HomeMy WebLinkAbout2011-03-08 Commissioner Minutes TUESDAY, MARCH 8, 2011 The Franklin County Commissioners met Tuesday, March 8, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. Commissioner Keller announced it was suggested at the last meeting that the Board consider posting county contract information ahead of meetings, similar to the way the agenda is published now on the County website. Commissioner Thomas agreed with this approach and requested salary board actions and correspondence be included. John Hart responded this will require more information from managers and will use technology that have in place to implement. The Board was in consensus and directed staff to develop a plan to provide more detailed contract information and items requiring board action on the county’s web site. The minutes of March 1, 2011 and March 3, 2011 meetings were read. These will be approved Thursday, March 10, 2011. The Board reviewed Agreements and Contracts. The Board had questions about the Rhodes Grove contract, Act 44 Tax Fund report and Mr. Hart provided more information on these items. Commissioner Keller would like someone from the Sheriff’s office to come in on Thursday to present their justification of buying a transport van. The contracts will be approved Thursday, March 10, 2011. Mary Beth Shank, Solicitor met with the Board and asked them to consider a contract with Abigail Salawage, Esquire to provide solicitor services while Hannah Herman Snyder is on leave. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the contract between the County of Franklin and Abigail Salawage for an hourly rate of $150.00 and will not exceed 50 hours effective February 1, 2011. Ms. Shank also asked to go into an executive session to discuss the appeal of Quincy United Methodist Home which the Board will be asked to consider taking action after the Executive Session. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 10:16 a.m. this date for the purpose to review an assessment appeal matter. The Board reconvened into regular session at 10:25 a.m. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to authorize Mary Beth Shank to enter into an agreement with Quincy United Methodist Home parcel #19-L12-52T and 19-L-12-79, Waynesboro School District and Quincy Township. The County will refund Quincy United Methodist Home for County taxes paid in 2010 by giving a credit on taxes in 2011 and 2012.
