HomeMy WebLinkAbout2011-01-04 Commissioner Minutes TUESDAY, JANUARY 4, 2011 The Franklin County Commissioners met Tuesday, January 4, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Bill Landis provided public comment and wanted to correct something he said yesterday about the website being like a telephone directory. There has been much improvement to the website and wanted to clarify and thanked the Board for this. Mr. Landis would also like his questions that he emailed to the Board answered – continuation of the question raised by Mr. Hook concerning the 5 million budget, popular report that’s on the website with budget numbers and will the current budget be posted monthly? The Board will take under advisement posting the monthly budget on the web and Ms. Beckner will provide an update on the question concerning the 5 million budget. Allen Piper provided public comment and asks the Board to scrutinize the budget more closely due to possible cuts coming from Federal and State level. Mr. Piper would like fiscal responsibility and transparency 100% and want the people of this area to know what the Board is doing. The minutes of December 28, 2010 and December 30, 2010 meetings were read. These will be approved Thursday, January 6, 2011. The Board reviewed Agreements and Contracts. These will be approved Thursday, January 6, 2011. Teresa Beckner, Fiscal Director was present to request approval from the Board to have PFM begin the process of asking for proposals from banks to refinance the 2002 bond issue. Initially PFM proposed a bond issue with an internet purchase option. Recently bonds rates have increased and PFM is now recommending issuing a bid for a bank loan. They have had more success recently on interest rates and overall costs by doing a bank note. The Board agreed to have PFM start the process but asks them to keep an eye on the bond market.
