THURSDAY, MARCH 24, 2011
The Franklin County Commissioners met Thursday, March 24, 2011, with the
following members present: David S. Keller and Robert L. Thomas. Chairman Keller
presided and after calling the meeting to order, and the Pledge of Allegiance proceeded
with the business of the day.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to adopt the agenda. Commissioner Keller announced that Commissioner
Ziobrowski is attending a Workforce Investment Board meeting today and will not be
present.
There was no public comment.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of March 15, 2011 and March 17, 2011 meetings.
The Board reviewed Clerk of Courts matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the 2011 Budget Transfer in the
amount of $25,000.00 to purchase a scanner, 2 receipt writers, 3 computers, 3 printers,
4 flat screens, and wiring work required for the operation of Landex software that allows
scanning and digitizing information of Orphans Court documents. This transfer is
needed to reimburse the County from the Clerk of Courts Automation Account.
The Board reviewed Day Reporting Center matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Quote between the
County of Franklin and Century Link to provide internet service for DRC staff computers
at a total cost of $3,778.20 for the period of March 14, 2011 through March 13, 2014.
This change was needed due to current provider dropped services several times per day
and documents or emails were lost and had to be redone.
The Board reviewed Department of Emergency Services matters. On a motion
by Robert L. Thomas, seconded by David S. Keller; unanimously approved the Grant
Agreement between the County of Franklin and Pennsylvania Emergency Management
Agency for the U.S. Department of Homeland Security 2008 Citizen Corps Program for a
grant in the amount of $14,875.00 for the period of September 1, 2008 through August
31, 2011. The grant will be used to conduct public education trainings to assist in being
prepared in an emergency crisis.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Contract between the County of
Franklin and Zelenkofske Axelrod, LLC to extend audit services for the County for the
years ending December 31, 2011 at a cost of $104,130.00; December 31, 2012, at a
cost of $104,130.00; December 31, 2013 at a cost of 106,220.00 and December 31,
2014 at a cost of $108,340.00. The fees for years 2011 and 2012 will remain the same
as 2010 and each year thereafter will include a 2% inflationary increase.

The Board reviewed Mental Health Department matters. On a motion by Robert
L. Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Annual Program Report (APR) to Housing and Urban Development
for HUD 2 Franklin/Fulton County Homeless Assistance Project that provides mental
health housing in scattered site apartments with supportive services for the year 2010.
The Board reviewed MH/MR/EI matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Contract between the County of
Franklin and Kegerreis Outdoor Advertising, Inc. to provide digital billboard advertising
on Route 30 for one month to advertise March as Developmental Disabilities Awareness
Month at a cost of $270.00.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Contract between the County of Franklin and Chambersburg
Waste Paper Company to provide recycling pickup services of cardboard, plastic and
bottles at the Courthouse, Courthouse Annex and Commissioners Complex at a cost of
$39.00 per month for the period of May 1, 2011 through December 31, 2011. This is a
savings of $952.00 over current contract with another vendor.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Contract between the County of
Franklin and Scott Hershberger to perform public relations services for the Visitors
Bureau at a cost not to exceed $37,024.00 for the period of March 29, 2011 through
March 29, 2012. This service was bid and awarded by the Board on March 3, 2011.
In accordance with PA Acts 67, 68 and 127 notifications, Curfman & Zullinger
Surveying, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit being applied by Dennis K. Rife to create an agricultural
chicken housing facility on land located in Antrim Township.
In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit being applied by Chambersburg First Church of God for
construction of extra parking at existing site located in Greene Township.
In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer and
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit being applied by Ronald Martin for a residential subdivision
located in Washington Township.
The Board reviewed Transportation matters and conducted a bid opening for
Sale of Three Cutaway Transportation Vehicles. The following bidders submitted bids:
Randy Jones bid on vehicle #1 at $1,700, vehicle #2 at $1,300 and vehicle #3 at $1,100;
Life Lutheran Services bid on vehicle #1 at $1,999.99, vehicle #2 at $1,999.99 and no
bid on vehicle #3; EZ Does It Tree Service bid on vehicle #1 at $751.20 an no bids on
the other vehicles; Kenneth Ebersole bid on vehicle #2 at $1,300 and vehicle #3 at
$800.00. Staff will review and provide a recommendation. The Board will award or
reject the bids on Tuesday, March 29, 2011 at 2:20 p.m.

Dan Hoover, Chief Probation Officer provided a presentation on Adult Probation
and updated the Board on programs and how they affect the County. Since 2008
Evidence Based Practice Supervision has been a great success to the County and has
reduced costs since it costs $65 a day to house an inmate at the Jail and Probation
costs $2 a day. In 2004 re-arrest rate was 46% and in 2010 re-arrest rate was 24%.
Offenders are getting the training and treatment they need now before major crimes are
committed because of the Evidence Based Practice Supervision program. In the process
of doing a three year and six year lookout for active and past offenders to look long term
down the road. Due to Payment Division/Collections changes, collections were
increased by $655,000 in 2010. After a question and answer period with attendees and
Board of Commissioners Mr. Hoover concluded that funding for Adult Probation is
prudently spent and a wise investment in personnel and programs. The numbers are
clear that helping people get their lives back on track.
The Board met with the Human Resources Director, Human Resources
Associate, MH/MR Administrator and the Controller for Salary Board matters.
The meeting was adjourned at 10:45 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.
FRANKLIN COUNTY COMMISSIONERS
