TUESDAY, NOVEMBER 1, 2011
The Franklin County Commissioners met Tuesday, November 1, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda. John Hart requested to amend the agenda
battery back-up
due to needing an emergency resolution and a contract for repair of a
equipment at the 911 center. The Board approved the amended agenda.
There was no public comment.
The minutes of October 25, 2011 and October 27, 2011 meetings were read.
These will be approved Thursday, November 3, 2011.
The Board reviewed Agreements, Contracts and Reports. John Hart explained
the need for the emergency resolution and the agreement with Renaissance Electrical
marketing/Renmark, Inc. Chairman Keller asked for further information on the Manito
agreement and the Bucks County Community College Agreement. Mr. Hart responded
that Manito will group trips to have multiple passengers together instead of doing one at
a time. He explained the Bucks County Community College agreement and they will
provide 200 hours of onsite training courses at the Department of Emergency Services.
The following items were approved today and the remainder items will be approved
Thursday, November 3, 2011.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved Emergency
Resolution #2011-14 for emergency repair of critical 911 equipment at the Department of
Emergency Services, and that the attached resolution be made a part of these minutes.
The Board reviewed additional Emergency Services matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
contract between the County of Franklin and Renaissance Electrical Marketing/
Renmark, Inc. to provide emergency repair of critical 911 equipment, APC UPS at a cost
of $15,504.00. Vendor is a sole source for PA repairs and the only company authorized
to repair the equipment.
The Board reviewed Commissioners’ Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Declaration of
Disaster Emergency due to severe weather and effective October 29, 2011 to direct the
Franklin County Emergency Management Coordinator to coordinate the activities of the
emergency response, to take all appropriate action needed to alleviate the effects of this
disaster, to aid in the restoration of essential public services, and to take any other
emergency response action deemed necessary to respond to this emergency.
The Board reviewed Election matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved the Agreement between the
County of Franklin and Election Systems and Software to rent six Model 100 scanners
as backups for the November 8, 2011 Election at a cost of $2,100.00.

The Board discussed appointments to the Franklin County Visitors Bureau
Board. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
Cinda Fox, a staff member of the Shippensburg
unanimously approved to appoint
Chamber of Commerce
to fill a vacancy on the Franklin County Visitors Bureau Board for
a term through December 31, 2011.
The Board reviewed Drug & Alcohol matters and conducted a bid opening for
Suboxone Medication for Clients of Drug & Alcohol, Adult Probation and Day Reporting
Center. One bidder submitted a bid: North Point RX from Chambersburg, PA with the
following bid amounts: suboxone 2 mg at $5.52 each, suboxone 8 mg pills at $9.59
each, Suboxone 2 mg film at $4.79 each and Suboxone 8 mg film at $8.79 each. On a
motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved
to forward the bids received to the Drug & Alcohol Director, the County Solicitor and the
Purchasing Agent for their review. The Board will award or reject the bids on November
3, 2011 at 9:40 a.m.
The Board reviewed information regarding November as Pancreatic Cancer
Month. Angela Lynch and Marilyn Murphy were present to receive the proclamation and
explained how pancreatic cancer has affected their lives due to family having the
disease. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to sign Franklin County Proclamation #2011-15
proclaiming the month of November as Pancreatic Cancer Awareness Month and that
the attached proclamation be made a part of these minutes. Commissioner Keller noted
the recent passing of Bill Pukmel, former local newspaper editor and force for good in
the community, who died of pancreatic cancer.
Phil Tarquino, Planning Director met with the Board to review consultant
selection for the Solid Waste Plan. He said the Planning Department advertised and
received six proposals at which time Planning staff reviewed and forwarded to the Board
for review. He said price was fairly consistent with all proposals but three proposals had
additional costs for enhancements. Mr. Tarquino said that after review his
recommendation is Martin and Martin of Chambersburg for $45,000. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to
endorse Planning’s recommendation with Martin and Martin as the lowest qualified
bidder. Mr. Tarquino said he will firm up an agreement and send to the solicitor for
review and will then forward to the board for approval.
The meeting was adjourned at 10:17 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

RESOLUTION #2011-14
Emergency Situation for Repair of Critical 911 Equipment
WHEREAS, the County of Franklin has an emergency situation that American
Power Conversion (APC) Uninterrupted Power Supply (UPS) malfunctioned and need
repaired as soon as possible at the Department of Emergency Services, 390 New York
Avenue, Chambersburg, PA;
WHEREAS, this service is essential for the health, safety and welfare of all
County residents.
WHEREAS, this repair must be completed as quickly as possible under the
provision of the County Code, Section 1802, Contract Procedures; Terms and Bonds;
Advertising for Bids, Subsection B, stating that the requirements of this subsection need
not be followed in cases of emergency and passage of a resolution declaring an
emergency and Subsection H(1), which states that maintenance, repairs or
replacements of water, electric light, or other public works of the County where they do
not constitute new additions, extensions or enlargements of existing facilities and
equipment do not require advertising or bidding.
WHEREAS, BE IT RESOLVED, BY THE BOARD OF COUNTY
COMMISSIONERS OF FRANKLIN COUNTY that: an emergency condition exists for
repair of critical 911 equipment at 390 New York Avenue, Chambersburg, PA and that
this work be done as quickly as possible in order to ensure that a full running 911 center
be active and accessible to all emergency calls and/or dispatches and that this be
exempt from the bidding procedures as set forth in the County Code. The cost of this
repair is estimated $15,504.00.
NOW BE IT RESOLVED by the Board of Commissioners of Franklin County that
this purchase will be made as quickly as possible to prevent any situations that may be
harmful to clients and staff.

Proclamation #2011- 15
Declaring the month of November as "Pancreatic Cancer
Awareness Month" in Franklin County.
WHEREAS in 2011, an estimated 44,030 people will be diagnosed with pancreatic cancer in the
United States and 37,660 will die from the disease;
WHEREAS pancreatic cancer is one of the deadliest cancers and is the fourth leading cause of
cancer death in the United States;
WHEREAS when symptoms of pancreatic cancer present themselves, it is usually too late for an
optimistic prognosis,and 74 percent of pancreatic cancer patients die within the first year of their
diagnosis while 94 percent of pancreatic cancer patients die within the first five years;
WHEREAS of all the racial/ethnic groups in the United States,African Americans have the highest
incidence..rate of pancreatic cancer, between 34 percent and 70 percent higher than the other groups;
WHEREAS-approximately 2,OOO-deaths will occur in Pennsylvania in 2011;
WHEREAS there is no cure for pancreatic cancer and there have been no significant improvements
in survival rates in the last 40 years;
WHEREAS the Federal Government invests significantly less money in pancreatic cancer research
than it does in any of the other leading cancer killers; and pancreatic cancer research constitutes only
approximately 2 percent of the National Cancer Institute's federal research funding, a figure far too
low given the severity of the disease, its mortality rate, and how little is known about how to arrest it;
and
WHEREAS the Pancreatic Cancer Action Network is the first and only national patient advocacy
organization that serves the pancreatic cancer community in Franklin County and nationwide by
focusing its efforts on public policy, research funding, patient services, and public awareness and
education related to developing effective treatments and a cure for pancreatic cancer;
WHEREAS the Pancreatic Cancer Action Network and its affiliates in Franklin County support those
patients currently battling pancreatic cancer, as well as to those who have lost their lives to the
disease, and are committed to nothing less than a cure;
WHEREAS the good health and well-being of the residents of Franklin County are enhanced as a
direct result of increased awareness about pancreatic cancer and research into early detection,
causes, and effective treatments;therefore be it
RESOLVED that the Franklin County Board of Commissioners designate the month of November
2011 as"Pancreatic Cancer Awareness Month" in Franklin County.
