Home My WebLink About2011-04-14 Commissioner Minutes THURSDAY, APRIL 14, 2011 The Franklin County Commissioners met Thursday, April 14, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Allen Piper, Citizens for Responsible Government provided public comment and asked if a Sheriff Deputy was involved in an accident on 81. Commissioner Keller responded that the Board will have an answer at the next meeting. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; approved the minutes of April 5, 2011 while Commissioner Thomas abstained. On a motion by Robert L. Thomas, seconded by David S. Keller; approved the minutes of April 7, 2011 meetings while Commissioner Ziobrowski abstained. The Board reviewed Controller matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and C.S. McKee and Co., Inc. to serve as the investment manager for the investment account for the Franklin County Employees’ Retirement Fund. This agreement is re-written due to the Retirement Board made changes to the investment policy which dictates changes to the prior investment allocations. The Board reviewed Court Administrator matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Purchase Agreement between the County of Franklin and StenoGraph, Inc. to purchase a Diamante Stenograph Machine at a cost of $5,025.00 to be used by Court Reporters. This new machine is needed due to current machines needing repaired and serviced on a regular basis. This company is a sole source vendor and a letter of proof is attached. The Board reviewed FSNRC matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Alternative Staffing Resources to provide temporary staffing for nursing personnel both licensed and nursing assistants when facility staff are unavailable to meet the staffing levels either due to vacancy, medical leave, unscheduled absence or exceptional care requirement at a cost depending on day of week and time of day. This agreement is for the period of February 7, 2011 through February 6, 2012 and can be automatically renewed for one additional year with either party able to terminate with 30 days written notice by either party. The Board reviewed Election matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Beidel Printing House, Inc. to furnish all materials and perform all the necessary work incident to printing, binding, and delivery to the County of 99,500 ballots and 3,000 specimen ballots to be used at the Municipal Primary Election to be held on Tuesday, May 17, 2011 at a cost of $25,870.25. This was bid and then awarded to Beidel Printing House by the Board on March 29, 2011. Continued on page 2 The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the County of Franklin and Kristin Horst to provide graphic design services for the Visitors Bureau to include ad design creation, data maintenance, e-brochure creation, visitor guide design and brochure layout. This agreement is at a cost of $20.00 per hour not to exceed 1,880 hours for the period of April 14, 2011 through April 15, 2012. Requests for Proposals were received from seven (7) contractors; the lowest qualified quote withdrew so this was the next lowest qualified quote. Room tax revenues cover this contract and no County general funds are used. The Board reviewed Sheriff matters and conducted a bid opening for the Sale of Five Motorola Mobile Radios. The following bidder submitted a bid: MMP&W Volunteer Fire Company from Mercersburg bid on two radios at $1,000.00 each. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award to MMP&W Volunteer Fire Company for a total bid of $2,000.00. This was the only bid received. The Board reviewed Property Management matters. This was the advertised date to receive bids for the Human Services Building Air Conditioning Repair Project. No bids were received. This will be rebid at a later date. The Board reviewed information regarding National Crime Victims’ Rights Week. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Franklin County Proclamation #2011-04 proclaiming week of April 10 – 16, 2011 as National Crime Victims’ Rights week and that the attached proclamation be made a part of these minutes. Commissioner Keller will present this proclamation at the anti-violence vigil being held at Wilson College tonight at 6:30 p.m. Janet Pollard, Visitors Bureau Director met with the Board concerning Civil War 150 which kicks off nationwide beginning in April 2011 through April 2015 and asked the Board to sign a proclamation in honor of the anniversary of the Civil War. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Franklin County Proclamation #2011-03 to proclaim April 2011 to April 2015 the beginning of Civil War 150 in Franklin County and that the attached proclamation be made a part of these minutes. The meeting was adjourned at 10:09 a.m. with a motion by Robert L. Thomas; seconded by Robert G. Ziobrowski. FRANKLIN COUNTY COMMISSIONERS PROCLAMATION 2011 - 03 CIVIL WAR 150 WHEREAS April 12, 2011 marks 150 years since Confederate artillery opened fire on U.S. Fort Sumter in Charleston Harbor, South Carolina, and commenced the U.S. Civil War, AND WHEREAS it is important to note that Franklin County native Union General Samuel Wiley Crawford commanded a battery at the bombardment of Fort Sumter and was the surgeon on duty during the bombardment, AND WHEREAS April 2011 marks the official launch of PA Civil War 150 and the official remembrance throughout the United States, AND WHEREAS Franklin County is an official PA Civil War Trails site, AND WHEREAS Franklin County was significantly impacted by the service of more than 5,000 Franklin County men to the Union cause throughout the Civil War, AND WHEREAS Franklin County, strategically located on the Mason -Dixon Line, became a military staging area at the outset of the war in 1861, sending 20,000 Union soldiers south into the Shenandoah Valley. WHEREAS Franklin County was the target of the Confederate incursion of General J.E.B. Stuart into Mercersburg and Chambersburg in October 1862 when troops took supplies, hostages, and destroyed rail and communication lines, AND WHEREAS Franklin County was the entry point of The Invasion of Pennsylvania in June 1863 which later became known as the Gettysburg Campaign, AND WHEREAS Franklin County is the location of twenty military actions in the Gettysburg Campaign, and among these was the first Union soldier -- Corporal William Rihl -- killed on Pennsylvania soil just north of Greencastle on June 22, 1863, AND WHEREAS Franklin County is the site of nearly 70,000 Confederate soldiers, encamped in and around the county seat of Chambersburg, in late June 1863, among these General Robert E. Lee and General A.P. Hill, who met on the Diamond of Chambersburg, held a council of war, and decided to move east toward Gettysburg, AND WHEREAS Franklin County is the site of the second largest battle fought on Pennsylvania soil, engaging about 10,000 Union and Confederate troops on July 4 -5, 1863, in the retreat from the Battle of Gettysburg and being fought in the mountains east of Waynesboro in the area of Blue Ridge Summit and known as the Battle of Monterey Pass, AND WHEREAS Franklin County's seat of justice, Chambersburg, on July 30, 1864 became the only northern town put to flame during the Civil War after it was unable and unwilling to meet a demand of $100,000 in gold or $500,000 in Yankee currency: WHEREAS Franklin County is definitively an important chapter of America's Civil War history, NOW, THEREFORE, BE IT RESOLVED that the County of Franklin proclaims April 2011 to April 2015 the beginning of Civil War 150 in Franklin County and the joint opening of the Franklin and Adams County's Invasion of Pennsylvania to honor America's courage of 150 years ago, the courage that continues today, and the courage that moves us toward our future. Ziobr6wski NATIONAL CRIME VICTIMS' RIGHTS WEEK, APRIL 10-16,2011 PROCLAMATION #2011- 04 Whereas, 20 million Americans are victims of crime each year and each crime affects many more, including families, friends and communities; Whereas, crime exacts an emotional, physical, psychological, and financial toll on victims as they have lost loved ones, life savings, physical and mental health, and often their sense of security that has the potential to irrevocably change the course of their lives forever; Whereas, more than 30 years of progress for crime victims stands on the shoulders of dedicated advocates and brave victims who overcame shame, isolation, and indifference to gain a voice, rights, and respect; Whereas, we applaud the progress that our nation has made in recognizing crime's impact on victims and celebrate advocates and survivors who through their determination brought rights and resources for victims and have changed the course of history; Whereas, victim assistance programs across the country are reaching more victims and criminal justice officials are honoring victims' rights more consistently, public understanding of victims' rights remains minimal, and our nation's victim services system remains fragmented, underfunded, and uncoordinated; Whereas, more work remains to be done to address the mental health impact of crime, and to meet the needs of victims of non - violent crime, victims of terrorism, and other underserved victims; Whereas, our history teaches us that, by working together, we can help victims of crime reshape their destinies and ensure that they receive the support they need, the respect they deserve, and the rights they have earned; Whereas, National Crime Victims' Rights Week, April 10 — 16, 2011, provides an opportunity for us to reshape the future for victims by honoring the past and reflecting on hard -won victories, and to recommit to working together to insist on better treatment for victims to help them overcome the harm caused by crime; and Whereas, Franklin County is joining forces with victim service Franklin County e programs, criminal justice officials, and concerned citizens throughout America to raise awareness of victims' rights and observe National Crime Victims' Rights Week; Now, therefore, we, as The Franklin County Board of Commissioners, do hereby proclaim the week of April 10 -16, 2011, as National Crime Victims' Rights Week And reaffirm this County's commitment to respect and enforce victims' rights and address their needs during National Crime Victims' Rights Week and throughout the year; and Express our appreciation for those victims and crime survivors who have turned personal tragedy into a motivating force to improve our response to victims of crime and build a more just community.
