THURSDAY, MARCH 10, 2011
The Franklin County Commissioners met Thursday, March 10, 2011, with the following
members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded
with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved the minutes of March 1, 2011 meeting.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously approved
the minutes of March 3, 2011 meeting. Commissioner Ziobrowski abstained from voting.
Randy Stroble, Chief Deputy, Sheriff’s Office was present and provided detail related to
a request to purchase a Transport Van at a cost of $37,859.69. Funds were appropriated in the
2011 Sheriff’s budget to replace two vehicles. This purchase will result in the purchase of only
one vehicle due to the ability to separate male and female inmates, capacity to transport 10
inmates at one time and provide means to separate high security inmates. The purchase price
includes an insert which facilitates the separation of these mates. Currently multiple trips are
required to and from the jail and court house due to the inability to separate inmates. The
department has lost the service of one vehicle. This vehicle requires major repairs and has
approximately 250,000 mile. This van will meet the department’s needs by accommodating
transfers of females and males at the same time. This vehicle will ease manpower needs by
reducing the number of transport trips. The Board agrees that this is a justifiable purchase.
John Hart, Chief Clerk/County Administrator explained the need for an emergency
resolution for purchase of four surveillance monitors in the booking center at the jail. These
monitors burned out unexpectedly ahead of the jail’s replacement schedule. Recently four
replacement monitors were purchased for central control and this purchase will exceed the
$4,000 bid limit requiring a solicitation of quotes. The replacement of these monitors is time
sensitive as they are part of the security system. This system is essential for the health, safety
and welfare of county employees and inmates. This resolution will exempt this purchase from
the bidding requirements as set forth in the County Code.
The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Contract between the County of
Franklin and David C. Wertime to provide contracted attorney services at a cost of $4,297.00 for
the period of January 1, 2011 through December 31, 2011.
The Board reviewed FSNRC matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the
Agreement between the County of Franklin and Highmark Blue Shield to provide payment for
outpatient rehabilitation services for FSNRC residents at no cost to the County, effective March
10, 2011 and can be terminated by either party with 60 days written notice.

The Board reviewed Human Resource matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Delegation of Signatory Authority
to include the Board of Commissioners, Tiffany Bloyer, Charles Martin, III, Lisa Thomas and
Richard Wynn as signatory authority for the State Civil Service Commission.
The Board reviewed Human Services matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Quote from Rhodes Grove to
provide catering and a facility for Human Service Training Days for 200 participants, 2 day
training in October at a cost of $8,400.00. Three quotes were requested and this was the
lowest qualified quote.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin
and Gerald Johnson to provide onsite barbering services at the jail at a cost of $10.00 per
haircut and $15.00 for both beard and haircut for the period of January 1, 2011 through
December 31, 2011 and will automatically renew for a one year period. The inmates will
reimburse the County for these services.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Quote from NAC Divisions to
replace four monitors for security at a cost of $2,137.00.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved Emergency Resolution #2011-06, which is
attached and made a part of these minutes for the purpose of replacing security monitors that
have failed and need replaced as soon as possible to ensure that security and communication
continues at the Jail so that employees and inmates remain safe.
The Board reviewed Liquid Fuels matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the Report of Franklin County Liquid Fuels Act
44 Tax Fund to PA Department of Transportation for the year 2010.
The Board reviewed MH/MR matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved the Proposal from Rodney Knoll Construction to
provide bathroom modification to an MR client to make shower wheelchair accessible at a cost
of $5,524.00. Three quotes were requested and this was the lowest qualified quote.
The Board reviewed Sheriff matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved the Purchase of a Ford E350 Prison Transport
Van from New Holland Auto Group at a cost of $37,859.69. This company is on the Co-Stars
State Contract listing. Three quotes were requested and this was the lowest qualified quote.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Quote from Main Line
Broadcasting/Mix 95 for the Visitors Bureau to be a sponsor during the morning news on Mix 95
on Wednesdays at a cost of $3,325.00 for the period of March 10, 2011 through October 31,
2011.
In accordance with PA Act 14 notification, Pennsylvania Game Commission notified the
County of a Pennsylvania Department of Environmental Protection Chapter 105 General Permit
to replace two existing 24-inch corrugated metal pipe culverts with a 48-inch polyethylene pipe
culvert on property located in Warren Township.

In accordance with PA Acts 67 and 68 notifications, Martin and Martin, Inc. notified the
County of a Pennsylvania Department of Environmental Protection Renewal NPDES Permit
Renewal Application being applied by IESI PA Blue Ridge Landfill located in Greene Township.
Robert Harris, Veterans Affairs Director met with the Board to provide an update on
county veterans’ needs and services, and the results of advocacy services by his office.
The Board requested the Fiscal Director, Human Services Administrator and Emergency
Services Director to be present at today’s meeting to provide a brief overview of the State’s
budget and how it may affect County programs. John Hart, Chief Clerk/ County Administrator,
explained staff is continuing to review the budget and everyday more information is being
released from County Commissioners Association of PA and Federal Emergency Management
Agency. The County has been planning for reductions in federal and state funding for the past
three years and the county is positioned well for these reductions..
Teresa Beckner, Fiscal Director is continuing to review the budget which is 1,184 pages.
The County fared better than anticipated and Human Services did much better than expected.
Ms. Beckner provided the increases or decreases that she is aware of at this point. The
Governor’s budget eliminates over 1,500 positions in the State and we may feel the affect
because will take longer to get answers or information to do our jobs.
Richard Wynn, Human Services Administrator believes the County dodged a bullet in
Human Services and these services have been preparing for budget reductions for the past
three years. If this budget is passed it will allow the County to continue to serve people that are
currently receiving services.. Human Services Development Fund will be eliminated and Mr.
Wynn explained the increases or decreases for each department affected.
David Donohue, Emergency Services Director, explained that DES has been working
with partners in fire departments and law enforcement to reduce the impact of State cuts. Mr.
Donohue advised there is a reduction in prevention services and emergency trainings, however,
DES is ahead of the curve by developing a plan to help local emergency services with these
reductions by providing free training at a local college and providing some trainings in house.
The meeting was adjourned at 11:10 a.m. with a motion by Robert L. Thomas; seconded
by Robert G. Ziobrowski.
