HomeMy WebLinkAbout2011-05-10 Commissioner Minutes TUESDAY, MAY 10, 2011 The Franklin County Commissioners met Tuesday, May 10, 2011, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the Pledge of Allegiance proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment. The minutes of May 3, 2011 and May 5, 2011 meetings were read. These will be approved Thursday, May 12, 2011. The Board reviewed Agreements and Contracts. The Board had questions about the Center for Independent Living Opportunities (CILO) agreement and Mr. Hart provided more information on this item. One Agreement needed approval today. The remainder items will be approved Thursday, May 12, 2011. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to execute the Intermunicipal Agreement between the County of Franklin and The Borough of Chambersburg for planned improvements to the Walker/Norland Intersection to include the addition of travel lanes, relocation of utilities, upgrades to traffic signal devices and construction of a driveway on the east side of Walker Road opposing Norland Avenue. These improvements are no cost to the County. The Board met with Mary Beth Shank, County Solicitor who requested an executive session to discuss potential litigation. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 9:42 a.m. this date for the purpose to review potential litigation matters. The Board reconvened into regular session at 9:51 a.m. Action may be required after executive session. The Solicitor recommends the Board sign the Second Addendum to a Voluntary Agreement entered into on June 20, 2000 between the County of Franklin, Lutheran Social Services, Chambersburg School District and Greene Township. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to authorize the County Solicitor to sign on behalf of the Board of Commissioners to extend the agreement for an additional five year period through 2016. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed information regarding Motorcycle Awareness Month. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to sign Franklin County Proclamation #2011-10 proclaiming the month of May, 2011 as Motorcycle Awareness Month and that the attached proclamation be made a part of these minutes. FRANKLIN COUNTY COMMISSIONERS PROCLAMATION 2011 - 10 MOTORCYCLE SAFETY AWARENESS MONTH MAY 2011 WHEREAS, the safety of all Pennsylvania motorists is an issue of the highest consequence, and all highway users should unite in the safe sharing of roadways throughout the Commonwealth of Pennsylvania; and WHEREAS, motorcycle riding is a popular form of recreation and transportation for thousands of people across the Commonwealth and our nation. Pennsylvania's 838,000 licensed motorcyclists are required to keep their vehicles inspected and obey current laws relative to operator safety equipment; and WHEREAS, in efforts to reduce the number of motorcycle crashes and fatalities, the Pennsylvania Department of Transportation encourages all motorcyclists to take advantage of free training courses through Pennsylvania's Motorcycle Safety Program and pledge to Be One Less crash statistic by visiting www.LiveFreeRideAlive.com and WHEREAS, it is especially important that the citizens of our Commonwealth be aware of motorcycles on the streets and highways and recognize the importance of .staying alert, practicing safe driving techniques, and promoting motorcycle safety; and WHEREAS, during the month of May, the Pennsylvania Department of Transportation, the Alliance of Bikers Aimed Toward Education of Pennsylvania (ABATE), and the Pennsylvania Motorcycle Dealers Association (PMDA) will continue their advocacy of motorcycle safety. ,THEREFORE, In recognition of the importance of motorcycle safety, We, The Franklin County Commissioners, do hereby proclaim May 2011 as MOTORCYCLE SAFETY AWARENESS MONTH in the County of Franklin. We encourage all motorcyclists to continue their efforts to promote safety and motorcycle awareness and all drivers to share the road and respect the unique safety needs of motorcycles.
