TUESDAY, SEPTEMBER 27, 2011
The Franklin County Commissioners met Tuesday, September 27, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda.
Chairman Keller informed everyone in attendance that Commissioner Thomas is
not present this morning due to attending a tour of the Day Reporting Center.
Mr. Harold Brake provided public comment and presented a proposal on a
facility that could house the Mercersburg District Justice Office (DISTRICT 39-3-06). He
said the current facility is not ADA compliant and there is no parking. Mr. Brake said his
facility at 6442 L.W.W. in St. Thomas is ADA compliant, has 28 parking spaces, security
and proper lighting. Chairman Keller informed Mr. Brake that the Board will take his
proposal under advisement and if there are further questions they will contact Mr. Brake.
The minutes of September 20, 2011 and September 22, 2011 meetings were
read. These will be approved Thursday, September 29, 2011.
The Board reviewed Agreements, Contracts and Reports. The following items
were approved today and the remainder items will be approved Thursday, September
29, 2011.
The Board reviewed Risk Management matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Workers’ Compensation Self-Insurance Renewal Application to the
Pennsylvania Bureau of Workers’ Compensation for an application cost of $100.00 for
the period of January 1, 2012 through December 31, 2012. This application is
necessary to maintain our self-insurance status.
The Board reviewed additional Risk Management matters. On a motion by
Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the Safety Program Renewal (HandS) Application to
the Pennsylvania Department of Labor and Industry, Health and Safety Division for the
Accident and Illness Prevention Program for the period of January 1, 2012 through
December 31, 2012. This application is necessary to maintain our self-insurance status.
The Board reviewed District Attorney matters and conducted a bid opening for
the Sale of a 1998 Chevrolet Blazer. The following bidders submitted bids: Dana
Kauffman provided a bid of $1,627.00 and Troy Wenger provided a bid of $301.50. On a
motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to
award to Dana Kauffman for a total bid of $1,627.00. This was the highest bid received.
The Board reviewed Election matters and conducted a bid opening for the
Printing of Election Ballots for the Municipal Election being held on November 8, 2011.
Beidel Printing House was the only bidder and bid the following: $333.84 per precinct or
$.26 each for official municipal ballots; $231.12 per precinct or $.18 each for official
retention ballots for a grand total of $42,372.00. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved to award to Beidel Printing
Company for a total bid of $42,372.00.

The Board recessed and will reconvene at 1:00 p.m. for Tax Assessment
appeals.
Commissioner Thomas entered the meeting at 1:00 p.m.
The Board of Assessment and Revision of Taxes met to hear tax assessment
appeals.
Chairman Keller announced that Commissioner Ziobrowski was in Harrisburg at
a meeting to discuss county issues and would not be participating in the afternoon tax
assessment appeals.
The meeting was adjourned at 4:10 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
