THURSDAY, JUNE 30, 2011
The Franklin County Commissioners met Thursday, June 30, 2011, with the
following members present: David S. Keller and Robert L. Thomas. Chairman Keller
presided and after calling the meeting to order, and the Pledge of Allegiance proceeded
with the business of the day.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of June 21, 2011 and June 23, 2011 meetings.
Dr. Barry Parks, Nursing Home Administrator and Noll Wilt, Information Services
Director met with the Board to provide more information on the Wescom Solutions
Agreement. Dr. Parks explained there is a mandate from the Federal Government to
become paperless for medical records and three companies were reviewed. He said
after interviews and visits to facilities a recommendation was made to the IS Steering
Committee. Noll Wilt explained the IS Steering Committee did an analysis criteria review
and recommended Wescom Solutions. This purchase will improve processes in the
Nursing Home and meet the requirement of the Federal Government. The CCAP
Technology Grant will cover the cost of this purchase. The Board approved to move
forward with the contract.
The Board reviewed Assessment matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Request from Rescue Hose Co.
No. I Inc. for a mailing list of Borough of Greencastle property owners to be used for their
annual fund drive. There is no cost to fire and rescue companies for this service.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the 2011 Budget Adjustment in the
amount of $17,000.00 for additional appropriations for the Coroner to use discretionary
funds. The Coroner is purchasing a laptop computer, a light source and evidence dryer
and will supply the Board with the quote information prior to purchase.
The Board reviewed FSNRC matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Agreement between the County
of Franklin and Wescom Solutions, Inc. to provide Point Click Care Software for
electronic medical records which is a web based comprehensive nursing medical record
product that provides for integration of all records of nursing home operations at a cost
of $49,016.38 for the period of May 26, 2011 through May 25, 2012. This is being paid
for through the County Commissioners Association of PA (CCAP) Technology Grant and
is based on Best Value Procurement as outlined in the County Code. The IS Steering
Committee reviewed and recommends this purchase.

The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Quarterly Report to the Housing and Urban Development through
the PA Department of Community and Economic Development for the Homelessness
Prevention and Rapid Re-Housing Program (HPRP) for the period of April 1, 2011
through June 30, 2011. The American Reinvestment and Recovery Act (ARRA) requires
quarterly reporting per the forms (Time Sheets and Expenditures) that the PA
Department of Community and Economic Development (DCED) created for the HPRP
program.
The Board reviewed MH/MR matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to
execute the Agreement between the County of Franklin and Waynesboro Area Human
Services Council, Waynesboro, Pennsylvania, to lease office space to Franklin/Fulton
County Mental Health/Mental Retardation at 24 East Main Street, Waynesboro,
Pennsylvania at a cost of $155.00 per month for the period of July 1, 2011 through June
30, 2012.
The Board reviewed Mental Retardation matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Report to Department of Public Welfare, Bureau of Financial
Operations, providing the Fiscal Year 2009-2010 Income and Expenditures Report.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Agreement between the County of Franklin and Nationwide Power
to provide preventative maintenance on the UPS Liebert and Battery String Backup
System at the Department of Emergency Services Building at a cost of $5,210.00 for the
period of June 1, 2011 through May 31, 2012. Three requests for quotes were
requested and two responded. Nationwide Power was the lowest qualified quote.
The Board reviewed Transportation matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the Contract Amendment between
the County of Franklin and Manito Transportation Services signed on May 26, 2011 for
the transportation for children with autism to and from summer therapeutic camps to
include language that Manito is in accordance with Drug-Free Work Place Act and that
Manito is not debarred or suspended from performing duties in Pennsylvania. All other
terms and conditions of the original agreement will remain in full force and effect.
In accordance with PA Act 14, Roxbury Holiness Camp and Conference Center
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit renewal which currently expires on December 31, 2011.
In accordance with PA Acts 67, 68 and 127 notifications, John D. Stoner notified
the County of a Pennsylvania Department of Environmental Protection NDPES Permit
application being applied for the Stoner Stream Bank Restoration Project on property
located in Warren Township.
In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by Stouffer Mechanical Contractor,
LLC for discharges of storm water from construction activities to build 45,000 square foot
building that will function as offices, a warehouse and manufacturing facility on property
located in Franklin County.
