TUESDAY, JUNE 21, 2011
The Franklin County Commissioners met Tuesday, June 21, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Ken Jones provided public comment and said he just noticed buying some classy
laptops and computers.
Joshua Jones provided public comment about the 40 computers that will cost
over $50,000, could the County purchase cheap ones that don’t have all the bells and
whistles to save him and everyone in Franklin County money? Chairman Keller
responded that Mr. Jones questions are noted and will provide more details at the next
meeting. Commissioner Thomas responded that these computers are not your average
home computers and not even in the same class or grade but more information will be
provided later.
The minutes of June 14, 2011 and June 16, 2011 meetings were read. These
will be approved Thursday, June 23, 2011.
The Board reviewed Agreements and Contracts. The Board had questions about
the computer purchases and Mr. Hart provided more information on this item.
Commissioner Keller would like to know how much total dollars were used for the PA
Department of Ag. More information will be provided for Thursday’s meeting on the
computers and PA Department of Ag vouchers. The Board approved the following
Board Action items and the remainder items will be approved Thursday, June 23, 2011.
The Board reviewed Aging matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the Proposal from Sheetz to
purchase 130 Sheetz Gift Cards in the amount of $150.00 per card for a total of
$19,500.00 to be used by volunteer drivers for the Home Delivered Meal program. The
Aging Office received additional funds from the PA Department of Aging Block Grant
Funds that needs spent on volunteer services by June 30, 2011. These volunteers use
their own cars on a daily basis to deliver home delivered meals to homebound seniors in
Franklin County and receive no compensation.
The Board reviewed Information Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Proposal from
Dell to purchase 3 laptops for the Aging department to replace older models which are
reaching their expected end life cycle at a cost of $4,380.78 and will be paid from funds
coming from the PA Aging Block Grant and Waiver Grant. Dell is on the State Contract
Co-Stars -3 listing.
The Board met with the County Solicitor who requested an executive session to
discuss pending litigation in the appeal of Snowtime, Inc. vs. Franklin County Board of
Assessment.

On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:45 a.m. this date for the
purpose to review the Tax Assessment Appeal of Snowtime, Inc. The Board
reconvened into regular session at 9:55 a.m.
Mary Beth Shank, Solicitor asked approval to settle the Assessment Appeal with
Snowtime Inc. Docket #2009-55-08. On a motion by Robert G. Ziobrowski, seconded by
Robert L. Thomas; unanimously approved to authorize Mary Beth Shank to enter into an
agreement with Snowtime, Inc., Tuscarora School District and Montgomery Township.
The County agreed to apply $3,300.00 as a credit instead of refunding the money.
The meeting was adjourned at 10:11 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
