The Franklin County Commissioners met Tuesday, May 24, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Jay Lightfoot provided public comment and asked if the Commissioners can
control pit bulls by requiring owners to muzzle them like they did in Washington County.
Commissioner Keller responded that may be a state or municipal issue and County has
no authority but will double check. Commissioner Thomas said could be an issue of the
Borough or combination of municipal and state. Pennsylvania government is different
than Maryland.
The minutes of May 19, 2011 meeting was read. These will be approved
Thursday, May 26, 2011.
The Board reviewed Agreements and Contracts. Carrie Jenkins, CJAB/Grants
Management Director; Jan Trimmer, MH Housing Director; Megan Shreve, Executive
Director of South Central Community Action Program (SCCAP); and Bill Burcher,
Director of Waynesboro New Hope Shelter met with the Board to provide more
information on the grant application to PA Department of Community Development for
the Emergency Shelter Grant Program. Ms. Jenkins explained that in the past SCCAP
has been the sole recipient of these grant funds but this year it will be shared between
Waynesboro New Hope Shelter and Franklin County Homeless Shelter and is to cover
salaries of security personnel for the evening shift. Ms. Jenkins stated that they are
asking for $102,582.00 in grant funds but the total amount is $446,636.00 which includes
the match funding being provided by New Hope and Franklin County Shelter. The Board
agreed to approve this grant request. Commissioner Keller also questioned the amount
not to exceed of the Transportation agreement but the Director assured him that it is
accurate and is approved by the PA Department of Transportation. The remainder
agreements/reports will be approved on Thursday, May 26, 2011.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Grant
application to PA Department of Community and Economic Development Emergency
Shelter Grant Program requesting an amount of $446,636.00 (including local match) to
be used for two county homeless shelters – Franklin County Shelter for the Homeless
run by south Central Community Action Programs and Waynesboro New Hope
Homeless shelter. The shelters plan to use this grant to fund salaries for day/night
security workers to perform safety and security duties at the shelters. SCCAP will fund
20% of the costs not covered by the grant. New Hope will pay for the employer taxes for
this position.
