THURSDAY, FEBRUARY 10, 2011
The Franklin County Commissioners met Thursday, February 10, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of February 1, 2011 and February 3, 2011 meetings.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Proposal from Noelker
and Hull Associates, Inc. to provide Phase I: Schematic design at a cost not to exceed
$17,500.00 for time and materials and Phase II: construction documents through
construction administration services at a cost not to exceed 7.5% of construction costs.
The Phase I fees will be applied to Phase II costs.
The Board reviewed Day Reporting Center matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Proposal from NAC Divisions to install access control system in
DRC building at a cost of $3,982.00.
The Board reviewed Department of Emergency Services matters. On a motion
by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Agreement between the County of Franklin and Kuhn’s Radio Communications, LLC to
provide maintenance on the Eventide Recorder and VOIP System for 911 center at a
cost of $10,500.00 for the period of March 12, 2011 through March 11, 2012.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Amendment to the
Contract dated June 26, 2008 between the County of Franklin and Franklin/Fulton
Mental Health Association to provide peer support services/counseling under Jail
Diversion to extend the agreement to December 31, 2011 and the maximum
encumbrance for this amendment is $28,356.00. All other terms of the agreement shall
remain unchanged.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment
in the amount of $50,000.00 to appropriate additional funds under the wireless program
off-set by additional revenue. No additional County funds required.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Amendment to the Agreement between the County of Franklin
and Capital Blue Cross for administrative services for the Retiree Drug Subsidy for the
period of January 1, 2011 through December 31, 2011.

The Board reviewed Liquid Fuels matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Report of Liquid Fuels
Tax Fund to Pennsylvania Department of Transportation for the year 2010.
The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and Franklin Shopper to advertise in the Golden Years Gazette every
other month at a cost of $258.43 for the period of February 1, 2011 through December
31, 2011.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and Creative Recycling to provide free electronic recycling for the

County on April 30 in Washington Township for the period of February 1, 2011 through
May 1, 2011.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and WITF Central PA Magazine for advertising in the Central PA
Magazine in February, March, April, June and August at a cost of $3,462.00 for the
period of February 10, 2011 through September 30, 2011
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and WITF 89.5 for advertising on WITF89.5 to promote Live & Learn
weekends, Civil War 150 events and events in Franklin County at a cost of $1,000.00 for
the period of February 10, 2011 through December 31 2011.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and Peak Season for advertising in the Spring/Summer edition of
PeakSeason Magazine at a cost of $625.00 for the period of February 10, 2011 through
August 1, 2011
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and Getaways on Display to distribute tourism information to AAA
Consumers in Pennsylvania and New Jersey in an amount not to exceed $3,361.00 for
the period of February 10, 2011 through January 31, 2012.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and Getaways on Display to distribute tourism information to Mid-
Atlantic Travel Consumers in Pennsylvania, New Jersey, Virginia, Maryland and
Delaware for an amount not to exceed $2,592.00 for the period of February 10, 2011
through January 31, 2012.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the
County of Franklin and PA on Display, PA State Tourism Distribution to distribute
tourism information within the state at an amount not to exceed $3,600.00 for the period
of February 10, 2011 through July 31, 2011.
In accordance with PA Act 14, 67, 68 and 127 notifications, Pennoni Associates,
Inc. notified the County of Pennsylvania Department of Environmental Protection
General Permit II Application being applied for a bridge replacement over Raccoon
Creek in Guilford Township.

In accordance with PA Act 14, 67, 68 and 127 notifications, Glace Associates,
Inc. notified the County of Pennsylvania Department of Environmental Protection
NPDES Permit Application being applied by Winter Greenes Joint Venture, LLC for
construction of new sanitary sewer package treatment facility in Montgomery Township.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved Resolution #2011-04 to appoint Louis Gregorio and Mark
Johnston to the Southcentral Workforce Investment Board for terms to expire on
September 30, 2013.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved Resolution #2011-03 to appoint Commissioner Robert G. Ziobrowski as the
Franklin County Representative to the SouthCentral LEO. Commissioner Ziobrowski
abstained from voting.
Dan Wolf, Planner was present to conduct a public hearing for the 2011
Community Development Block Grant (C.D.B.G.) Applications. The Pennsylvania
Department of Community and Economic Development (DCED) have not released the
CDBG allocation for 2011. Six organizations submitted applications requesting a total of
$1,140,000.00. The Franklin County Planning Office will provide their
recommendations to the Board at the final public hearing to be held on Tuesday, March
3, 2011 at 10:00 a.m. This meeting may need to be rescheduled if DCED delays their
announcement of funding amount from Housing and Urban Development.
Richard Wynn, Human Services Administrator and Becky Greenawalt, Drug and
Alcohol Director met with the Board to show a presentation on the Save a Life Tour that
will be conducted at schools in Franklin and Fulton County this month to show
adolescent drivers the affects of drinking and driving.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:55 a.m. this date for the
purpose to review Martin and Diana Weller vs. Board of Assessment matters. The
Board reconvened into regular session at 11:03 a.m.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the stipulation between the County Board of Assessment and
Martin and Diana Weller to reduce the residential property assessment to $2,850.00 due
to the mobile home is not being used, lived in or hooked up to utilities.
The meeting was adjourned at 11:05 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
