TUESDAY, SEPTEMBER 20, 2011
The Franklin County Commissioners met Tuesday, September 20, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of September 13, 2011 and September 15, 2011 meetings were

read. Commissioner Keller recommended a minor change on the September 15
minutes. These will be approved Thursday, September 22, 2011.
The Board reviewed Agreements, Contracts and Reports. The Board had
questions about the DES agreement with Motorola and if the term is for 6 months, staff
will confirm how long the term is. The Agreements, Contracts and Reports will be
approved Thursday, September 22, 2011.
John Hart, Chief Clerk/County Administrator asked the Board for an Executive
Session to discuss a personnel matter and he does anticipate action after the executive
session. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:46 a.m. this date for the
purpose to review Personnel matters. The Board reconvened into regular session at
10:05 a.m.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved that based on the discussions concerning a personnel matter
during executive session to authorize John Hart, Chief Clerk/County Administrator to
sign required documents to settle a dispute with a former employee.
The Sheriff was present to discuss his 2012 Budget. Sheriff Dane Anthony
informed the Board that his revenues are down due to foreclosures decreasing. The
Sheriff is asking for the following items: Upgrade two employees to Corporal and
Sargent; hire one part-time deputy and three full-time deputies; a raise for the Chief
Deputy; and replace two vehicles.
Linda Miller, Register and Recorder was present to discuss her 2012 Budget.
Ms. Miller is not asking for anything to be added to her budget but she is keeping an eye
on revenues due to them being down because of the real estate market. Ms. Miller did
ask the Board to discuss with the County Commissioners Association of PA (CCAP)
about a $23.50 per document fee that the State imposed on Register & Recorders that
goes to AOPC every month. She said this money is used by the Courts but she is not
sure what for. Commissioner Thomas would like more details and he will mention it to
CCAP.

The Board recessed and will reconvene at 1:00 PM for a Retirement Board
meeting.
The Board held a Franklin County Retirement Board meeting.
The meeting was adjourned at 2:40 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
