controversy. Mr.
Landis said he has been on street talking and do find supporters and find those
opposed. One supporter on radio project said that Public Opinion twisted the facts.
Why not put on website so facts don’t get twisted and he can make an informed
decision.
The minutes of October 19, 2010 and October 21, 2010 meetings were read.
These will be approved Thursday, October 28, 2010.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, October 28, 2010.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
to enter an executive session at 9:22 a.m. this date for the
unanimously approved
purpose to review Personnel and Real Estate matters. The Board reconvened into
regular session at 9:56 a.m.
The Board of Assessment and Revision of Taxes met to hear tax assessment
appeals.
The meeting was adjourned at 12:55 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
