THURSDAY, DECEMBER 23, 2010
The Franklin County Commissioners met Thursday, December 23, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of December 14, 2010 and December 16, 2010
meetings and including September 23, 2010 and October 26, 2010 minutes that were
under review.
The Board reviewed Courts matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and Kristen Hamilton to provide legal services for juveniles involved
in the delinquency process at a cost of $71,000.00 for the period of January 1, 2011
through December 31, 2011. This is being paid for through the PCCD ARRA Juvenile
Defense Capacity Building Grant.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Quarterly Report to the Housing and Urban Development
through the PA Department of Community and Economic Development for the
Homelessness Prevention and Rapid Re-Housing Program for the period of October 1,
2009 through September 30, 2011.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Agreement between the County of Franklin and Capital Blue
Cross for employee insurance coverage for Retiree Drug Subsidy for the period of
January 1, 2011 through December 31, 2011.
The Board reviewed additional Human Resources matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Agreement between the County of Franklin and
County Commissioners Association of Pennsylvania Health Alliance for the County to
participate in the Health Alliance Pilot Program being developed by CCAP for a new
permanent group health program and certain option ancillary benefits program that is
expected to become available to its members in July 2011.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Agreement between the County of Franklin and Cumberland
Valley Rental for biweekly cleaning of floor mats in the Commissioners Complex Building
at an annual cost of 568.00 for the period of January 1, 2011 through December 31,
2011.

In accordance with PA Act 14 notification, BJC notified the County of a
Pennsylvania Department of Environmental Protection NPDES Renewal Permit being
applied by Deerwood Community Homeowners Association for property located in
Montgomery Township.
In accordance with PA Act 67, 68 & 127 notifications, Team Ag Inc. notified the
County of a Pennsylvania Department of Environmental Protection NPDES Permit being
applied by New Hope Sow Farm for a proposed sow facility expansion located in Fannett
Township.
In accordance with PA Act 67, 68 & 127 notifications, Manitowoc Crane Group
notified the County of a Pennsylvania Department of Environmental Protection Synthetic
Minor Operating Permit being applied by Grove Worldwide, U.S. L.L.C. for its Synthetic
Minor Operating Permit for chrome plating facility located in Quincy Township.
Dr. Barry Parks, Nursing Home Administrator, Mary Kimmel, Finance
Manager and Alma Cullers, Director of Nursing met with the Board to review the
Falling Spring Nursing and Rehabilitation Center Governing Board Report which is
attached and made a part of these minutes.
Commissioner Keller announced that Commissioner Ziobrowski has an
announcement about meeting times for 2011. Commissioner Ziobrowski explained
that due to some early morning meetings the Board attends and have to leave early
he is recommending the Board start their meeting times at 9:30 a.m. instead of 9:00
a.m. Commissioner Thomas has some reservations about this but ok to change.
On
a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved the change and start the Board meetings at 9:30 a.m. beginning on January
18, 2011.
The meeting was adjourned at 10:05 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
