TUESDAY, DECEMBER 13, 2011
The Franklin County Commissioners met Tuesday, December 13, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Ken Jones provided public comment and asked for an update on the Nursing
Home van and if the County has one available for their use. Chairman Keller responded
that the County has a van with the Transportation Department that is to be disposed of in
the next few months and may be auctioned off. He also said they do have one that is in
need of a lot of repairs.
Linda Allen provided public comment and asked if any of the 6,000 illegal
Mexicans and the 500 in the school system is affecting Chambersburg as far as costs.
She also asked if we should be more proactive in getting rid of them if it’s costing us
money. Chairman Keller responded that will try to prepare an answer for her at a later
time.
The minutes of December 6, 2011 and December 8, 2011 meetings were read.
These will be approved Thursday, December 15, 2011.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for further explanation of the budget adjustment policy and John Hart
responded that this policy puts it in writing due to not having a formal policy before. The
following items were approved today and the remainder items will be approved
Thursday, December 15, 2011.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Grant
Application to PA Emergency Management Agency (PEMA) to fund partial costs for staff
efforts related to emergency management services requesting a grant amount of
$124,662.00 for the period October 1, 2011 through September 30, 2012.
The Board reviewed Nursing Home matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the contract between the County of Franklin and Ability Network,
Inc., a Highmark Medicare Services approved network service vendor, to electronically
verify and submit Medicare claims and benefits for the period of December 13, 2011
through December 12, 2012 at a cost of $650.00.
The Board held a Franklin County Retirement Board meeting.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the Addendum to the Contract between County of Franklin and
C.S. McKee for contract dated March 7, 2011 to be deposit administrator for the County.
This addendum is to change from SMID Value to SMID Core and Benchmark changed
from Russell 2500 Value to Russell 2500. All other terms and conditions of the original
agreement will remain in full force and effect.
