THURSDAY, OCTOBER 13, 2011
The Franklin County Commissioners met Thursday, October 13 6, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Mr. Ken Jones provided public comment and wanted to clarify his comments
from Tuesday about the $600,000 to $300,000 phone system which was the results of
his questioning on Tuesday. He just wanted to let the Board know that he’s aware that
quality beats quantity and price.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of October 4, 2011, October 5, 2011 and October 6,
2011 meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Proposal between the County of Franklin and C.S. Davidson,
Inc. for engineering services to prepare the scoping field view as required by PA
Department of Transportation for Bridge 54 and Bridge 116 at a cost not to exceed
$8,600.00.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Amendment of agreement between the County of
Franklin and Morefield Communications to the contract of September 15, 2011, for a
revised design to include additional equipment for the Data Network at a cost of
$37,799.00.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the renewal proposal between the County of Franklin
and The Zigmund Company, Ltd. for insurance consulting services in the amount of
$5,000.00 for the period of November 1, 2011 through October 31, 2012.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the addendum of
agreement between the County of Franklin and CDI Infrastructure / dba L. Robert
Kimball to provide telecommunications services for radio system consultation. The
contract originally in effect for the period of October 1, 2010 through September 30,
2011 is being extended to March 31, 2012 at no additional cost due to having a balance
of $40,400.00 from the original contract.

The Board reviewed Election matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Beidel Printing House, Inc. to furnish all materials and perform all
the necessary work incident to printing, binding, and delivery to the County of 96,300
ballots and 1,500 specimen ballots to be used at the Municipal Election to be held on
Tuesday, November 8, 2011 at a cost of $42,372.00. This was bid and then awarded to
Beidel Printing House by the Board on September 27, 2011.
The Board reviewed Grants Management/CJAB in collaboration with Children &
Youth matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the new grant agreement between the County of Franklin and the
Pennsylvania Department of Public Welfare as mandated to provide a Visiting House
Program consisting of a facility, staff supervision, and assessment of families with
children in placement. This grant covers the total cost of $341,739.00 for the period of
July 1, 2011 through June 30, 2014.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant
amendment between the County of Franklin and Pennsylvania Commission on Crime
and Delinquency (PCCD) to modify the CJAB Initiatives Grant 2010 Year. Modifications
consist of public defender application, assessment specialist at Jail, video conferencing,
technology retreat, and information sharing.
The Board reviewed MH/MR/EI and Fiscal matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the 2011
Supplemental appropriation from both federal and state public welfare allowing program
funds not spent to be available for spending in 2011, which provide for client services
and administration. There is no additional cost to the County.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the new contract
between the County of Franklin and Baxter Group, Inc. to remove asbestos from the
Nursing Home boiler room. This is a one-time cost of $2,480.00.
In accordance with PA Act 14 notifications, AECOM notified the County of a
Pennsylvania Department of Environmental Protection General Permit 5 registration and
USGS mapping application by Sunesys, LLC for a utility line crossing for a proposed
fiber optic crossing on an existing aerial crossing of Conodoguinet Creek in Lurgan and
Southampton townships.
In accordance with PA Act 14 notifications, Gannett Fleming notified the County
of a Pennsylvania Department of Environmental Projection Water Quality Management
Part II permit application by Greencastle, Franklin County, Authority to replace a
pumping station along North Washington Street in Greencastle Borough.
Dan Wolfe, Planner met with the Board to conduct a public meeting on
Community Housing Development Organization (CHDO). Mr. Wolfe advised the Board
that Interfaith Housing Alliance wishes the County to sponsor their application for CHDO
funding. He said their project will be located in Antrim Township and will take six to nine
months to finish. He said families assist with building of their homes and are required to
put in 45 hours a week. He said CHDO funds can be used for operating expenses
including: office expenses, computer, phone, mileage, and put together bid tabulations.
County provides no funding for this. Mr. Wolfe informed the Board that a hearing is
scheduled on October 25 where the public will be invited to provide any comments on
that day or they can contact Planning before then. The Board will take official action at
that time.

Teresa Anthony, Director of Domestic Relations Section met with the Board to
provide a presentation on Domestic Relations. She said there are 4,742 open cases and
3,645 charging cases where a case is open but may not be a charging case, this
depends on how old the child is and if parent still has arrearages. She said not all cases
go through Domestic Relations due to the parents work out an agreement between
themselves. Mrs. Anthony provided a copy of the monthly reports that she provides to
the judges every month and these reports show statistics, establishment/conferences,
appeals, enforcement, sentencing, bench warrant hears and collections. She said that
for every dollar spent they get 60 cents back and Domestic Relations charges certain
fees that stays with the County. Ms. Anthony said Pennsylvania is #1 in child support
nationally so if maintain this status get more federal dollars.
The Board recessed and will reconvene at 1:30 p.m. for Tax Assessment
Appeals.
The Board of Assessment and Revision of Taxes met to hear tax assessment
appeals.
The meeting was adjourned at 4:15 p.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
