THURSDAY, MARCH 17, 2011
The Franklin County Commissioners met Thursday, March 17, 2011, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, and the Pledge of
Allegiance proceeded with the business of the day.
Commissioner Thomas announced that Commissioner Keller has an outside
obligation so will not attend the meeting today.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Larry Funk from Greencastle provided public comment and questioned the 2%
raise the Board is giving to attorney firms. He stated for all attorneys to receive a 2% it
appears this action was predetermined. Commissioner Thomas responded that will
discuss during contract discussion.
Bill Landis from Mercersburg provided public comment and supports what Mr.
Funk said and believes County has an obligation to reflect on proposition that many
have not received an increase. The Board should try to be more considerate when
weighing all components of the County.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of March 8, 2011 and March 10, 2011 meetings.
John Hart, Chief Clerk/County Administrator explained the attorney’s received
the same increase the elected officials received for 2011 which is standard practice.
With no increase in 2010 the 2% represents a 1% increase for the each year 2010 and
2011.
The Board reviewed Commissioners’ Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2011 Budget
Adjustment in the amount of $79,750.00 to cover architect and engineering costs
associated with analysis of existing county buildings and schematic design. This action
uses general fund reserves as source for capital projects.
The Board reviewed Controller matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the renewal contract
between the County and William F. Kaminski to provide contracted attorney services for
advice on legal matters pertaining to the Controller’s Office at a cost of $11,633.00 for
the period of January 1, 2011 through December 31, 2011. This is a two percent
increase over last year’s rates.
The Board reviewed Election matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Performance Bond/Irrevocable Letter of Credit Amendment Letter
from Susquehanna Bank to extend the Letter of Credit to May 3, 2012 for Zody’s Moving
& Storage, Inc. who provided delivery of election equipment for the County for the
Primary and Municipal or General Elections since 2006.

The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2011 Budget Adjustment
in the amount of $38,600.00 to allocate funds for issuance costs related to refinance of
2002 bond and pay for bond counsel. No additional County funds required.
The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from
at a cost of $6,695.00
Digital Sunrise to provide netgear ready NAS network storage due

The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Renewal
Annual Maintenance Agreement between the County of Franklin and BIGWireless, LLC
to provide annual maintenance of all wireless equipment, cable and connectors which
involves visits to each location and an inspection of the wireless installation at each site

Prothonotary matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the renewal contract
between the County and Clinton T. Barkdoll to provide contracted attorney services for
advice on legal matters pertaining to the Prothonotary Office at a cost of $1,776.00 for
the period of January 1, 2011 through December 31, 2011. This is a two percent
increase over last year’s rates.
The Board reviewed Recorder of Deeds matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal
contract between the County and Richard K. Hoskinson to provide contracted attorney
services for advice on legal matters pertaining to the Recorder of Deeds Office at a cost
of $2,238.00 for the period of January 1, 2011 through December 31, 2011. This is a two
percent increase over last year’s rates.
The Board reviewed Register of Wills Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal
contract between the County and Richard K. Hoskinson to provide contracted attorney
services for advice on legal matters pertaining to the Register of Wills Office at a cost of
$2,238.00 for the period of January 1, 2011 through December 31, 2011. This is a two
percent increase over last year’s rates.
The Board reviewed Sheriff matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2011 Budget transfer in
the amount of $37,860.00 for the purchase of the Prison Transport Van approved by the
Board on March 10, 2011. These funds were approved in the 2011 budget and placed
into contingency.
The Board reviewed additional Sheriff matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the renewal
contract between the County and Redding Law Office, LLP to provide contracted
attorney services for advice on legal matters pertaining to the Sheriff’s Office at a cost of
$13,621.00 for the period of January 1, 2011 through December 31, 2011. This is a two
percent increase over last year’s rates.

The Board reviewed Treasurer matters.On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the renewal contract
between the County and Clinton Barkdoll to provide contracted attorney services for
advice on legal matters pertaining to the Treasurer’s Office at a cost of $1,576.00 for the
period of January 1, 2011 through December 31, 2011. This is a two percent increase
over last year’s rates.
The Board reviewed Visitor’s Bureau matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the new contract
between the County of Franklin and Eslinger Lighting, Inc. to create a laser light during

150 Civil War Commemoration - Burning of Chambersburg on April 16 during a light
show, involving no pyrotechnics at a cost of $9,500.00 for the period of March 17, 2011
through April 18, 2011. Requests for quotes were requested and the following bidders
responded: Eslinger Lighting, Inc. at $9,500.00, Spirelighing Design at $14,057.40 and
Phantom Shadow Entertainment is not able to provide requested equipment. Eslinger
Lighting, Inc. was the lowest qualified quote.
Teresa Beckner, Fiscal Director met with the Board to discuss the following
items: Year to date expenditures and revenues through January 2011. Ms. Beckner
explained that still waiting on final figures for 2010 and hope to have updated information
by April.
The public in attendance had questions about the budget and concerns about the
2% increase for attorneys and employees. Commissioner Ziobrowski responded that in
a competitive market and employees will leave to go to other counties and it makes no
sense to train employees who will leave for more money elsewhere. Experienced
employees are critical and have to take care of them.
The meeting was adjourned at 10:32 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
