THURSDAY, JUNE 23, 2011
The Franklin County Commissioners met Thursday, June 23, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to adopt the agenda. Chairman Keller announced that Commissioner
Ziobrowski is on a conference call with County Commissioners Association of PA and
will be joining the meeting shortly.
Joshua Jones provided public comment and asked for more information on the
computer purchase.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of June 14, 2011 and June 16, 2011 meetings.
The Board reviewed Aging matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Agreement between the County
of Franklin and PA Department of Agriculture for the Senior Farmers Market Nutrition
Program to allow Aging to give $20.00 worth of vouchers to older adults of low income to
purchase fresh, locally grown fruits and vegetables for the term of May 1, 2011 through
April 30, 2012. This agreement allows reimbursement to the County from the PA
Department of Agriculture for each voucher.
The Board reviewed Controller Office matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Agreement between
the County of Franklin and Pierce Park Group to provide consulting and investment
advisory services for the retirement portfolio investment and manager oversight at a cost
based on basis points on assets held by the County for the term of June 15, 2011
through June 14, 2012.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Homeless Assistance
Program Plan for the Fiscal Year 2011/2012 to the PA Department of Public Welfare to
receive an allocation in the amount of $138,916.00 to provide rental assistance and case
management to those at risk of becoming homeless and also will help support the
provision of emergency services at the Franklin County Shelter.
The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Quote from Dell to
purchase 35 computers for various county offices to replace aging computers to
eliminate potential problems and issues and afford computer access to those without
computer access at a cost of $42,141.84. Dell is on the State Contract Co-Stars – 3
listing.

John Hart, Chief Clerk/County Administrator and the Board provided additional
information on why the County buys business class computers instead of personal
computers: Have a three year warranty with business class computers instead of
standard one year warranty; buy through State Contract so the prices are usually
discounted by 15-20%; computers are used 40 plus hours a week so a better grade
computer is necessary; and need to take security into consideration when selecting
computers along with maintenance costs, estimated life span, warranties, capabilities
and the makeup of its components.
The Board reviewed additional Information Services matters. On a motion by
Robert L. Thomas, seconded by David S. Keller; unanimously approved the Quote from
Dell to purchase a Toughbook laptop with a camera and GPS for the Coroner’s office at
a cost of $4,631.64. This computer is needed to do all reports and investigations on site
in a timely and accurate manner for all who rely on these records. The Coroner’s
discretionary fund will pay for this purchase.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by David S. Keller; unanimously approved for the Chairman of the Board to execute the
Proposal from Modern Group Power Systems to provide maintenance and inspections
on the generator at the Jail at a cost of $1,995.00. This is required to be in compliance
with State requirements.
The Board reviewed Nursing Home matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to
execute the Agreement between the County of Franklin and Summit Health System to
provide comprehensive medical treatment, including inpatient acute care and outpatient
diagnostic and therapeutic care and to pay for services rendered at a cost according to
the fee schedule based on service provided for the period of July 1, 2011 through June
30, 2012. Summit is the only hospital locally available to provide these services to the
FSNRC residents.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Agreement between the County
of Franklin and Creative Recycling to provide three free electronic recycling events on
October 8, 2011 at Southampton Township Municipal Building, April 28, 2012 at the
Washington Township Municipal Building and October 13, 2012 at the Metal Township
Municipal Building at no cost to the County for the period of June 23, 2011 through June
22, 2013.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Proposal from
Chamberlin & Wingert Sanitary Services, LLC to replace 180’ of sewer line at the
Nursing Home due to the pipe is broken and separated at a cost of $52,750.00. The
Board approved this action by Emergency Resolution #2011-07 at the June 16, 2011
Board meeting.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by David S. Keller; unanimously approved the Agreement
between the County of Franklin and CenterPoint Engineering, Inc. to provide
engineering services for the Falling Spring Nursing and Rehabilitation Center boiler
replacement project at a cost not to exceed $49,950.00. The Board gave approval on
May 12, 2011 to move forward and enter into a contract with CenterPoint.

The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by David S. Keller; unanimously approved the Agreement
between the County of Franklin and Nitterhouse Communications to provide annual
inspection and preventative maintenance on the fire alarm system at the Ag. Heritage
Building at a total cost of $300.00 for the period of June 1, 2011 through December 31,
2011. This is a correction to action taken on June 2, 2011 due to a decrease in the rate.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by David S. Keller; unanimously approved the Agreement
between the County of Franklin and Nitterhouse Communications to provide annual
inspection and preventative maintenance on the fire alarm system at the Human
Services Building at a total cost of $510.00 for the period of June 1, 2011 through
December 31, 2011. This is a correction to action taken on June 2, 2011 due to a
decrease in the rate.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by David S. Keller; unanimously approved the Agreement
between the County of Franklin and Nitterhouse Communications to provide annual
inspection and preventative maintenance on the fire alarm system at Building 2 for a
total cost of $240.00 for the period of June 1, 2011 through December 31, 2011. This is
a correction to action taken on June 2, 2011 due to a decrease in the rate.
In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by David Phillips for construction of
buildings and parking area at the Capital Camps and Retreat Center on property located
in Washington Township.
In accordance with PA Acts 67, 68 and 127 notifications, Borough of
Chambersburg notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied to implement improvements to the
existing ultraviolet disinfection system at the Wastewater Treatment Plant on property
located in Borough of Chambersburg.
In accordance with PA Acts 67, 68 and 127 notifications, PA Department of
Conservation and Natural Resources notified the County of a Pennsylvania Department
of Environmental Protection General Permit #11 application being applied to replace
steel beam structure carrying Gunter Valley Road over Trout Run with a precast
concrete box culvert on existing alignment on property located in Lurgan Township.

The Board reviewed information regarding the 200 Anniversary of the St. James
African Methodist Episcopal Church. On a motion by Robert L. Thomas, seconded by
David S. Keller; unanimously approved to sign Franklin County Proclamation #2011-13

proclaiming St. James African Methodist Episcopal Church on the occasion of its 200
Anniversary and that the attached proclamation be made a part of these minutes.
Commissioner Ziobrowski entered the meeting room at 10:07 a.m.

Ernest Tarner and Tammy Piper from Franklin County Conservation District met
with the Board to provide a presentation on the Franklin County Conservation District
and the various areas that the Conservation District is involved within the county
including: Install dry hydrants; dirt and gravel road program; erosion and sediment
control program; nutrient management; drainage basins and educational programs. Mr.
Tarner said the County donates budget funds to the Conservation District on an annual
basis. Mr. Tarner said Agriculture is the County’s #1 industry and the Conservation
District and the Ag. Heritage Center is a tremendous resource for the farming
community.
The Board of Assessment and Revision of Taxes met to hear tax assessment
appeals.
The meeting was adjourned at 11:08 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.

PROCLAMATION 2011 -13
HONORING ST. JAMES AFRICAN METHODIST EPISCOPAL
CHURCH ON ITS 200 ANNIVERSARY
WHEREAS, the churches of Franklin County are the backbone of our
community; they provide a place for us to gather and worship, to laugh and cry, to sing
and pray, to break bread together; they are safe havens in the midst of a troubled world,
to families and individuals alike, in good times and in bad;
WHEREAS, one such church, the St. James African Methodist Episcopal
Church, has survived the test of time; from the small congregation that in 1811 worshiped
in the original two -room log structure; through the Civil War during which the members
of the congregation, still worshipping in the small log building, provided meals and other
aid to wounded soldiers housed in other parts of Chambersburg; to today, St. James is a
story of courage, faith, and perseverance;
WHEREAS, through hard work and faith, the congregation grew and its church
grew with it; the congregation bought the land on which the log structure stood in 1837,
remodeled the log structure in 1865, laid the original cornerstone for the current church in
1872, and in 1883 the church was named St. James in honor of the pastor who paid off
the debt and burned the mortgage, Reverend James Payton;
WHEREAS, St. James A. M. E. has been - and continues to be - one of the
cornerstones of our community, for 200 years and counting;
NOW THEREFORE BE IT RESOLVED that the County Commissioners of
Franklin County honor the St. James African Methodist Episcopal (AME) church on their
200`" Anniversary.
IN TESTIMONY, WHEREOF, ON BEHALF OF THE COUNTY OF
FRANKLIN, WE, have subscribed our names and caused the Official Seal to be
hereunto fixed on this 23 day of June, 2011.
