TUESDAY, MARCH 29, 2011
The Franklin County Commissioners met Tuesday, March 29, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Jay Lightfoot from Chambersburg provided public comment and asked if there
was a conclusion to the renovations for this building or estimates completed? John Hart
responded that staff is working on several options and reviewing with users of the
courthouse to be sure needs are met. Also continuing to work with Noelker and Hull for
estimates and will bring to the Board in a few weeks.
The minutes of March 22, 2011 and March 24, 2011 meetings were read. These
will be approved Thursday, March 31, 2011.
The Board reviewed Agreements and Contracts. The Board had questions about
the Coroner Solicitor contract and the Court Administration budget transfer and Mr. Hart
provided more information on these items but more details are needed and will be
provided for Thursday’s meeting. These will be approved Thursday, March 31, 2011.
The Board reviewed Election matters and conducted a bid opening for the
Printing of Election Ballots for the Municipal Primary Election being held on May 17,
2011. Beidel Printing House was the only bidder and bid the following: $210.43 per
precinct or $.26 each for official Republican ballots; $134.50 per precinct or $.26 each
for official Democratic ballots for a total of $25,870.25. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved to award to Beidel
Printing Company for a total bid of $25,870.25. Jean Byers, Deputy Chief Clerk was
present for the bid opening and explained that this is consistent with past pricing and has
worked with Beidel Printing for several years.
The Board reviewed Transportation matters and conducted the award/reject for
the Sale of Three Cutaway Transportation Vehicles that was opened on Thursday March
24, 2011. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to award to LIFE Lutheran Services, Inc. for vehicle #1 (Lift 6)
and vehicle #2 (Lift 16) for a total bid price of $3,999.98 and to Randy Jones for vehicle
#3 (Lift 18) for a total bid price of $1,100.00. These proposals were the highest bidders.
The meeting was adjourned at 2:35 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
FRANKLIN COUNTY COMMISSIONERS
