THURSDAY, JUNE 9, 2011
The Franklin County Commissioners met Thursday, June 9, 2011, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, and the Pledge of Allegiance proceeded
with the business of the day.
Chairman Keller announced Commissioner Thomas is on vacation and will not
attend meeting today.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of May 31, 2011 and June 2, 2011 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Agreement between the County of Franklin and Pennsylvania
State Police, Administrator of the Commonwealth Law Enforcement Assistance Network
(CLEAN) that is used to obtain information about offenders including: Driver’s license
information, State criminal records, warrants, etc. This contract is needed due to
CLEAN moving from JNET to being run by the PA State Police. This contract is no cost
to the County.
The Board reviewed Children & Youth matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Contract listing
for all contracts and addendums for Fiscal Year 2010/2011 for the Children & Youth
department. Contract listing is maintained for proper accounting of all contacts to include
vendor name and address, type(s) of service provided and rate(s) charged for services.
The Board reviewed Commissioners’ Office matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Proposal from William A. Brindle Associates, Inc. to provide
surveying and engineering services associated with modifications to the Lincoln Way
entrance at the courthouse site at a cost of $8,350.00 for the land development plan and
$3,500.00 for the PennDOT H.O.P. plan in addition a cost of $85.00 per hour for
meetings and support.
The Board reviewed Drug & Alcohol matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Contract listing of
all contracts and addendums for Fiscal Year 2010/2011 for the Drug & Alcohol
department. Contract list is maintained for proper accounting of all contracts to include
vendor name and address, type(s) of services provided and rate(s) charged for services.

The Board reviewed FSNRC matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Addendum to the Agreement
between the County of Franklin and Marian Mattress to provide beauty/barber services
to facility residents and to extend the contract for the period of July 1, 2011 through June
30, 2012 at a total cost of $13,080.00. This is a nursing home regulation requirement to
provide this service for hygiene purposes and also to make available to residents (at
their expense) for beautification purposes. Hygiene services which are provided by the
County consist of haircuts for men and haircuts, wash and sets for females. This is the
final year of a three year contract.
The Board reviewed Juvenile Probation matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Agreement between the County of Franklin and Pennsylvania
State Police, Administrator of the Commonwealth Law Enforcement Assistance Network
(CLEAN) that is used to obtain information about offenders including: Driver’s license
information, State criminal records, warrants, etc. This contract is needed due to
CLEAN moving from JNET to being run by the PA State Police. This contract is no cost
to the County.
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the Quote from
Rosenberry’s Catering to provide a picnic lunch to County employees being provided by
the County’s Employee Recognition Committee at a cost of $5,050.00. Quotes were
also received from: Main Street Deli for a cost of $10,512.00; Kathy’s Deli for a total of
$7,800.00; Mountain Gate Family Restaurant for a total of $8,200.00. Rosenberry’s
Catering was the lowest qualified quote.
The Board reviewed Sheriff’s Office matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Agreement between the County of Franklin and Pennsylvania
State Police, Administrator of the Commonwealth Law Enforcement Assistance Network
(CLEAN) that is used to obtain information about offenders including: Driver’s license
information, State criminal records, warrants, etc. This contract is needed due to
CLEAN moving from JNET to being run by the PA State Police. This contract is no cost
to the County.
In accordance with PA Acts 67, 68 and 127 notifications, C.S. Davidson, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NDPES
Permit application being applied for Bridge 27 replacement and Bridge 28 widening on
property located in Hamilton and St. Thomas Townships.
Chairman Keller announced that the Board would like to wish former County

Commissioner Samuel Worley a happy 90 birthday.
The meeting was adjourned at 9:39 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
